V prispevku predstavljamo ključne ugotovitve sociološke anketne raziskave Prenova stanovanjskih sosesk v Ljubljani – Savsko naselje. Osredotočila se je na mnenja in stališča stanovalcev o soseski ter ...predvidela njihove prihodnje stanovanjske preference. Ključni problem – ob izrazitem nezaupanju tako do MOL kot tudi do interdisciplinarne skupine strokovnjakov, vključene v raziskovalni projekt – je predvsem finančna nezmožnost financiranja prenove stanovalcev ob hkratnem burnem zavračanju možnosti sofinanciranja prenove z nadgradnjami in novogradnjami. Rezultati ankete kažejo, da se bo brez izvedene celovite prenove, ki bo vključevala tudi sprejemljivo finančno-kreditno politiko, v naslednjem desetletju zmanjšala kakovost vzdrževanja ter s tem posledično padla vrednost nepremičnin v soseski.
Večina velikih blokovskih stanovanjskih sosesk, ki so v Ljubljani nastale pretežno v obdobju 1960–1985, so zaradi slabega vzdrževanja danes potrebna temeljite fizične prenove in infrastrukturnih ...izboljšav. Družbeno-politične transformacije in dogodki, kot so sprejetje novega stanovanjskega zakona, denacionalizacija, praktična zaustavitev gradnje družbenih stanovanj, naraščanje gradnje profitnih stanovanj in novi »igralci« na stanovanjskem trgu, so le nekateri izmed razlogov, ki so močno vplivali na zaviranje oz. upočasnitev prenove večjih stanovanjskih sosesk. Pri tem postajajo razlike med bivalno kakovostjo v teh soseskah in na drugih (sub)urbanih območjih vse bolj opazne. V tekstu smo preučevali, ali se zaradi počasne prenove in slabšanja bivalne kakovosti selijo določene skupine prebivalstva, povečujejo socialne homogenosti in socialne nestabilnosti v Ljubljani. Najprej smo analizirali spreminjanje bivalne kakovosti in potencialno mobilnost na širšem mestnem območju, nato pa podrobneje preučili primer stanovanjske soseske Savsko naselje. V sklepu smo skušali podati tudi nekatere iztočnice oz. možnosti za zaustavljanje slabšanja bivalne kakovosti in pospeševanje prenove sosesk.
Most large multi-apartment housing estates in Ljubljana that were mainly built in the period 1960–1985 are in dire need of comprehensive physical renewal and upgrading of utilities. The ...social-political transformations and events, such as adoption of the new housing law, denationalisation, practical termination of construction of social apartments, increase in construction of profit-based housing and new “actors” in the housing market, are just some of the reasons that strongly affected the decline or slowing down of rehabilitation of large housing estates. Furthermore differences between the living quality in these estates and other (sub)urban areas are becoming evident. In the article we researched, whether slow rehabilitation and diminishment of living qualities are causing the migration of certain population groups and increasing social homogeneity as well as social instability in Ljubljana. First we analysed the changes in living qualities and potential mobility within the wider city area and then we undertook an in-depth analysis of the residential estate Savsko naselje. In conclusion we tried to present some starting points or possibilities for stopping the decline in living quality and accelerating rehabilitation of housing estates.
The article presents some key findings of the sociological survey research Rehabilitation of housing estates in Ljubljana – Savsko naselje. It focused on attitudes and opinions of the estate’s ...residents and estimated their future residential preferences. The key issue – coupled with significant distrust of the local authority as well as the interdisciplinary group of experts conducting the research – was above all the inability of the residents to finance rehabilitation, but also their vigorous resentment of any co-financing that would entail extensions or even new construction. The survey results show that, if the rehabilitation process is not undertaken comprehensively, including acceptable financial-loan arrangements, in the next decade the quality of maintenance will drop and consequentially the value of property in the neighbourhood.
Prvi primer sistemske montažne gradnje v Ljubljani predstavljajo leta 1965 zasnovani in pet let pozneje dokončani bloki ob Črtomirovi ulici v Ljubljani. Bloki so delo arhitekta Ilije Arnautovića. ...Grajeni so po sistemu Jugomont. Namesto kombinacije različnih stanovanj v enem objektu so drug ob drugega nanizani tematski bloki garsonjer, eno-, dvo- in trisobnih stanovanj. Z zunanje strani zgradbe jih prepoznamo po različno obravnavanih fasadah, na katerih posebej izstopata dva elementa: skupni zunanji hodniki („laubengangi“) na severni strani bloka enosobnih stanovanj in veliki balkoni objekta garsonjer, ki v vseh primerih zasedajo celotno površino fasadne ploskve in tvorijo rahlo, satasto zunanjo plast objektov.
