This paper explores the symbolic significance of national borders in a cross‐border regional context. The main argument is that the transformation of borders is actually part of a complex and ...contested process of symbolisation, predicated on articulations between political projects, everyday experience, and collective memories. The Greater Geneva borderscape provides an emblematic case of cross‐border cooperation that is marked by the physical erasure of the Franco‐Swiss border. Rather than an absence of symbolisation, we hypothesise that the border continues to play a symbolic role through its implied “absence” in the affirmation of a cross‐border territorial project. First, we show how the invisibilisation of the border in the Greater Geneva spatial imaginaries is in fact a symbolisation strategy aimed at underlining its obsolete character. Second, we reveal how the discordances between the symbolic recoding of the border by cross‐border cooperation elites and existing popular imaginations and competing meanings weakens the project. To the extent that borders are powerful symbols that are intended to stimulate emotions and a sense of belonging, the ability to mobilise their meaning‐making capacity is at the heart of symbolisation politics, as much for the proponents of open borders and cross‐border cooperation as for the reactionary forces that emphasise national interests and ontological insecurity.

The object of the study is the Odesa region and its activities in the field of cross-border cooperation with the neighboring territories of Romania and the Republic of Moldova. The paper examines the ...theoretical foundations of cross-border cooperation. The concept of cross-border cooperation is defined, its main forms are defined, the foreign experience in this field is summarized and a method for determining the effectiveness of the Euroregion's activities is proposed. Cross-border activity in the Odesa region was analyzed. Factors affecting the effectiveness of cross-border cooperation are identified. A SWOT analysis of the main economic indicators affecting the functioning of the Euroregion was developed. The effectiveness of such activities is analyzed. The main directions for improving cooperation in the economic sphere are proposed, namely the creation of a tripartite joint body for attracting foreign direct investment, the creation of cross-border clusters, in particular, the creation of a joint strategic plan for the development of areas such as the agro-industrial complex, tourism and transport are proposed.

Der Umbau von Gesellschaft und Wirtschaft hin zu einer erneuerbaren Energieversorgung und einer nachhaltigen Ressourcennutzung, verbunden mit der Schaffung von zukunftsorientierten Arbeitsplätzen, wird durch den Einsatz von Wasserstoff als Energieträger stark gefördert. Nachhaltig produzierter „grüner“ Wasserstoff ermöglicht die nahezu sofortige Substitution von fossilem Wasserstoff in industriellen Prozessen, die saisonale Speicherung von erneuerbarem Strom und die flexible und effiziente Kopplung verschiedener Energiesektoren. Die vorgeschlagenen Pilotprojekte decken die gesamte Wertschöpfungskette mit grünem Wasserstoff ab und bauen dabei auf den besonderen regionalen Eigenschaften und Gegebenheiten auf.
Abstract
Within the framework of a binational feasibility study, concepts for the introduction of sustainable technologies in the innovation region of Fessenheim and, based on these, various approaches to action for Franco‐German demonstration projects were developed. The overarching goal is the development of a sustainable and future‐oriented CO
2
‐neutral economic region. The transformation of society and the economy towards a renewable energy supply and sustainable use of resources, combined with the creation of future‐oriented jobs, is strongly promoted by the use of hydrogen as an energy carrier. Sustainably produced “green” hydrogen enables the almost immediate substitution of fossil hydrogen in industrial processes, the seasonal storage of renewable electricity and the flexible and efficient coupling of different energy sectors. The proposed pilot projects cover the entire value chain with green hydrogen, building on the specific regional characteristics and conditions.

By building on the cross‐border institutional thickness (CBIT) conceptual framework, the paper analyses the policy targets in the cross‐border regional context. CBIT measures how its components support the required development or policy goals in different regions. Therefore, this paper provides theoretical and methodological approaches to the CBIT model and contributes to future studies in this field.

External borders of the European Union (EU) constitute a significant spatial and formal legal barrier for mutual relations. The key role in overcoming this barrier is played by cross‐border ...cooperation implemented by subnational units. The objective of this article is to identify key conditions for the cross‐border cooperation on the Polish–Belarusian border, constituting the external border of the EU. An additional objective is to develop a concept of institutionalization of the cross‐border cooperation, and to point to the possibilities of its implementation in the area of the Polish–Belarusian Euroregion Przybuże. This objective has been implemented by means of the triangulation method with the application of interrelated research techniques such as focus group interview, moderated workshop, surveys and desk research. The research discovered long‐term, intense cross‐border relations existing in the said region. The leaders of the cooperation were identified on both sides of the border. The institutionalization of this cooperation through the creation of the Euroregion was recognized by the stakeholders as an opportunity to dynamize social and economic development and to absorb EU funds more effectively. The developed concept of Euroregions creation and the case study analysis enrich the scientific output related to the theory of territorial cooperation, and offer practical solutions useful in the development of cross‐border areas, with particular consideration of regions located at the external borders of the EU.
欧州連合(EU)の対外国境(external borders)は、相互関係のための重要な空間的、形式的な法的障壁を構築する。この障壁を克服する上で重要な役割を果たしているのは、国境を越えた協力であり、それを実施しているのが地方組織である。本稿の目的は、EUの対外国境であるポーランドとベラルーシの国境における国境協力のための重要な条件を明らかにすることであり、また、国境協力の制度化の概念を展開し、ポーランドとベラルーシの間のユーロリージョンにおける協力の可能性を指摘することである。この目的は、フォーカスグループインタビュー、モデレーテッドワークショップ、観測調査およびデスクリサーチのような相互に関連した研究技術を適用した三角測量法により実施した。その結果、その地域に長期的で強固な国境を越えた関係が存在することが見いだされた。その協力の指導者たちは国境の両側で確認された。ユーロリージョンの創造を通じたこの協力の制度化は、社会的・経済的発展を活性化し、EU資金をより効果的に吸収する機会として、ステークホルダーに認識された。ユーロリージョンの創造の概念とケーススタディの分析は、地域協力の理論に関連する科学的成果を豊かにし、特にEUの対外国境に位置する地域を考慮して、国境を越えた地域の開発に有用な実用的解決策を提供するものである。
Las fronteras exteriores de la Unión Europea (UE) constituyen una importante barrera espacial y jurídica formal para las relaciones mutuas. El papel más importante para superar esta barrera lo desempeña la cooperación transfronteriza, llevada a cabo por las unidades subnacionales. El objetivo de este artículo es identificar las condiciones clave para la cooperación transfronteriza en la frontera polaco‐bielorrusa, que forma la frontera exterior de la UE. Un objetivo adicional fue desarrollar un concepto de institucionalización de la cooperación transfronteriza, y señalar las posibilidades de su aplicación en el área de la Eurorregión polaco‐bielorrusa Przybuże. Este objetivo se ha llevado a cabo mediante el método de triangulación, aplicando técnicas de investigación interrelacionadas como los grupos focales, el taller moderado, las encuestas y la investigación de gabinete. La investigación descubrió relaciones transfronterizas intensas que existen desde hace tiempo en dicha región. Los líderes de la cooperación fueron identificados a ambos lados de la frontera. La institucionalización de esta cooperación a través de la creación de la Eurorregión fue reconocida por las partes interesadas como una oportunidad para dinamizar el desarrollo social y económico y para atraer fondos de la UE con mayor eficacia. El concepto desarrollado de la creación de Eurorregiones y el análisis de estudios de caso enriquecen la producción científica relacionada con la teoría de la cooperación territorial y ofrecen soluciones prácticas útiles para el desarrollo de las zonas transfronterizas, con especial consideración de las regiones situadas en las fronteras exteriores de la UE.
The paper aims to offer an overview of the specific situation of culture as an investment priority of cross-border cooperation, part of the European territorial integration process, in the Eastern ...Neighbourhood Policy. The research is focused on the cross-border programmes involving Romania and its neighbours during the last two multiannual financial frameworks. Two financial instruments are of interest: the European Neighbourhood and Partnership Instrument, for the period 2007-2013 and the European Neighbourhood Instrument for 2014-2020. The analysis is based on the European Union's INTERREG database (keep.eu), filtered for seven CBC programmes, highlighting the role of culture for CBC, the intensity of CBC and the leading territories (cities and countries) in cultural projects involving cross-border partners in the Eastern Neighbourhood.
The Ukrainian Danube region is characterized by a high level of self-regulation of interethnic issues. In the two hundred years since the last colonization of the region, there have been no ethnic ...conflicts. The conflicts that did take place were purely domestic in nature. Socio-cultural boundary of the region, which is caused by centuries-old historical and geographical processes in the Northern Black Sea region, is a direct catalyst for modern geopolitical and geoeconomic changes. The relations between Ukraine and Romania have the greatest influence on these processes. With the beginning of the intensive phase of Russian aggression, the geopolitical position of the Ukrainian Danube region has changed significantly. This region became the main center of export-import operations of our state. After the end of the war, a flow of goods and people will go through the Ukrainian Danube region to restore public life. In such a situation, it is necessary to develop comprehensive plans for sustainable development of the region, which will take into account all its competitive advantages. It is of particular importance to use the multiculturalism of the region for the development of tourism and obtaining working capital for economic entities and territorial communities. The main attention should be paid to the ethnic tourism oriented to the citizens of the countries that have their diasporas in the south-western part of the Odessa region.
Cross-border cooperation can overcome the administrative boundaries of water pollution governance, and the two-way ecological compensation model emerges as a solution to transforming ...government-financed payments into locally-driven development initiatives. This study presents a tripartite evolutionary game model for two-way ecological compensation, incorporating city-level data, and employs time-varying difference-in-differences to estimate the incentive impact of China's cross-border horizontal ecological compensation policy on water pollution governance during 2006–2018. Furthermore, this study aligns state-controlled monitoring stations with their respective administrative districts and enhances water pollution indicators obtained from these stations for a more comprehensive policy assessment. The results show that horizontal ecological compensation effectively reduces the prevalence of industrial wastewater discharges and associated water pollution; this effect is more pronounced upstream (20.94%) compared to downstream (16.01%). However, it does not significantly impact urban sewage treatment, agricultural non-point source pollution, or lake water quality and eutropHication. In addition to promoting horizontal coordination between upstream and downstream regions, vertical central governmental inspections are crucial for effectively stimulating and guaranteeing horizontal collaborative governance between upstream and downstream local governments. These results provide strong empirical evidence in favor of expanding horizontal ecological compensation initiatives throughout the entire river basins, as well as in other countries or regions.

Since 1992, culture has been an official competence of the European Union. De facto, the EU has the legitimacy and means to intervene and change collective representations and social dynamics, ...including in border regions, in order to bring people together and build a Europe 'united in diversity'. The purpose of the paper is to investigate the cross-border dynamics in cultural matters, and to examine the realization of cultural projects as a driving force in the process of cross-border integration. The approach is based on a spatial analysis of the cultural projects co-financed by Interreg over the 2000-2020 period, enabling to provide an overview of the cross-border cultural initiatives undertaken. The results reveal first that strong spatial disparities exist between programming spaces in terms of cultural investment. Second, that cross-border cultural cooperation mainly involves municipalities, and not primarily cultural actors. Third, although a diverse range of cultural projects have been developed over the last twenty years, the emphasis has been more on tourism projects. These achievements bring into question the role of Interreg programming in cultural matters in the dynamics of cross-border integration, since it fosters an economic approach to culture at the expense of social and identity issues.
