ABSTRACT IN ENGLISH: South Korea is a particularly interesting case for those interested in the social economy. Over the past fifteen years, a series of concepts and legal measures have emerged that ...reflect an interest in social enterprises, cooperatives, and more recently, the idea of the social economy in a society facing new social and economic challenges and a new political context since the start of democratization in the late 1980s. This article examines this process in detail and shows that while these various concepts have become more visible and widely known, they run the risk of being hijacked and distorted. // ABSTRACT IN FRENCH: La Corée du Sud est un cas particulièrement intéressant pour qui s'intéresse à l'économie sociale : on y assiste, depuis une quinzaine d'années, à l'émergence d'un ensemble de concepts et de dispositifs juridiques successifs qui traduisent un intérêt pour l'entreprise sociale, les coopératives et, plus récemment, l'idée d'économie sociale dans une société faisant face à de nouveaux défis socioéconomiques et à un environnement politique renouvelé par l'entrée dans la démocratie à la fin des années 80. Le présent article revient en détail sur ce processus, montrant notamment qu'en même temps qu'ils gagnent en reconnaissance et en visibilité, ces différents concepts n'échappent pas au risque de récupération et de déformation.
ABSTRACT IN ENGLISH: Drawing on documentary research and in-depth interviews with private and public information technology actors, this article examines the impact of globalization and ...democratization on the South Korean and Taiwanese developmental states. In order to examine today's developmental state, the changes in and continuities of "hard" and "soft" institutions as well as politico-structural factors must be studied alongside public policy tools. In the two cases examined here, it emerges that the governments and their administrative apparatuses have remained attached to maintaining a guiding role for the state in economic matters. As these states more or less formally (depending on the case) democratized and reorganized their institutions, public policies remained coherent. Yet the state shifted from financial to institutional support: in South Korea, this support continues to be concentrated in a small number of industrial sectors; in Taiwan, it has been divided, as in the past, among a more diverse array of sectors. In South Korea, strategic plans and telecommunication norms allow the state to assist the chaebol in achieving milestones, becoming leaders in certain markets, while R & D aid is dispensed to SMEs in order to redynamize the sector. In Taiwan, the R & D efforts of potentially rival companies are coordinated on the initiative of state employees and public sector researchers, allowing the companies to move up the global value chain. // ABSTRACT IN FRENCH: L'impact de la mondialisation et de la démocratisation sur l'État développeur en Corée du Sud et à Taïwan est analysé ici à partir de recherches documentaires et d'entretiens approfondis avec des acteurs privés et publics des technologies de l'information dans ces deux pays. Pour analyser l'État développeur d'aujourd'hui, il faut étudier, outre les instruments de politique publique, les changements et les continuités de ses institutions « hard » et « soft » ainsi que les facteurs politico-structurels. South Korea - driven by its dynamic civil society - has been working on the development of its state welfare system since joining the OECD in 1996 and the Asian financial crisis at the end of the ...90s. This article will show that with these developments, the country has seen the emergence of new partnership arrangements between national and local governments and private stakeholders, resulting in a new type of welfare-mix. Indeed, over the last 15 years, various governmental measures have been introduced both at the local and the national level with the aim of supporting the development of organisations such as social enterprises and new cooperatives. On an even broader scale, these measures are intended to foster what has now become known as the 'social economy'. This burgeoning social economy is becoming a key player in social welfare in South Korea, advocating public initiatives and schemes and also acting as a service provider. Initially created to directly address the question of unemployment, these organisations have gradually extended their scope of action to include other social issues and are attracting growing recognition and interest. //ABSTRACT IN FRENCH: Depuis l'entrée du pays dans l'OCDE en 1996 et la crise de la fin des années 1990, sous l'influence d'une société civile dynamique, la Corée du Sud s'est engagée dans un développement de son système de protection sociale. L'article montre que cette évolution s'accompagne de l'émergence de nouveaux modes de partenariat entre pouvoirs publics nationaux et locaux et acteurs privés, contribuant ainsi à la construction d'une nouvelle forme de welfare mix. Sont ainsi apparus depuis une quinzaine d'années plusieurs dispositifs publics - nationaux ou locaux - destinés à soutenir l'émergence d'entreprises sociales, de nouvelles coopératives et, plus généralement, à soutenir ce qu'on appelle depuis quelques années l'économie sociale. Cette économie sociale est en train de devenir un acteur important de la protection sociale en Corée du Sud, à la fois comme prescripteur de dispositifs publics et comme prestataire de services. Just like in Western countries, "public opinion" in Japan and Korea has become synonym of the results of opinion polls. However, such a move has taken place much later in Asia and the very words ...opinion and public do not bear quite the same meaning. With the benefit of the hindsight, this paper sets out to portray the special course the concept of public opinion has undergone in both countries hence echoing the changes in Japanese and Korean societies. //ABSTRACT IN FRENCH: Au Japon et en Corée du Sud, comme en Occident, l'« opinion publique » est devenue synonyme de résultats des sondages. Depuis la crise financière et économique de 2009, la politique étrangère de la Chine est présentée comme assertive et à même de déstabiliser l’Asie-Pacifique. Cependant, s’inscrivant dans un cadre ...néoréaliste classique, nous considérons que du fait d’un complexe d’insécurité lié à l’absence de parité avec les Etats-Unis, la Chine met en œuvre une stratégie de « maintien de la stabilité » dans la péninsule coréenne afin de garantir la poursuite de son ascension. La Chine est confrontée à un paradoxe de l’ascension, ses capacités matérielles s’accroissent mais son insécurité ne se réduit pas. Les universitaires chinois soulignent l’écart de puissance avec les Etats-Unis, présentent leur pays comme une puissance fragile et partielle, et considèrent la stratégie de rééquilibrage américaine comme une stratégie d’endiguement. Ce complexe d’insécurité conduit la Chine à éviter toute instabilité qui conduirait à un effondrement du régime nord-coréen sources de nombreuses incertitudes stratégiques. La péninsule coréenne est profondément déséquilibrée à partir de 2008 du fait de la transition politique à Pyongyang, et de l’arrivée au pouvoir des conservateurs à Séoul. La Chine met alors en œuvre une stratégie de stabilisation qui se traduit par un soutien inconditionnel à son voisin, au détriment de ses relations avec Séoul et Washington. Avec le retour d’un équilibre partiel entre les deux Corées fin 2012, la Chine maintient sa priorité à la stabilisation mais peut désormais tenter d’affaiblir l’influence américaine et d’isoler le Japon. Pékin met alors en scène un changement tactique suite au troisième essai nucléaire nord-coréen, et adopte une politique coréenne équidistante.
Since the financial and economic crisis of 2009, China's foreign policy has been presented as more assertive and likely to destabilize the Asia-Pacific region. However, using a neoclassic realist framework, we consider that because of an insecurity complex due to the lack of parity with the United States, China’s foreign policy is characterized by the implementation of a strategy of "maintaining stability" in the Korean peninsula in order to guarantee its continued ascent. China is facing a rise paradox, its capabilities are increasing but its insecurity is not reduced. Chinese academics emphasize the power gap with the United States, present their country as a fragile and partial power, and consider the US rebalancing strategy in the Asia–Pacific as a containment strategy. This insecurity complex leads China to avoid instability in the peninsula since it could provoke the collapse of the North Korean regime and open a Pandora's Box. From 2008, the Korean peninsula has become deeply unbalanced due to the political transition in Pyongyang, and the election of a conservative president in Seoul. China implements its stabilization strategy which results in an unconditional support to its neighbor at the expense of its relations with Seoul and Washington. The partial rebalancing between the two Koreas in late 2012 enables China try to weaken the US and Japanese influence in the region while maintaining its priority to stability. Beijing staged a tactical change following the third North Korean nuclear test, and adopts an equidistant Korea policy.
The aim of this article is to analyze the evolution of Korean political economy since the Asian economic crisis of 1997 to the recent aftermath of the world crisis of 2008. Three governments during ...this period had to deal with the crisis, the first two from left wing political forces with liberalization policies and the third one from the right wing engaging in a new kind of developmental state tendencies in the wave of the second crisis. Korea has demonstrated her leadership role in several industrial sectors such as electronics, informatics and shipbuilding. Nevertheless, she has some long term weaknesses from the demographic and social perspectives. Finally, she is in a delicate period of foreign policy management from her traditional alliance relationship with the United States to that with the newly ascendant Chinese hegemony. // ABSTRACT IN FRENCH: Cet article se propose d'analyser l'évolution de l'économie politique coréenne de la crise asiatique de 1997 jusqu'à la période récente dans la vague de la crise mondiale de 2008. La Corée a vu se succéder trois gouvernements qui se sont caractérisés, d'abord par une libéralisation générale de l'économie sous les deux gouvernements de gauche dans un effort pour surmonter la première crise, et ensuite par un retour du rôle de l'État dans le développement économique sous le gouvernement de droite dans le cadre de la gestion de la seconde crise. Dans le même temps, la Corée semble affirmer son rôle de leader mondial dans des secteurs comme l'électronique, l'informatique ou la construction navale. Mais malgré ces succès, il est tout aussi évident qu'elle présente des faiblesses à long terme tant sur le plan démographique que sur le plan social. In this interview, François Godement presents the geopolitical situation of the Korean peninsula. If the Korean reunification is officially wished by both parties, both dreads it: the North because ...its existence would be thrown in, the South because the cost would be very high. The resolution of the Korean issue cannot be happen without an agreement between China and the United States and the role of China in the geopolitical situation of the region increases because of its increase in power. The Chinese government adapts very well of two Korea. As for Japan, other regional power to be taken into account it is necessary to go beyond the cliche of the hostility of the Koreans to the former colonial power. The degree of economic interpenetration is brought up: the trades are very important between Japan and South Korea. But the current tensions show that the economic links do not spread (push aside) the risks of tensions for geopolitical reasons. // ABSTRACT IN FRENCH: Dans cet entretien, François Godement présente la situation géopolitique de la péninsule coréenne. Si la réunification coréenne est officiellement souhaitée par les deux parties, l'une et l'autre la redoutent : le Nord car son existence serait remise en jeu, le Sud car le coût en serait très élevé. Le règlement de la situation coréenne ne peut se faire sans un accord entre la Chine et les États-Unis, et le rôle de la Chine dans la situation géopolitique de la région s'accroît du fait de sa montée en puissance. Le gouvernement chinois s'accommode très bien de deux Corées. Quant au Japon, autre puissance régionale à prendre en compte, il faut aller au-delà des clichés de l'hostilité des Coréens envers l'ancienne puissance coloniale. Around mid-august of 2008, North Korean leader Kim Jong-il has a cerebrovascular accident. Worries increased in North Korea and in the world from the absence of political designated heir and the ...potential regime instability. In the rush, on January 8th 2009, Kim Jong-il designated his third son, Kim Jong-un to succeed him and informed the Korean Labor Party. On April 5th, North Korea fired a rocket despite international community multiple warnings. It then proceeded to a second successful fire, underground this time. With the instauration of a "succession system "in 2009 for Kim Jong-Un, he quickly started to interfere in the country's foreign Policy. At the beginning of August, North Korea chooses to soften its attitude towards the United States and South Korea. But Seoul and Washington immediately prepared military plans in order to be prepared to integrate North Korea in case it felt. Military tensions increased in the area as North Korea tried to show it was not as fragile as Seoul authorities thought. An appropriate North Korean Policy must be implemented immediately instead of waiting for the country's fall. We have to elaborate and apply a smart strategy to avoid that Kim Jong-il's son follow his father's isolationist path and to encourage him to open the country and join the international community. // ABSTRACT IN FRENCH: Vers la mi-août 2008, le leader nord-coréen Kim Jong-il a été victime d'un accident vasculaire cérébral. L'absence d'héritier politique désigné a suscité des inquiétudes, en Corée du Nord et dans le monde, sur la stabilité du régime. Le 8 janvier 2009, Kim Jong-il a donc désigné, dans la précipitation, son troisième fils, Kim Jong-un, pour lui succéder et en a informé la direction du Parti du travail de Corée. Le 5 avril, la Corée du Nord procédait au lancement d'une fusée, malgré les mises en garde répétées de la communauté internationale. Elle a ensuite mené avec succès, le 25 mai suivant, un deuxième essai nucléaire souterrain. L'instauration d'un « système de succession » pour Kim Jong-un ayant été accélérée pendant la première moitié de l'année 2009, l'héritier désigné de Kim Jong-il a commencé, à partir de l'été de la même année, à intervenir dans la politique extérieure du pays. Début août 2009, la Corée du Nord choisit d'assouplir sensiblement son attitude à l'égard des États-Unis et de la Corée du Sud. Mais Séoul et Washington ont alors ouvertement préparé des plans militaires destinés à intégrer la Corée du Nord en cas d'effondrement de celle-ci. Le régime nord-coréen a réagi en faisant monter les tensions militaires dans la péninsule pour montrer qu'il n'est pas aussi fragile que les autorités de Séoul le pensent. Il est urgent de comprendre qu'il faut mettre en place une politique nord-coréenne appropriée, au lieu d'attendre l'effondrement du pays en prenant ses désirs pour des réalités. Nous devons élaborer et appliquer une stratégie intelligente pour éviter que le fils de Kim Jong-il ne suive le chemin isolationniste de son père et pour l'amener à ouvrir le pays et à rejoindre la communauté internationale. Three groups of islands around the Japanese archipelago form the subject of territorial dispute between Japan and the countries bordering on, Russia, China and South Korea, creating recurrent ...tensions since the end of the second world war. These are four South Kuril Islands, occupied and administered by Russia, but claimed by Japan under the name of "Northern Territories'; Senkaku Islands (Diaoyutao), controlled and administered by Japan, but claimed by China; Dokdo Island (Takeshima, Liancourt Rocks), occupied and administered by South Korea, but claimed by Japan. The aim of this article is not to analyze the validity of the arguments put forward by the protagonist countries concerned, but to observe the origin, the evolution and in particular the consequences of the territorial conflicts related to the sovereignty on these islands. // ABSTRACT IN FRENCH: Trois groupes d'îles autour de l'archipel japonais font l'objet de dispute territoriale entre le Japon et ses pays voisins, la Russie, la Chine et la Corée du Sud, créant des tensions récurrentes depuis la fin de la Seconde Guerre mondiale. Beyond the anger and the surprise after the shelling on the South Korean island Yeonpyeong, perpetrated by the North Korean army in November 2010, this paper tries to summarize a series of military ...incidents which have happened around the NLL, a demarcation line on the Yellow Sea. This act of direct aggression on the land and upon the population involving the return on Korean Peninsula of the Cold war, the paper reflects upon the consequence of Seoul's North Korean policies in two Korea's relations. Regarding the North Korea, always menacing and provoking, the liberal governments of South Korea have carried on the engagement policy and the incumbent conservative one pursues the policy of pressure. While the liberals have sought first the peace on the Peninsula, the conservative government in place, with the Obama Administration, tries to obtain the denuclearization and/or the regime change of North Korea. And for the final verdict between two policies, the paper proposes to wait and see the result of the general and the presidential elections of the next year. // ABSTRACT IN FRENCH: Au-delà de l'indignation et de la surprise, suite au bombardement de l'île sud-coréenne de Yeonpyeong, perpétré par l'armée nord-coréenne en novembre 2010, on essaie ici de récapituler les incidents militaires entre les deux Corées autour de la NLL (North Limit Line), une ligne de démarcation maritime en mer Jaune. Cet acte d'agression directe du sol et de la population impliquant le retour sur la péninsule coréenne de la guerre froide, on réfléchit sur les effets des politiques nord-coréennes de Séoul sur la relation intercoréenne. Car, à l'égard du régime nord-coréen toujours menaçant et provocateur, les gouvernements libéraux ont mené la politique de rapprochement tandis que le gouvernement conservateur actuel poursuit la politique de pression. Si les gouvernements libéraux se sont occupés d'abord du problème de paix sur la péninsule, le gouvernement conservateur s'efforce, avec le gouvernement Obama, d'obtenir la dénucléarisation et/ou le « regime change » de la Corée du Nord.
