The purpose of the analysis is to make a comparison of HRM practices among New Member States (especially Estonia and Slovenia) and how these practices help to create the conditions to develop a ...knowledge organization. In the paper, the systemic and logical analysis of knowledge management concept and its relations with HRM was used. For empirical research a simple exploratory analysis statistical technique was used on Cranet (the Cranfield Network on Comparative Human Resource Management) data on HRM practices across countries was used. Major findings allow stating that two important prerequisites for knowledge organization are met and they are successfully implemented through HRM practices especially in organizations in one country. The empirical research findings showed the trends in global economy and the ability of organizations in the New Member States to adapt through institutionally developed HRM practices.
Purpose
Although there are some studies about knowledge management at national level, no integrated attempts have been reported in the direction of introducing knowledge management pattern at ...national level based on real experiences. Numerous researches have been conducted in the domain of knowledge management at micro level. But at macro/national level, some concepts and components have been investigated briefly. The purpose of this paper is to deal with this gap.
Design/methodology/approach
This research uses the hybrid method. The technique of qualitative case study of grounded theory method has been selected in this research for gathering and analyzing data. Data have been categorized and analyzed from case studies (at countries level) using the steps of this method. The degree of correlation and causality and the importance of each concept existing in the pattern have been computed by applying decision-making trial and evaluation (dematel) technique. The obtained concepts and pattern could be applied as a guide for accepting and implementing knowledge management at national level.
Findings
Total positive findings have been obtained from case studies, and the authors attained 14 concepts and one pattern. These findings provide the steps of designing and are useful in implementing projects and programs of knowledge management at national level. The degree of correlation between the components of the pattern is the other finding of this study.
Practical implications
The obtained concepts and patterns can be used as a guide in countries and governments which decide to implement knowledge management at national level. These can be a basis for countries which are in the process of implementing the projects of knowledge management at national level.
Originality/value
This research is the first study that aims to provide the pattern of knowledge management at national level and can provide useful information for countries and governments and can be used as a reference to guide them for the implementation. So these countries will be able to design and implement their programs of knowledge management purposefully.

This article, which examines development processes of Finnish science and technology policy, concludes that instead of divergence there is such startling convergence of organizational forms and practices. Finland has largely adopted its policy doctrines and instruments from the countries, which from the Finnish perspective, have been considered legitimate and successful.

The aim of this article is to explore how school practices can contribute to developing the language proficiency of low SES children in order to combat lifelong poverty and prevent the reproduction ...of poverty generation after generation. As the future Japanese schools are expected to become more diverse with children from multifaceted socio-cultural and socio-economic backgrounds, the author has focused on Dutch urban primary schools to delve into the implementation of school practice in the context of high concentrations of children with non-Western immigrant backgrounds in order to draw out the suggestive implications. The author has focused on the above-mentioned Dutch case mainly due to the following three factors. First, because of its geographical and social environment, the Netherlands is considered a country where employment policy and educational policy are strongly associated, a key aspect in the worldwide industrial transformation today. Second, the Netherlands is historically well known as a country of ‘tolerance’ and ‘pillarization,’ receiving many immigrants and refugees especially since World War II; however, it appears to have shifted its immigration policy through strengthened regulations. The Civic Integration Act enacted in 2007 now obliges people to have a certain level of Dutch proficiency as citizens for the sake of social integration. To that end, it is worth studying cases under this policy at deprived primary schools with high concentrations of non-Western children. Due to combined factors such as dynamic demographic trends in the past 30 years and a unique education system, urban primary schools have been segregated to the extent that quite a number of schools have a high concentration of non-Western children. Therefore, this provides a good opportunity to study cases focusing on the practices implemented for low SES children. Third, the Dutch school effectiveness as a whole can be nevertheless deemed high to some extent, viewed from a number of prior studies regardless of this large influx of non-Western children since the 1980s. This study uses ethnographic methodology. Participant observation and interviews with management teams and classroom teachers were conducted at two different primary schools (one in The Hague and the other in Rotterdam), where 84% and 94% of the pupils respectively have non-Western backgrounds. The main outcomes of this study comprise two aspects. The first is that it is necessary not only to secure enough staff and to collaborate as a team, but also to have good leadership and an organized system for effectively utilizing ICT technology as a school organization overall. This would compensate for the shortage of teachers and prove essential for meeting individual educational needs. The second is that the whole school organization should be aware of the socio-cultural and socio-economic backgrounds of all children, with a sociological perspective on a globalized and knowledge-based society where language proficiency is one of the keys to avoiding, or failing to avoid, lifelong poverty. This would enhance daily educational practices in order to meet the individual needs of every child through a collaborative school organization.
Introduction: mankind is on the edge of a new techno-technological and socio-economical revolution generated by robotization and automation in all spheres of individual and socio-economical activity. ...Among numerous conceptions of global development only the conception of the knowledge-based society is the most adequate to contemporary terms. As the higher education and science are the main source of knowledge adequate to contemporary terms then their integration should be investigated. Materials and Methods: the material for this investigation was gathered as from individual experience in science and pedagogical activity of the author which were earlier published in hundreds of articles and fifteen monograph translated in eleven languages, as the materials of Moscow city seminar, the results of which were published in annual “Science of science investigations”. This annual has been editing since 2004 and the author is the editor-in-chief of this edition. Also has been used other sources from different editions. The method of comparative analysis was used. Results: the author put forward the conception of inevitable integration of higher school and research institutions and forming a new structure – science-education consortium. Only such united structure can significantly rise both scientific researchers and higher education. And as a result, it will rise publishing activity and application of scientific researchers in real econ omy, social sphere, technological leadership. Discussion and Conclusions: conception put forward in this article fragmentary has been published by author earlier and initiated discussion in scientific press, which was reflected in home RISC and abroad citation indexes. The author proclaims the inevitability of realization of the suggested by him conception of the utmost integration of science and higher education.
There has been a sustained interest in the contribution of higher education in local, regional and national development in many countries. Along this line is the increasing internationalization and ...globalization of services to which the higher education sector is anticipated to respond through the updating and modernization of its offerings, changing of its formal structures and methods, policies regarding access, among others. The challenges of higher education in the global context anticipate the internationalization of this sector as a means that can provide an efficient response to and training for the evolving demands of modern society. This article reviews the programmes enacted by the Philippine government in response to the changing context of higher education with the move towards the knowledge-based society as central in policy. Issues relevant to the growing internationalism of education as seen through, among others, related human capital training, the role of research and development (R&D), and the increasing privatization of education as a result of the expansion of higher education will also be discussed.
