Research questions target alignment within syllabi and alignment between syllabi and the aim and guidelines in the curricula. Theories of alignment and curriculum theory formed the theory and methodology for the analysis, foregrounding similarities and differences in how Swedish national minorities are addressed in Lgr11. Results show numerous inconsistencies. Learning goals in curriculum and syllabus content are, for instance, not aligned, and differences exist within the syllabus between aim (syfte), central content (centralt innehåll) and the lower set measurable demands (kunskapskrav). This is problematic since earlier research demonstrated that measurable demands have out-conquered teaching content. These challenges for teacher’s interpretation of curricula and syllabus can affect the teaching content.

Established in 1992, the High Commissioner on National Minorities of the Organization for Co-operation and Security in Europe has made significant contributions to conflict prevention and management ...in multi-ethnic societies. In this article, I trace how, over the three decades of its existence, the institution has adopted the notion of “integration with respect for diversity” as the guiding principle of its work. I demonstrate that successive High Commissioners have relied on three main tools in their efforts – mediation and facilitation, advising on legislation and policy making, and capacity building – and illustrate this approach with examples from across the OSCE area before providing two detailed case studies of how the institution has supported Kyrgyzstan and Moldova in the development of their respective national integration strategies. I conclude that the sustainability of positive change that follows from the engagement of the High Commissioner depends significantly on the institution’s ability to build local capacity to manage the process of integration with respect for diversity in the long term and with a wide range of national and international governmental and non-governmental stakeholders.

É nesta organização europeia que foi produzida a primeira Convenção internacional dedicada exclusivamente a minorias nacionais, a Convenção-Quadro para a Proteção das Minorias Nacionais. Neste artigo, explorar-se-á a génese deste documento, o seu conteúdo e o seu mecanismo de monitorização.
Abstract
The purpose of this research is to examine how a national minority, in our case Israeli Arabs, perceives its representations in the media during a global pandemic. The importance of this ...research is in gaining a better understanding of the perceptions of such minorities during global crises so that it can serve as a framework for various similar studies. Israeli Arabs were perceived as those who did not obey the instructions of the Ministry of Health and the government of Israel during the pandemic. Therefore, this study asks: “How and in what ways do Israeli Arabs perceive their representations in the media during the COVID-19 pandemic?” Semi-structured in-depth interviews were used to answer this question. The findings show that the interviewees believe that the media did not represent them properly but in a stereotypical way, and that the government and media should have adjusted health instructions in a way that is compatible with their culture. The research concludes that the media have the responsibility of ensuring an overall representation of minorities that is adequate and positive.
The constructivist approach to political representation has shown that descriptive representation cannot be reduced to passive presence. Descriptive representatives rather actively contribute to the ...construction of constituencies’ identities. Nevertheless, the existing empirical literature still dominantly operationalizes descriptive representation as mere presence of group members in the representative institutions. This article adds to the previous efforts of rethinking descriptive representation in the more constructivist terms by defining it as consisting of two necessary elements: 1) construction of a representative through activation of claim-maker’s ethnicity, and 2) portrayals of ethnic constituency. The article argues that descriptive representation is performed through the use of diverse boundary mechanisms. In the process of positioning themselves and portraying their constituency, representatives work with and around ethnic boundaries. Using the case of ethnic minority representation in Serbia, the article demonstrates how resemblance or group membership is not necessarily transparent and self-evident. Instead, representatives first need to activate and deploy ethnic boundaries to be perceived as group’s descriptive representatives. In doing so, they also tell stories about ethnic groups, which are consequential upon the ways group members perceive themselves and relations within and across the boundaries.

The constant threat is a consequence of the large ...flow of refugees who are forced to leave the country in search of security and asylum. European Union countries, the United Kingdom, the United States, and Canada have accepted those fleeing the war and provided temporary protection. The relevance of the study consists in the identification of ways for assistance and benefits conferred, which are aimed at adapting and supporting Ukrainian refugees. The purpose of this paper is to study the features of adaptation of Ukrainian refugees in the EU, Great Britain, USA, and Canada, the socio-psychological state of refugees during the adaptation period, to compare the concepts of “refugee” and “person in need of temporary protection”, the characteristics of the social assistance package for Ukrainian refugees. The methods used to investigate the topic are: comparative, legal recognition, logical and legal method, hermeneutical method, analysis, etc. The results of this study are a comparison of the main concepts, including: “refugee”, “person in need of temporary protection”, characteristics of Ukrainian and international laws and regulations on refugee protection issues, clarification of the features of adaptation of Ukrainian refugees in the EU countries, Great Britain, USA, and Canada, psychological aspects of refugee adaptation, comparative analysis of social assistance and benefits for refugees between EU countries, Great Britain, USA, and Canada, processing statistics to compare the number of refugees between countries that provide asylum and protection. The provisions presented in this paper reveal the current problems of adaptation of Ukrainian refugees in the EU, Great Britain, USA, and Canada and may be useful for further study

This study aims to analyze the ...historical context and peculiarities of the institutionalization of ethnic minority structures in Ukraine at the initial stage of the restoration of Ukrainian state independence. The research object is ethnic minority organizations, primarily those that focused their activities on national and cultural revival. The methodological framework includes the principles of historicism, tolerance, scientific impartiality, and impartiality. We have traced the specifics of the formation of ethnic community organizations and the main vectors of their activities during the specified period. Despite many common historical, cultural, and socio-political backgrounds, the formation of such organizations for different communities could have its peculiarities. For example, for Jewish organizations, the demographic issue was acute due to emigrant sentiments in the Jewish community. As for ethnic minorities like Hungarians and Romanians, they had close ties with their historical homelands. This fact also influenced their organizational structure in Ukraine. The Georgian minority built their organizations emphasizing cooperation between Ukraine and Georgia. Germans also sought to maintain ties with their historical homeland. For Poles, the religious factor was significant. Overall, in Ukraine, there were quite favorable conditions for the full development and activities of ethnic minorities despite the complex political and economic situation of the early 1990s. Nowadays, the issue of organizational development of ethnic communities is a matter of focus for state authorities both at the legislative level and at the level of local communities.
