The political crisis in Ukraine has provoked the unforeseen risk factors for the economic complex of regions of the South of Russia whose economies weren closely connected with Ukraine through the ...general investors, projects, logistics for decades. But today the distribution of the resources in Ukraine is carried out spontaneously in the conditions of the remaining military- political and economic tensions in the territory of the east zone of “Donbass”. The distinctions between the subjects concerning the use of factors and resources of production have also led to the destruction of the infrastructure of the economic region of the southeast of Ukraine. In the article the assessment of primary, secondary and integrated modernization of Ukraine and its economic regions is carried out. Theoretical approaches, the classification and the technique of the assessment of stages of modernization and their cumulative state are proved. Features and specifics of the processes of the modernization in the economic regions of Ukraine in 2005"2012 are shown. The authors of the article think that concrete reference points of modernization policy of the economic regions of Ukraine require the implementation of the new phase of the analysis depending on the typology of each region in the new developed political and economic conditions. Such a personified approach will allow defining problems of institutional changes, the directions and the volumes of investment for their decision for each concrete economic region.
In the article it is emphasized that the current state of the national economy and regions is not depressive but it is defined as an integration association with a negatively catalyzing effect of ...synergy that does not promote the formation of the way of the modernization development. The author singles out a group of regions of the agrarian orientation with the economy of a peripheral character. Using as the example six regions of the Northern Caucasus and Kalmykia having territorial adjacency in the southern border-zone of Russia and a gnoseologically developed community in civilization signs and mentality the essence of a peripheral condition of their economy is displayed. As the opposition to the concepts “depressiveness” and “peripheral character” the intrinsic characteristic of a peripheral condition of regional economy is given. The author assumes that the peripheral character of the economy of regions is a more difficult problem, than the depressive economy. The measures directed not only on the institutional orientations in the improvement of the economic relations but also on the factors influencing the development of the economy (sociological, politological, judicial, informational ones) are necessary for overcoming the difficulties. The main sign of the peripheral character is a weakness of the impulses of the self-movement in the development of backward regions. The author pays special attention to the need of the creation of the conditions for the achievement of the ability of the self-movement for the development of regions, to their formation on the way of activization of the economic growth. Two main conditions for this situation are: diversification of the structure of the economy, creation at least of such number of the enterprises which will provide technical crops in the region; improvement of the condition of the public environment, grafting a practical culture. A key factor of providing the conditions for the self-development of regions “ outsiders is the modernization of the existing system of nation-wide and regional government.

Russia is currently in search of its place and its role in the world. In the conditions of intense relations with the Western states, a political discourse is experiencing the change of priorities in ...defining a direction of the country’s development. Therefore the European vector which served as an orientation point in the political elite in 1990s - the beginning of 2000s, is replaced by the Eurasian one. It is also caused by strengthening the economic and political influence of the Asian states on the international processes. The Eurasian integration project initiated by Russia, finds support among a number of the countries of the post-Soviet territory. The created Eurasian economic union becomes the significant subject of the international political process that gives confidence to Russia as far as its forces in building relations with the Western countries are concerned, as well as the search of self-identity. Russia aspires to become the bridge connecting the West and the East that can serve as its contribution to the creation of equal relations in the global world. The article attempts to highlight the trends of modern Russian civilization identification process within the political science discourse. This process is associated with inconsistent implementation of the political, legal, socio-economic and socio-cultural (ideological) projects of society and the state modernization. The author focuses on the fact that the center of the discussions in the socio-political discourse is increasingly shifting towards the search of Russian interests not within civilizational projects, but in the search for an independent path of development, which is most fully consistent with the historical destiny of Russia. The author substantiates positive and negative factors that contribute to the realization of the Eurasian project aimed at the integration of countries and peoples in the context of the implementation of democratic reforms and the national models of political modernization.
•SDGs comprise problematic conception of environment/development linkages.•SDGs need to be investigated for the implications of Goal 17.•Sustainable Development aligns with Ecological Modernization ...Theory, and inherits its problems.•Political dialogue about Development and Environment must be based on an understanding of limits of current governance models.•Poverty and Inequality and Conflict, along with Environmental Degradation, may worsen as the SDG agenda is implemented.
The United Nations 2030 Sustainable Development Goals (SDGs) agenda has been hailed as the most comprehensive and integrated framework for addressing the twin challenges of global environmental change and global development. This all-encompassing framework has provided a unique intersection for inter- and trans-disciplinary critical research and scholarship aimed at interrogating and improving public policy. Nevertheless, there are crucial premises underpinning the agenda that have rarely been interrogated or subjected to explicit scrutiny. As a consequence, much of the analytical work focusing on the SDGs, their targets, indicators, and the interrelations between these, replicates these premises with problematic implications. We demonstrate that the approach manifested in the SDGs aligns strongly with Ecological Modernization Theory (EMT). It is on the basis of EMT that an integration of ‘environmental’ and ‘developmental’ objectives (goals) is proposed and advanced. We explicate this through a close analysis especially of the four explicitly environment-focussed goals (12, 13, 14, and 15), their “Means of Implementation”, and their overall integration with Goal 17. We apprehend the problems of EMT through this analysis. As we show, there are alternatives to the EMT approach to the environment-and-development constellation. Presenting it as inevitable, and accepting its premises thus turns out to be ultimately an ideological choice. Our analysis of the environment-and-development link under the SDGs makes such choices intelligible, and their implications clearer, irrespective of ideological preferences. Taking these critical insights into account more centrally is imperative for better understanding and responding to the evolving intersections between science, technology, ecology, and social, economic and political change.
