This book analyses in detail half a century of international discussions on housing, slums and informal settlements, identifies policy phases (self-help, enabling) and discusses pros and cons of ...applied measures globally and in the context of Indonesia. It contributes to a better understanding of interlinkages between urban governance and housing policies by employing the analytical framework of policy arrangements, and by developing a normative compass based on Henri Lefebvre’s right to the city. Empirically, it examines and compares housing strategies (social housing, resettlements, slum upgrading) and modes of governance in two case studies, the Indonesian cities Surabaya and Surakarta.

For nearly two decades, progressives have been dismayed by the steady rise of the right in U.S. politics. Often lost in the gloom and doom about American politics is a striking and sometimes ...underanalyzed phenomenon: the resurgence of progressive politics and movements at a local level. Across the country, urban coalitions, including labor, faith groups, and community-based organizations, have come together to support living wage laws and fight for transit policies that can move the needle on issues of working poverty. Just as striking as the rise of this progressive resurgence has been its reception among unlikely allies. In places as diverse as Chicago, Atlanta, and San Jose, the usual business resistance to pro-equity policies has changed, particularly when it comes to issues like affordable housing and more efficient transportation systems. To see this change and its possibilities requires that we recognize a new thread running through many local efforts: a perspective and politics that emphasizes "regional equity."

In Local Heroes, Kathryn Stoner-Weiss analyzes a crucial aspect of one of the great dramas of modern times--the reconstitution of the Russian polity and economy after more than seventy years of ...communist rule. This is the first book to look comprehensively and systematically at Russia's democratic transition at the local level. Its goal is to explain why some of the new political institutions in the Russian provinces weathered the monumental changes of the early 1990s better than others. Using newly available economic, political, and sociological data to test various theories of democratization and institutional performance, Stoner-Weiss finds that traditional theories are unable to explain variations in regional government performance in Russia. Local Heroes argues that the legacy of the former economic system influenced the operation of new political institutions in important and often unexpected ways. Past institutional structures, specifically the concentration of the regional economy, promoted the formation of political and economic coalitions within a new proto-democratic institutional framework. These coalitions have had positive effects on governmental performance. For democratic theorists, this may be a surprising conclusion. However, it is possible, as Stoner-Weiss suggests, that the needs of democratic development may be different in the short run than in the long run. The "local heroes" of today may be impediments to the further development of democracy tomorrow. This provocative work, solidly grounded in research and theory, will interest anyone concerned with issues of economic and political transition.

This Special Issue of TeMA - Journal of Land Use, Mobility and Environment proposes to delve into the concept of transition applied to urban and territorial systems with the aim of verifying the ...state of the art in scientific as well as in technical sector, also considering the effects of Covid-19pandemic crisis (Angiello, 2021). What is urgent is the need to change both social behaviors and the use of primary resources (water, energy and soil) which is claimed by technicians and scholars as the only solution to face environmental challenges affecting nowadays cities. These challenges and the linked risks are so relevant that an in-depth change in the operative actions as well as in the theoretical approaches has become mandatory, in order to avoid negative and disruptive effects. with this Special Issue we intended to draw the attention of technicians and scholars to the theme of urban transition which from many quarters seems to prefer the "ecological dimension" to pursue sustainability objectives. The eleven contributions received, while maintaining the underlying theme of the main theme, propose differentiated perspectives of sustainable transition which can be divided into three groups: • Methodologies and cognitive tools for urban transition • Urban policies and driver elements of the urban transition • Possible projects and applications for urban transition The contributions of the first group propose analysis methodologies oriented to the knowledge of the changes affecting cities, they try to identify adaptation solutions suitable for these changes. In particular, the aspects relating to the vulnerability of cities to the effects of climate change, the need to develop adequate tools to support informed decision-making processes, to define territorial planning tools capable of integrating the transition through the construction of a system of clear rules. The contributions of the second group focus on the analysis of the effects deriving from climate change, highlighting the urgency of integrating adaptation and mitigation actions within the process of defining land use policies at different scales. Aspects relating to the framework of European "green" policies are explored in depth, as well as the need for integration between urban planning and environmental assessment tools, and the search for appropriate methods and tools to improve the adaptation and resilience capacity of urban systems to the need to define approaches based on a holistic and systemic vision for the knowledge of urban phenomena at different scales. The contributions of the third group allow for the building of a first cognitive framework related to research projects and/or urban planning practices aimed at identifying interventions to improve the conditions of urban sustainability, with particular attention to "fragile" territories (lagoon areas, internal areas, coastal areas). Aspects related to the feasibility of creating zero energy emission urban districts as well as the definition of actions for the protection of urban ecosystems are always explored in depth with a view to tracing practicable and sustainable trajectories of change.
