There are subjects for which there should be no alternatives. It is not a question whether it is necessary to protect and study cultural and historical heritage. There should not be any ...alternatives.We continue to publish materials on the heritage of different periods of history and different parts of the world. The Russian-Chinese theme is consistently studied in the works of Pacific University scholars. Even when careless officials remove cultural monuments from the lists, the public and the professional community speak up. This time, an entire historic quarter in Irkutsk is under threat. Students and professionals stood up to defend two old stone buildings. They backed up their position with the development of the ensemble and the creation of a new system of public spaces inlaid in the historic centre of the city.
TripAdvisor is an opinion source frequently used in Sentiment Analysis. On this social network, users explain their experiences in hotels, restaurants or touristic attractions. They write texts of ...200 character minimum and score the overall of their review with a numeric scale that ranks from 1 (Terrible) to 5 (Excellent). In this work, we aim that this score, which we define as the User Polarity, may not be representative of the sentiment of all the sentences that make up the opinion. We analyze opinions from six Italian and Spanish monument reviews and detect that there exist inconsistencies between the User Polarity and Sentiment Analysis Methods that automatically extract polarities. The fact is that users tend to rate their visit positively, but in some cases negative sentences and aspects appear, which are detected by these methods. To address these problems, we propose a Polarity Aggregation Model that takes into account both polarities guided by the geometrical mean. We study its performance by extracting aspects of monuments reviews and assigning to them the aggregated polarities. The advantage is that it matches together the sentiment of the context (User Polarity) and the sentiment extracted by a pre-trained method (SAM Polarity). We also show that this score fixes inconsistencies and it may be applied for discovering trustworthy insights from aspects, considering both general and specific context.
Cultural heritage is an essential element of the identity of each nation. In Russia, the issue of the preservation of cultural heritage objects is regulated not only by sectorallegislation, but also ...by the Constitution of the Russian Federation. The article analyzes the objects of tangible and intangible cultural heritage and the powers of public authorities to preserve them on the basis of the comparative legal method of research. The author concludes that cultural heritage is a value that is transmitted from generation to generation and reflects the history and culture of our nation. It includes not only architecture, art and literature, but also languages, religions, customs and traditions. Meanwhile more and more attention is paid to the preservation of intangible cultural heritage, which is confirmed by the Decree of the President of the Russian Federation from January 25, 2023 No. 35.Public authorities have both «direct» powers with respect to objects of tangible and intangible cultural heritage, which are provided in normative legal acts, and powers aimed at interaction with other subjects.In this regard, fundraising and crowdfunding are relevant.

The preservation of cultural heritage for many years was one of the main directions of the state cultural policy of the RSFSR. The relevance of the study is associated with the need for a ...comprehensive analysis of the impact of changes in state law on the protection of cultural heritage sites. This article is the first to examine the impact of the Law on the Protection and Use of Monuments of History and Culture, adopted in 1976 on the management and protection of cultural heritage sites, with the aim of determining the development of state policy in the protection of historical and cultural monuments. The methodological base is primarily associated with historical-systemic and historical-comparative methods. The main source of research was documents and legislative acts related to structural changes in the rules for the protection of cultural heritage in the RSFSR. The legislative framework of the system for the protection of monuments of the RSFSR has a rich past and the Law adopted in 1977 became a peculiar embodiment of all previous legislative acts adopted by the state in this area. Since there were several tens of thousands of monuments of various levels on the territory of the RSFSR, changes in the legislation were, to a greater extent, related to the clarification of the rules for use and improvement. In addition, changes in legislation punished inappropriate care of historical and cultural monuments. In the course of the study, the authors come to the conclusion that changes in the legislation assigned the rights and obligations of Soviet citizens within the scope of protection of monuments. An important place in the text of the new Law is occupied by a certain format for the grouping of monuments, which distributed objects of cultural heritage according to new lists.
Currently, the conservation activities in Serbia are conducted by the institutions for the protection of cultural monuments. It is widely accepted that the first institute of the kind was The ...Republic Institute for the Protection of Cultural Monuments, established in 1947, during the enactment of several heritage laws, which were also presented as the first of their kind. The main contribution for the establishment of the Institute was attributed to its first director, Milorad Panić-Surep.
During the Second World War, in the spring of 1942, at the initiative of the occupiers, the collaborationist government of Milan Nedić enacted the Regulation on the Preservation of Antiquities. It was the first legal act aimed at protecting cultural heritage in Serbia. On this basis, the Institute for the Protection of Antiquities was established, which actively operated despite the wartime conditions. From its establishment until the founding of the post-war Institute in 1947, there was an uninterrupted continuity, marked by several transformations due to the turbulent post-war events.
Towards the end of the war, in early 1945, the Institute for the Protection of Antiquities ceased its operations but was not dissolved, it was merged with the Art Museum instead (formerly the Museum of Prince Paul, now the National Museum of Serbia). Thus, both before and after the war, in addition to its regular activities, the Museum also engaged in conservation efforts. The Museum director, Veljko Petrović, insisted that, following the example from the occupation years, an independent institution for conservation activities should be established.
This was realized in several steps. Firstly, in April, a special committee for creating the Register of Antiquities was formed under the auspices of the Museum, taking over the responsibilities of the former Institute. Subsequently, at the turn of 1945 to 1946, the committee evolved into a separate museum Department for the Protection and Scientific Study of Cultural Monuments, and by mid-1947, it became an independent institution as the Institute for the Protection and Scientific Research of Cultural Monuments. This institution took over all previously created documentation as well as leading experts and in 1960 it changed its name to the Republic Institute for the Protection of Cultural Monuments.
Following the given facts, the Institute for the Protection of Antiquities from 1942 is a direct precursor to the Republic Institute for the Protection of Cultural Monuments, with a continuous legacy. Driven by ideological reasons, the post-war authorities intended to demonstrate that numerous innovative moves of state administration were initiated during their tenure. Consequently, they endeavored to conceal or minimize initiatives undertaken by previous authorities, particularly the ones associated with the collaborationist government during the occupation period, whose entire activity was presented as contrary to the interests of the people.
Internet of Thing technology (IoT) is currently developed and IoT commercial networks are being operated and developed in the Czech Republic, as for example LoRa or SigFox. In order to monitor ...structures or environments (temperature or relative air humidity etc.) with use of these technologies, very cheap hardware can be used, as is the micro controller ESP32 (or its precursor ESP8266). More substantial part of costs represents programming and adjustment for the actual measurement. This article is containing pilot verification of the measuring system based on the above technology during the monitoring of relative displacements in cracks and temperatures of environment on the building structure of cultural monument Church of St. Martin in Zlatá Olešnice. We applied the measurement with sensors of displacement across cracks of the masonry structure in combination with the measurement of the air temperature. The measurement of some cracks proved that the relative displacement is significantly independent on the temperature and, therefore, the displacement is most likely influenced by the unstable conditions in the subsoil of the structure, which is also greatly affected by a ground moisture.
Članak prezentira načine obnove i revitalizacije spomenika kulture, oštećenih u potresu koji je pogodio Crnogorsko primorje 15. travnja 1979. godine. U radu je dan prikaz oštećenja i posljedica ...potresa, načini obnove i sanacije, te postupci revitalizacije koji su primijenjeni na oštećenim spomenicima kulture i povijesnim urbanim cjelinama. Cilj istraživanja je pokazati iskustva, načine i rezultate u procesu obnove i revitalizacije, kao i metodološke osnove rizika i zaštite spomenika kulture, koji se mogu primijeniti kao univerzalni princip nakon prirodnih katastrofa.
The article presents the ways of restoration and revitalization of cultural monuments, damaged in the earthquake that hit Montenegro’s coast on April 15, 1979. The paper gives an overview of the damage, the methods of restoration, rehabilitation and the revitalization procedures implemented on the damaged cultural monuments and historical urban entities. The aim of the research is to present experiences, ways and results in the process of restoration and revitalization, methodological bases of risk and protection of cultural monuments, which can be applied as a universal principle after natural disasters.
