Since the number of academic specializations and disciplines has consistently been increasing, it has become necessary to supplement present classifications and categorizations, as well as come up ...with new ones, on a regular basis. Therefore, it has become feasible to distinguish a new branch of science as well as to assign the existing disciplines to different branches. It is owing to such a process that political sciences have been reassigned in Poland. Before September 30, 2011, political sciences had been categorized as the humanities, but later on they were encompassed by a new branch of social sciences, created as a result of the division of the humanities. I adopt the thesis that this decision was substantially justified since, given current legal status quo, political sciences as a discipline have more in common with other disciplines assigned to social sciences than the humanities. Additionally, by way of developing a new register of disciplines, the administrative divisions in Polish science were to a large extent aligned with the classification of branches and disciplines adopted by the OECD, UNESCO and Eurostat, which will facilitate the internationalization of academic collaboration. The above organizations and institutions, and – consequently – some of their member states, have already divided the humanities, sometimes also named social sciences, into two separate branches: social sciences and humanities. In order to justify the above‑mentioned thesis it was necessary to determine how academic specialization, discipline, branch and field of science are perceived today; to indicate the determinants of divisions in science and basic criteria for such divisions; to attempt to define the specific nature of the humanities versus social sciences; and to present the factors confirming the relation of political science to the latter category.

W artykule przedstawiono wnioski z badań dotyczących zmiany praktyk tworzenia wiedzy w naukach społecznych i humanistycznych, wynikającej ze współpracy badawczej z otoczeniem społeczno-gospodarczym. ...W badaniach skupiono się przede wszystkim na wpływie takiej współpracy na rozwój wiedzy naukowej w tych dziedzinach. Ramą teoretyczną przyjętą w analizie jest koncepcja nauki jako autopojetycznego, systemu społecznego, wywodząca się z socjologicznej teorii Niklasa Luhmanna (przedstawionej w jego książce: Die Wissenschaft der Gesellschaft, Suhrkamp, Frankfurt a. M. 1990). Wyniki badania wskazują, że współpraca systemu nauki z innymi subsystemami społecznymi w jej otoczeniu istotnie wpływa zarówno na praktyki tworzenia wiedzy, jaki i na jej ostateczny charakter. Wiedza taka, przy spełnieniu określonych warunków, może stać się elementem komunikacji naukowej, jednak istnieje szereg ograniczeń, które wynikają z odmiennych racjonalności współpracujących subsystemów. Poważną barierą jest podporządkowanie procesu badawczego wyłącznie potrzebom systemów zewnętrznych, co w połączeniu z wysoką selektywnością systemu nauki powoduje, że wiedza powstająca we współpracy, mająca głównie charakter operacyjny, nie jest akceptowana przez system nauki. Istnieje jednak duży potencjał tego typu praktyk, gdyż wiedza dzięki nim powstająca, po odpowiedniej translacji na kod systemowy nauki i osadzeniu w jej szerszym kontekście, może ją istotnie wzbogacić m.in. o niedostępne w inny sposób dane empiryczne oraz inne punkty widzenia, mogące stać się podstawą do dalszych dociekań naukowych. Badania pokazują, że w przypadku wielu przedstawicieli nauk społecznych i humanistycznych potencjał ten jest skutecznie wykorzystywany.
Czasopisma naukowe są i zapewne pozostaną podstawowym kanałem komunikacji naukowej. W naukach społecznych i humanistycznych nie wyeliminują one jednak ani nie zmarginalizują książek (monografii). ...Uznając konieczność pomiaru efektów badań naukowych w postaci list i punktów, należy dążyć przynajmniej do osłabienia negatywów zarówno punktozy, jak i impaktozy. Publikowanie w prestiżowych anglojęzycznych międzynarodowych czasopismach jest ważne dla udziału w międzynarodowej nauce, niemniej jednak – zwłaszcza w odniesieniu do nauk humanistycznych i społecznych, dotyczących kultury i społeczeństwa – należy wspierać dobre czasopisma w języku polskim. Brak wyraźnych argumentów za biurokratycznym przypisywaniem dyscyplin naukowych do czasopism na ministerialnej liście, a wielodyscyplinarne czasopisma powinny być wspierane. Otwarty dostęp do czasopism naukowych ma zalety, ale budzi obawy o równość dostępu autorów z mniej zamożnych krajów oraz o jakość. Drapieżne czasopisma, jako zjawisko patologiczne, należy zwalczać wspólnym wysiłkiem środowiska naukowców, wydawców i państwa. Czasopisma naukowe w dziedzinach nauk społecznych i humanistycznych mogłyby przyjmować krótsze, syntetyczne teksty, zważywszy na rolę monografii w tych naukach.
Artykuł przedstawia fakty dotyczące nierozpatrzonego dotąd „Wniosku o korektę punktacji czasopisma Studia Historiae Scientiarum z 20 punktów na 70 punktów” (z 9 września 2019 i 15 stycznia 2020 r.) ...skierowanego do Komisji Ewaluacji Nauki MNiSW. Analizuje on publicznie dostępne informacje na temat obecności polskich czasopism z dyscyplin „historia”, „historia nauki” oraz „historia i filozofia nauki” w bazach indeksacyjnych lub biblioteach czasopism i ich wskaźników bibliometrycznych. Informacje te są porównane z przyznanymi punktami w ministerialnej ewaluacji czasopism z 2019 r. Ponieważ ministerialna punktacja nie ma związku z rzeczywistym dorobkiem czasopisma Komisji Historii Nauki PAU, podniesiono kwestię pilnej zmiany punktacji tego czasopisma. The case of the “Complaint calling for a correction of the score given to the journal Studia Historiae Scientiarum from 20 to 70 points” The article presents facts about the hitherto pending “Complaint calling for a correction of the score given to the journal Studia Historiae Scientiarum from 20 to 70 points” (of September 9, 2019 and of January 15, 2020) addressed to the Science Evaluation Commission of the Ministry of Science and Higher Education of the Polish Government. It analyzes publicly available information on the presence of Polish journals on ‘history’, ‘history of science’ and ‘history and philosophy of science’ in indexation databases or journal libraries and their bibliometric indicators. This information is compared with the scoring awarded in the ministerial evaluation of journals in 2019. Since the ministerial scoring is not related to the actual achievements of the journal of the Commission on the History of Science, Polish Academy of Arts and Sciences, urgent change in the scoring of this journal has been demanded.
W pierwszej części artykuł omawia obowiązujące w Polsce zasady tworzenia urzędowego wykazu czasopism naukowych. Autor dochodzi do wniosku, że zasady te miały wiele wad. Wśród wniosków de lege ...ferenda, autor wymienia: 1) wykaz nie może działać retroaktywnie, powinien wywoływać wyłącznie skutki na przyszłość; 2) decyzje o wpisie do wykazu i nadaniu punktów powinny być uzasadniane a uzasadnienia te powinny być publicznie dostępne; 3) decyzje o wpisie do wykazu i nadaniu punktów powinny podlegać kontroli sądowej; 4) wykaz czasopism naukowych nie powinien być sporządzany przez ministerstwo, lecz przez niezależną agencję naukową; 5) wykaz powinien w całości być opracowywany zgodnie z ujednoliconą, transparentną metodologią, w której zasadniczym elementem oceny jest analiza cytowań. W drugiej części artykuł omawia bazy naukowe, które służą do tworzenia rankingów czasopism naukowych. Autor wskazuje, że w odniesieniu do europejskich czasopism prawniczych bazy Web of Science i Scopus mają zbyt ograniczoną zawartość, żeby poprawnie służyć do tego celu. Autor postuluje, żeby tworząc wykaz czasopism z nauk prawnych, w przypadku europejskich czasopism prawniczych uwzględniać dane o cytowaniach z bazy Google Scholar.

The Origins of Polish Language Studies at Poznań University Linguistic studies on the Polish language and literature were first conducted at the Faculty of Philosophy of Poznań University ...(established in 1919). Studies on literary theory were pursued in the Department of History of Polish Literature, whereas linguistic studies in the Department of Slavic Philology and Indo-European Linguistics. Initially, these studies were supervised by scholars who came from the Jagiellonian University in Cracow: Mikołaj Rudnicki and Tadeusz Lehr-Spławiński, as well as Stanisław Dobrzycki who was active in two fields, theory of literature and linguistics. It was only in 1922 that the Department of the Polish Language was established thanks to the efforts of Edward Klich, who also came from Cracow. At first, Polish language studies at Poznań University concentrated on two fields: onomastics (with components of etymology), and dialectology. More comprehensive research was conducted since the establishment of the Department of the Polish Language which was joined by a new generation of linguists, including graduates of Poznań University.
As the political science has been assigned to new field and domain of social science in 2011 instead of being assigned to humanities, it has caused astonishment and some kind of discomfort in many ...centres of political science. It was similar to introducing of a new field called public policy science. Assessment of the environment was quiet diverse. As far as by the public policy science one can notice lack of interest, by the new assignment of policy science one can distinguish three contentions: inclusion of the political sciences in the domain of social science, renewed assignment of policy sciences to humanities and assignment of the political sciences to both domains (management studies alike). The third solution is the most supported one in the environment of political scientists. On the same time statements of politicians about reportedly demanded education of welders instead of political scientists and diminished interest with political studies have made the environment of policy analysis anxious. It is to be emphasised that we are not newly formed field of science and any discussions about status of our domain are an ancient history. At the present day staff of the centres of political sciences is outweighed by people, who graduated political studies and their scientific development together with their tittles of professor have been connected with investigations on the field of political studies. This way the environment grows stronger. A few dangers to political science can be pointed out. First of all there is an aspiration to autonomy of some subfields. Second, there is lack of scientific discussion in the environment. Third, there is a western technique of mechanical “scaling”, “measuring” and other ways of evaluation of one’s academic background, which does not fit to Polish reality and also pervert valuable academic backgrounds.
