The development of society is closely related to the young generation, which is an important component in a democratic society. One of the main tasks of every country is the implementation of an ...effective youth policy, which plays an important role in the formation and functioning of the state and directly affects social, economic and demographic indicators. The article analyzes the process of formation and implementation youth policy in Ukraine in 1991–2023, defines the specifics of implementing youth policy in the conditions of decentralization reform processes in Ukraine, and identifies basic innovations in the field of youth policy in 2017–2023. Over the years 1991–2023, a legislative frame-work in the field of youth issues was formed in Ukraine, central, regional and local state organizations in the field of youth policy were created, and a network of institutions and organizations for youth was created and developed. According to the author’s analysis, apart from the existing youth problems, in the space of the last years (2017–2023), it is possible to observe active dynamic changes, modernizing processes and innovations in youth politics.young, youth policy, Ukraine
The article presents the results of a study of young people’s perceptions of regional youth policy. The authors use the theoretical model of the subjective space of politics to analyze empirical data ...reflecting the state of the subjective space of sectoral policy - the state youth policy of the Krasnodar Krai. The main motives of youth activity in regional youth policy are determined based on the data from a mass survey of young people, focus group interviews and a series of expert sessions with representatives of authorities and other entities implementing state youth policy. The article reveals the constructive and negative potential of young people’s social activity, as well as identifies the main social profiles of young people and describes their content parameters. The authors conclude that young people are involved in interactions with the authorities to solve their own problems or the problems of other people. They show that social projects, territorial development projects, the activities of political parties and local self-government have the biggest potential for involving young people in social activity. They also note the existing potential of young people’s participation in protests. The authors describe the profiles of young people according to two parameters: according to the severity of social orientation young people are divided into consumers (orientation towards themselves, solving their own problems) and transformers (orientation towards solving other people’s problems); and according to the degree of leadership positions and social activity they are characterized as leaders and followers.
This article discusses the main regulatory normative acts and major events of youth policy in Europe and Russia. The purpose of the research is the systematic review of the European and Russian ...experience in the development of youth policy, as well as the comparative analysis of the results. The tasks include the analysis of youth policy measures in the Russian Federation and Europe, as well as the comparison of the results of these two systems. The methodological basis of this research consists of the methods of historicism, the comparative historical method and the method of content analysis. The research methods involve the use of a broad source base on this issue, the chronology of presentation being observed. The practical significance of this work lies in the consistent review of modern European and Russian youth policy. The theoretical significance consists in posing this methodological problem, as well as in analyzing the results of youth policy in Russia and Europe. The results of the study show conclusions about the effectiveness of the youth policy of the two regions.
In the context of escalating geopolitical tensions, increasing information confrontation, an important factor in the preservation of the Russian state is systematic activity for the social ...integration of the younger generation, the development of adequate civic attitudes and values. According to the author of the article, today there is a change in the model of implementation of the state youth policy, the focus of which is increasingly shifting to the education system, including Russian universities. In this regard, an important research task is the analysis of models of youth policy and educational activities in Russian universities. The purpose of the article is a brief overview of the historical models of student education in our country, as well as an analysis of the attitudes of the top management of Russian universities regarding the organization of youth policy and educational activities at the university.
The article is based on a series of in-depth interviews conducted with the leadership of Russian universities in July–September 2022. It offers criteria for analyzing the effectiveness of educational work with students, presents a typology of models of such work in Russian universities in different historical periods, highlights the main dysfunctions of youth policy implementation in Russian universities at the present stage. In conclusion, the author proposed several key principles to improve the effectiveness of youth policy and educational activities at the university as an important mechanism for the social integration of the younger generation.
An empowerment in the scientific literature is usually understood as the share of the power with civil society or its groups and/or creation of conditions for them to participate in governance ...processes with equal rights, in order to ensure the democratic governance that meets the needs of citizens. This article analyzes the situation of youth empowerment at the municipal level in Lithuania, highlighting the conditions for their involvement and the arising challenges since youth policy in Lithuania is implemented in accordance with the principles of subsidiarity.Seeking to reveal the problematic of the topic and to review previous studies, an analysis of scientific literature was carried out, and also, the analysis of secondary statistical data was carried out based on youth empowerment evaluation criteria set out in the Evaluation Methodology of the Implementation of the Youth Policy. Main issues at municipality level were identified by performing a qualitative study (structure interview) with the Coordinators of youth affairs of selected municipalities, responsible for the implementation of youth policy and representatives of youth non-governmental organizations in these municipalities. The conducted research allowed identifying further necessary improvements for youth empowerment at municipality level and measures that would contribute to creating more favourable conditions for youth participation.
A period has come in Russia when institutional transformations in matters of state youth policy (GMP) are objectively necessary. They presuppose the formation and development of a coherent system of ...youth affairs bodies, ensuring coordination of efforts of state bodies, local self-government bodies and civil society institutions to implement GMP. The problem is that Russia has been searching for an integrative management model in this area for more than 30 years, discussions continue about the interdepartmental and sectoral nature of GMP, its essence and typology. This article focuses on the issue of a management body in the field of GMP, designed to ensure the integration of the activities of all its social actors. According to the author, it should be created in the rank of a federal ministry. Dialectical and systematic approaches, historical, logical, formal-legal, comparative and structural-functional research methods are used for substantiation. A brief history of the creation and functioning of federal and regional bodies for youth affairs is given, attention is drawn to their current composition and development trends. Conclusions are drawn about the actual approach to the independence of the status of the executive authority responsible for the development and implementation of GMP, its regulatory and legal regulation in the Russian Federation, and measures are proposed to improve integration processes in the management of the sphere under consideration.
In the light of domestic coordination processes in federal states, this article deals with the interplay of domestic governmental and non-governmental actors in the development of a German position ...for negotiations in the EU youth policy field. The qualitative single-case study is embedded in the evaluation of the German implementation of the EU Youth Strategy (2010-2018). It focusses on the roles, mutual perceptions, conflicts, and resulting action strategies of the different actors involved in the domestic coordination processes. In doing so, the article adds to the debate on Europeanisation and domestic coordination processes in federalist states by facilitating an understanding of the extent to which differing framework conditions of a specific policy field at the domestic and EU-Level can influence domestic policy coordination and its bottom-up processes.
The analysis reveals a discrepancy between the intentions of the actors to work together based on a multi-level governance approach, and a reality in which the Federal Ministry assumes a gatekeeper function. The problems following this discrepancy can be explained on the one hand by different perceptions and expectations the actors have towards the coordination process and on the other hand by a lack of a youth policy culture of debate. The article shows how these problems lead to different action strategies by the domestic actors and the use of different pathways to bring their interests to the EU level. Simultaneously, the findings show that these different strategies of action can successfully lead to a stronger German position, provided these pathways are used in a coordinated manner. The analysis shows that a domestic coordination process involving both governmental and non-governmental actors from different levels working together on an equal footing by using a multi-level governance approach, can only function in federal policy cooperation processes when the actors focus on content-related discussions rather than formal forms of cooperation.
Abstract Youth work is a practice that supports young people and bolsters mental health and well‐being. In the aftermath of the Covid‐19 pandemic, young people in the UK have experienced rising ...levels of mental distress. However, in the broader youth policy field, youth work is rarely acknowledged as a mental health support. This article draws upon research uncovering to what extent youth workers provide mental health support for young people. A survey questionnaire was distributed to youth workers across selected local authorities in central Scotland and north‐east England. Our original findings show that most youth workers provide initial mental health support for young people and, since the pandemic, this has become a key component of youth work practice. The youth workers surveyed were confident that they had the skills, experience and training to provide such support but were struggling to meet increased demand due to funding shortages in the sector.
The main aim of the article is to identify (based on reports and scientific studies on youth published in Poland in the last two decades) the basic areas of youth problems. In-depth knowledge, ...well-recognized problems and full diag-nosis allow us to clearly formulate strategic goals, appropriate tools and expected results. The results of sociological research show on the one hand the growing diversity of young people and the need to take this fact into account in projects and programs dedicated to young people; on the other hand, they suggest recommendations and solutions. The article confronts the existing programs dedicated to youth within the youth policy in Poland with the current problems of contemporary youth. The conducted analyzes lead to the conclusion that politics in Poland basically do not exist. The lack of a uniform, explicitly outlined youth policy leads to decision-making chaos, and thus to the lack of action or counterproductive action.This is due to the dispersion of central competences among various ministries as well as the lack of mutual coordination and coherent action.
