In connection with the crisis in the global economy and the imposition of economic sanctions against Russia on the part of developed Western countries has acquired special urgency import substitution ...model of modernization of the Russian economy. One of the most important areas is the renewal and development of traditional crafts. The aim is to determine the regional factors and features of the restructuring, modernization and upgrading (especially import-substitution model of modernization) of the Russian economy on the basis of the analysis and the study of a positive foreign and domestic experience of innovative development of the reproductive systems. The author showed that in the Udmurt Republic the national crafts include flax cultivation, which was extensively developed in the tsarist period of the Russian history (late XIX – early XX centuries), and in the early stages (20th-30th years of XX century) of the Soviet regime. Currently, flax is grown in 15 districts of Udmurtia. The author pays special attention to the regional program “Development of flax complex of the Udmurt Republic” the measures of which are aimed at increasing the production of linen products and an production efficiency increase in the enterprises of the republic growing flaxseed. The article underlines that the societies of consumers could increase production and also its traditional Udmurt folk crafts like beekeeping, forest crafts, seasonal work (tanning mat, floor mats, sacks, wool dyeing, paper fabric dyeing, linen fabric dyeing). Thus, the process of modernization of the regional economy in the author’s opinion is connected with the development of the national crafts, that in its turn will contribute to the implementation of an effective economic policy of import substitution in contemporary Russia.
In the article the key directions of modernization of the system of public and municipal administration of the regions of the North Caucasusian federal district are considered. The analysis of the ...role of the institute of public and municipal administration in the reproduction of the economy and the social sphere of regions of North Caucasusian federal district on the basis of use of extensive empirical and statistical information is carried out. It is proved that owing to a low economic activity in the regions of the North Caucasusian federal district the institute of public and municipal administration becomes the driver of the most considerable financial streams that predetermines its closeness and conservatism. The drawback of the system of the public and municipal administration is a weak focus on the results and a low efficiency in the solution of problems of strategic development. Authors defined key directions of the introduction of administrative innovations for the activization of channels of social mobility and attraction of qualified personnel: introduction of project approach into the activity of executive authorities, increase of overall performance of system of purchases of goods, works and services for the state and municipal needs, improvement of practice of providing state and municipal services on the basis of the multipurpose centers.

Nevertheless, his work is very significant for the spirit of the Gusti school but also for the debates ...of ideas in Romanian interwar sociology. Amzăr's work reflects the tensions of the era, between the need to modernize Romania and the need to preserve its traditional and communal character. Like other interwar authors, Amzăr looked for landmarks to substantiate his own, Romanian vision of modernization, which does not attack the traditional, identity values of the Romanian people. At this point, his training as a philosopher helped him combine concrete, monographic, field research with a good speculative orientation and philosophy of culture.

In this article, modernization is presented as multilateral process of technical, technological and socio-economic improvement of agriculture. Its features, opportunities and restrictions in the ...conditions of the North and the Arctic are revealed. On the example of the Komi Republic, it is shown that modernization of an agrarian sector is necessary for view of its social functions. The condition of agriculture of the republic in 1960-1980 and the conditions of market transformations since 1990 is considered. Achievements and shortcomings of collective forms of the agrarian economy and negative influence on rural life of their destruction are reflected. Sharp reduction of investments, state support reduction, increased disparity of the prices of material resources and agrarian production brought agrarian sector of the economy of peripheral areas of the republic into a condition of a semi-subsistence economy. Revival of the northern village is connected in the beginning with production of environmentally friendly production of the increased demand, and suburban settlements — with construction of livestock complexes on a new technological basis. Positive changes in agriculture modernization in connection with the implementation of the priority national project «Agrarian and industrial complex development» are shown. The main directions of modernization of the agricultural sector and the rural periphery of the Arctic subregion of the Komi Republic are offered.
This paper considers routing in a hierarchical space based on the principle of greedy forwarding. In order to avoid overloading the hierarchical tree, we suggested to take into account horizontal ...communication channels based on the cluster principle. We introduced notion of a cluster and the metric for describing the level of the intercluster transition. The modernised method of greedy forwarding involves the transfer of data with a deviation from the main hierarchical tree.
In the article, the need for the coordinated development hi-tech economic sectors with development of industrial production as a whole is proved. It is shown that structural and technological ...heterogeneity of Ural creates essential barriers of modernization of less profitable branches. The increasing value of the spatial factor of development of the country as a whole, particular federation subjects of Russia and municipalities is proved. It is shown that spatial gaps do not allow to use the capacity of the available Russian territory localized within regions, and separate municipalities. The problem of finding the rational compromise in resources’ distribution between the purposes of policy of structural and technological modernization and policy of maintenance of the current social and economic stability is brought into focus. Trends of territorial-sectoral location of objects of new construction and modernization in Sverdlovsk region during 2000-2012 are revealed. The assessment of the relative attractiveness of territories for definition of effective location of objects of new construction and modernization of existing industry taking into account functional use of territories and integration estimates on leading components is carried out. Methodological provisions are developed, and methodical tools of formation of the regional Scheme of the location of objects of modernization and new construction are offered. On the example of Sverdlovsk region, the offers on the creation new vacancies and modernizations of operating workplaces according to the economic activity and administrative districts during the period up to 2020 are developed.
