In modern conditions of our country great attention of scientists devoted to the problems of improvement of territorial organization regional settlement systems. The process of decentralization of ...power creates entirely new conditions for the life of the regions of Kharkiv region. Formation of local communities should be focused on providing the public with maximum number of quality services. In every region of Ukraine there are territories, such as cities, that have a more intense level of development, have better living conditions than the peripheral rural areas. That is why the regional development planning is an important for aligning the economic capacity of the weaker regions on the regional level. The greatest socio-economic level of development will stand out of the community, which include large villages and townships, with important industrial and social facilities for the population with necessary services. With transport links and communication with the regional center of these towns can become new centers of economic development, «growth poles» of the region. Territorial communities legally formed in the Kharkiv region, according to the conditional basis of «preferred habitats residents» divided into: predominantly rural, rural-urban, and predominantly urban. Compared with other regions, the formation of local communities in Kharkiv region is quite slow, which indicates the existence of a significant number of problems. Important issues of formation of local communities in Kharkiv region are: complexity, diversity reform mentality of the population, the uncertainty of development priorities of communities. Among perspectives can be defined: two-level direct funding from the state, local budgets presence in the resource base, and a number of preferences of additional features to attract direct investment.

The spatial distribution of economic activity in Russia is studied by quantitative methods and qualitative analysis. The characteristics of evolution of economic activity distribution have been ...obtained with an approach based on analysis of Markov chains and mobility indices. The study has shown that the processes of the spatial concentration of production continue to unfold in the modern Russian economy. In addition to preserving and strengthening positions of existing centers, it is possible to observe the formation of new ones and simultaneously a certain weakening of former resource centers. Analysis of the evolution of this distribution has demonstrated the presence of an active poverty trap and a wealth trap, as well as a tendency toward the formation of an intermediate group of federal subjects with regard to their economic activity level. With preserving trends of the study period, the final distribution of regions in terms of economic activity level shows the formation of a rather wide pole of relative poverty and a wealth pole that concentrates a significant share of produced value added. The emerging group of regions with the average level of development is relatively small. In such circumstances, regional policy aimed at stimulating developed regions only strengthens this polarization. We consider that a more sensible policy would be to reduce disproportions in territorial development in order to avoid excessive deepening of interregional disparities and inequality.
In the paper, the mutuality of the market production of beef, pigmeat, sheep meat and poultry meat and the achieved level of development of agriculture as per Serbia's districts in the period from ...2001 to 2016 are analyzed. The ranking of districts in Serbia is done by the I-distance method. Similarities are determined by cluster analysis method, while results are represented by a dendrogram. Belgrade District shows a deficit in the market production of all meats. In the three districts of Vojvodina Region, there is a deficit in sheep meat and in the two districts, there is a deficit in poultry meat. The three districts of Sumadija and Western Serbia Region, there is a deficit in the production of pigmeat and poultry meat. The Region of Southern and Eastern Serbia has a deficit in the production of poultry meat.

) where deviations from the ‘equilibrium’ rate of self-employment play a central role ...determining both the growth of self-employment and the rate of economic growth. In particular, we distinguish between solo self-employed and employer entrepreneurs, and allow for different ‘equilibrium’ relationships of these two types of independent entrepreneurship with the level of economic development. In addition, we also allow for different economic growth penalties of deviating from the ‘equilibrium’ rate for these two types. Using data for 26 OECD countries over the period 1992–2008, we find that the ‘equilibrium’ rate of solo self-employment seems to be independent of the level of economic development, whereas the ‘equilibrium’ rate of employer entrepreneurship is negatively related to economic development. Regarding the impact of deviating from the ‘equilibrium’ solo self-employment rate, we find that both positive and negative deviations diminish economic growth. For employer entrepreneurship we do not find such a growth penalty.
Using the official data on the subjects of the Russian Federation the author assesses the impact of variations of the spatial distribution of investment in 2012 on the dynamics of regional ...disparities in 2011-2012 by per capita GRP and the overall indicator - the level of economic development. This general index can be evaluated on the basis of combination of two target indicators - economic dynamics and the region’s welfare. To study the spatial distribution of investment as a factor of inter- regional inequality the researcher employs panel data regression analysis of regional investment, individual indicators that make up the overall index of economic development and two-factor Cobb - Douglas production function. The author identifies 4 groups of the subjects of the Russian Federation by the level of economic development: highly developed, developed, middle-developed and least developed ones. The study shows that a high value of investments per region in the group of high-developed ones boosts the national economy and reduces regional inequalities on both counts. This study delves into the dynamic interplay between digitalization and the regional economic and scientific competencies in fostering the innovative development of small and medium-sized enterprises ...(SMEs) in Uzbekistan. It critically examines how digital technologies can enhance the utilization of regional economic potentials and scientific knowledge to spur innovation in SMEs. Employing a comprehensive methodology, the research assesses regional economic development using specific integral indicators, with a particular emphasis on the impact of digitalization.
The findings reveal that the incorporation of digital solutions significantly amplifies the efficacy of imitation innovations as a primary strategy for the innovative growth of SMEs. The study presents an analysis of an integral index that captures the level of economic development of regions, intertwined with indicators of innovation infrastructure, now redefined in the context of digitalization.
Furthermore, the research forecasts the volume of innovative products and services anticipated to be generated by SMEs by 2026, underscoring the transformative role of digitalization in these projections. This forward-looking perspective offers valuable insights into the strategic alignment of digital technologies with regional economic and scientific resources to enhance the innovative capacities of SMEs.
ABSTRACT IN SERBIAN: Osnovni cilj rada je utvrdivanje relevantnosti nivoa ekonomske razvijenosti i nivoa zagadenosti trinaest drzava, koje su pristupile Evropskoj uniji (EU) u poslednja tri ciklusa ...prosirenja ove organizacije (2004, 2007. i 2013), za duzinu prelaznih rokova, odnosno broj propisa za koje su ugovoreni prelazni rokovi. Polazna pretpostavka je da nivo ekonomske razvijenosti drzava koje pristupaju EU i nivo zagadenosti uticu na duzinu prelaznih rokova i broj propisa za koje se ugovaraju prelazni rokovi. U skladu sa tim, u radu se ukazuje na nivo ekonomske razvijenosti (meren GDP) i nivo zagadenosti (meren emisijama CO2/pc i CO2/gdp). Sve drzave su grupisane u pet regionalnih grupa (Mediteran, Centralna Evropa, Baltik, Jugoistocna Evropa i drzave clanice bivse SFRJ). U posebnom delu rada se detaljnije analiziraju vrste propisa na koje se odnose ugovoreni prelazni rokovi, kao i broj i duzina prelaznih rokova koje su ugovorile drzave iz ovih pet grupa. Za analizu su uzeti prelazni rokovi u oblasti energetike, zivotne sredine i saobracaja, imajuci u vidu njihov potencijalni znacaj za emisije CO2. Na kraju rada se sagledavaju odnosi izmedu nivoa ekonomske razvijenosti, nivoa zagadenosti, duzine prelaznih rokova i broja propisa za koje su ugovarani prelazni rokovi. // ABSTRACT IN ENGLISH: The main objective of this paper is to determine the level of relevance of the economic development and the level of pollution of thirteen states that joined the European Union (EU) in the last three enlargement rounds (2004, 2007, and 2013), with the length of transitional periods, i.e. the number of regulations that have agreed transitional periods. The initial assumption is that the level of economic development of countries joining the EU and the level of pollution are affecting the length of transitional periods and the number of regulations that are agreed upon transitional periods. Accordingly, the paper points to the level of economic development (measured by GDP) and the level of pollution (emissions measured by CO2/pc and CO2/gdp). All the states are grouped into five regional groups (Mediterranean, Central Europe, the Baltics, South-East Europe and the member states of the former Yugoslavia). Separate part of the paper analyzes in detail the types of regulations relating to the agreed transitional periods, and the number and length of transitional periods that are contracted by the states of the five groups. For the analysis we used the transitional periods in the field of energy, environment and transport, given their potential importance for CO2 emissions. The final part of the paper analyses perceived relevance between the level of economic development, levels of pollution, the length of transitional periods and the number of regulations that are agreed upon transitional periods. It is very important to study on economic differences between the provinces in the western region for its economic development. This article develops an evaluation system of economic development ...level composed of 14 indicators, puts the 12 provinces (cities, districts) of the western region as research units, evaluates and categories their economic development level with SPSS and related analysis methods. And the article displays this classification with ARCGIS, the result shows that the economic development level of the regions in the West decreases gradually from east to west. In order to accelerate the economic development of the West, it is necessary to further adjust the economic structure, strengthen government investment, develop vigorously new economic growth poles and speed up the development of the key areas with priority.
ABSTRACT IN ENGLISH: The basic aim of the research is to investigate the impacts of research and development (R&D) on manufacturing trade. Six hypotheses are tested. The focus is on possible ...non-linear effect of R&D on trade flows and whether R&D helps overcome the distance and the role of level of economic development on manufacturing trade. The panel unit root test and panel econometric methods are employed on the adapted gravity trade model using the panel data for Organisation for Economic Cooperation and Development (OECD) countries during the period 1995-2003. The results of the research indicate that R&D is positively associated with manufacturing trade for exporting countries, while results are mixed for importing countries. The results reject the non-linear relationship between R&D and manufacturing exports. Estimations suggest that R&D may contribute to overcoming the effects of distance on manufacturing exports and may strengthen import specialization. R&D is found as the way to foster exports of manufacturing products from developing to developed OECD countries. // ABSTRACT IN CROATIAN: Osnovni cilj ovoga rada je istraziti utjecaj istrazivanja i razvoja na trgovinu proizvoda preradivacke industrije. Testira se sest hipoteza. Fokus je na mogucim nelinearnim ucincima istrazivanja i razvoja na trgovinske tijekove te pomazu li istrazivanje i razvoj prevladati udaljenosti i ulogu razine gospodarskog razvoja na trgovinu proizvodnje. Panel test jedinicnih korijena i panel ekonometrijske metode su primijenjene na prilagodeni gravitacijski trgovacki model pomocu panel podataka Organizacije za ekonomsku suradnju i razvoj (OECD) u vremenskom razdoblju od 1995-2003. godine. Rezultati istrazivanja pokazuju da su istrazivanje i razvoj pozitivno povezani s trgovinom proizvodnje za zemlje izvoznice, dok su rezultati mjesoviti za zemlje uvoznice. Rezultati odbijaju nelinearnu vezu izmedu istrazivanja i razvoja i izvoza proizvodnje. Procjene nagovjestavaju da istrazivanje i razvoj mogu doprinijeti prevladavanju ucinaka udaljenosti izvoza proizvodnje i mogu ojacati izvoznu specijalizaciju. Istrazivanje i razvoj se vidi kao nacin poticanja izvoza proizvoda iz zemalja u razvoju u razvijene zemlje clanice OECD-a. Paper considers the task of assessment of regions' economic development level using composite index assessment technology. It is proposed to design composite index by block convolution of two groups ...of partial indicators. First group contains indicators measured in absolute scale. Second group consists of relative measures of dynamics. For each group we proposed own procedure for data normalization and own method for data convolution in partial composite index. The procedure for identification of intervals' bounds on the composite index's scale for each level of economic development is proposed to the aim of classification of Ukraine's regions. Presented means for identification of intervals' bounds of data grouping may be used to solve other tasks independently from the way of design of composite index and set of initial indicators. The results calculated may be used in the decision-making system as source data for further calculations, as well as a criterion for determining the socio-economic development directions.
