Studiul este consacrat analizei juridice a Proiectului de lege nr. 35/2023 adoptat în primă lectură de Parlamentul Republicii Moldova la 2 martie 2023 (și a unor materiale care îl însoțesc), ...urmărinduse scopul evaluării modului în care au fost respectate cerințele legale în domeniu privind întocmirea propriu-zisă a textului normativ, precum și regulile de procedură legislativă respectate de către legiuitor. În concluzie, se constată încălcarea cadrului normativ în vigoare în special pe segmentul modificărilor operate la nivelul textului Legii Supreme, ceea ce reliefează nivelul înalt de vulnerabilitate a supremației și securității Constituției Republici Moldova, precum și justifică necesitatea unor măsuri urgente de prevenire și contracarare a unor astfel de practici legislative vicioase.

A theoretical review was carried out: De Beauvoir (1949), Barthes (1986 and 2003), Foucault (2002), Federici (2004), Peter Burke (2005), Rodríguez Lehmann (2008) and Baudrillard (2012). Gastaminza's (2001). A content analysis methodology and Thompson's (1990) deep hermeneutics were applied. The analyzed works demonstrated that the feminine identity can be understood as a social and historical product to comprehend the social, political, cultural and sexual role assigned to Venezuelan women from the perspective of the dominant hegemonic discourse

Introduction. L’Algérie, à l’instar des autres pays, a adhéré au programme universel d’iodation de sel initié par l’Organisation Mondiale de la Santé (OMS) dans le but d’éliminer les troubles dus à ...la carence en iode (TCI). Objectif. L’objectif de cette étude est d’évaluer la teneur en iode des sels alimentaires commercialisés dans une région steppique centrale de l’Algérie et d’estimer le degré de respect du programme d’iodation du sel. Matériel et méthodes. Quarante cinq échantillons de sel alimentaires commercialisés dans la localité de Djelfa ont été analysés. Ces échantillons proviennent de neuf marques différentes. Les analyses physicochimiques ont porté sur le dosage de la teneur en iode par titrage iodométrique, le dosage de la teneur en chlorure de sodium (NaCl), la détermination des matières insolubles et de l’humidité. Résultats. Les résultats obtenus montrent que la teneur en iode varie d’un échantillon à l’autre (p<0,05) et que 77,78% des échantillons sont considérés comme non conformes à la législation algérienne en vigueur, fixée entre 50,55 et 84,25 mg/kg de sel. Cette fraction renferme deux groupes, un exempt d’iode ou du moins à très faible concentration, l’autre, bien que iodé, accuse un déficit important en cet élément (p<0,01). Tous les échantillons sont conformes au regard des autres paramètres, excepté pour le NaCl où seulement 44,44% des échantillons sont déclarés conformes. L’analyse de variance montre que tous les paramètres dépendent significativement de l’échantillon testé. Conclusion. Cette étude doit être confortée avec une étude épidémiologique concernant la prévalence des TCI, tout en la généralisant à d’autres régions et en essayant de trouver des liens entre la prévalence de ces derniers et la teneur en iode des sels commercialisés. Toute généralisation, à ce stade s’avère hasardeuse.
This paper summarises the objectives, methods and results of my PHD thesis. In a context of limited availability of water with a plurality of decision-makers (public decision-makers, government, ...companies, households, etc.), this thesis offers decision-support tools to move towards optimal allocation of the water stock and better qualitative and quantitative use of the resource. Essential for domestic use, industry, irrigation and energy, water can also be a vector of externalities in terms of health, education, environment, and pollution. The availability of water in the Pays de la Loire region is constrained by a strong spatio-temporal heterogeneity, making it a complex and relevant area to study. It appears as a good reference example for many other regions. From a methodological point of view, the thesis uses theoretical and empirical economic approaches. Based on real data and the viewpoints of various water stakeholders it studies the levers of action for water on both the supply and the demand sides. Main results show that the expectations and priorities of the multitude of stakeholders involved for the resource vary widely. Results also suggest ways of reducing the sources of waste in the distribution networks and during water consumption. New solutions, such as non-monetary incentives, are considered to preserve and allocate the resource in an optimal way.
Cet article synthétise les objectifs, méthodes et résultats de ma thèse de doctorat. Face à la disponibilité limitée de l’eau et la pluralité des décisionnaires concernés (décideurs publics, gouvernement, entreprises, ménages etc.), cette thèse propose des outils d’aide à la décision pour tendre vers une allocation optimale du stock d’eau et une meilleure utilisation qualitative et quantitative de la ressource. Indispensable pour les usages domestiques, l’industrie, l’irrigation et l’énergie, l’eau peut aussi être un vecteur d’externalités en matière de santé, d’éducation, d’environnement et de pollution. Sa disponibilité en région Pays de la Loire est contrainte par une grande hétérogénéité spatio-temporelle, ce qui rend cet espace complexe pertinent à étudier pour servir de vitrine de référence à d’autres territoires. D’un point de vue méthodologique, la thèse mobilise des approches économiques théoriques et empiriques qui s’appuient sur des données réelles et sur le point de vue des différents acteurs pour analyser les leviers d’action, tant sous le prisme de l’offre que de la demande en eau. Les résultats montrent des attentes et des priorités très disparates de la multitude d’acteurs qui gravitent autour de la ressource et proposent des moyens pour diminuer les sources de gaspillage sur les réseaux de distribution et lors de la consommation d’eau. De nouvelles solutions telles que les incitations non monétaires sont envisagées pour préserver la ressource et la répartir de manière optimale.
The international doctrine of human rights is one of the most ambitious parts of the settlement of World War II. Since then, the language of human rights has become the common language of social ...criticism in global political life. This book is a theoretical examination of the central idea of that language, the idea of a human right. In contrast to more conventional philosophical studies, the book takes a practical approach, looking at the history and political practice of human rights for guidance in understanding the central idea. It presents a model of human rights as matters of international concern whose violation by governments can justify international protective and restorative action ranging from intervention to assistance. The book proposes a schema for justifying human rights and applies it to several controversial cases — rights against poverty, rights to democracy, and the human rights of women. Throughout, the book attends to some main reasons why people are sceptical about human rights, including the fear that human rights will be used by strong powers to advance their national interests. The book concludes by observing that contemporary human rights practice is vulnerable to several pathologies and argues the need for international collaboration to avoid them.
Although social norms have a strong influence on attitudes and behaviours in different social situations, their research and practical use are significantly limited by inconsistencies of how ...different types of norms have been defined and measured. In an attempt to reach a common, comprehensive definition of social norms, in this paper we describe the most important conceptualizations and types of norms developed within different theoretical approaches and give an overview of relevant research of normative influences on individual and intergroup behaviours. In addition, this review especially focuses on ingroup norms about intergroup contact as a specific type of norm that describes and prescribes typical and appropriate interactions with outgroup members. In this regard, this review represents an important systematization since ingroup contact norms, despite being long recognized as important regulators of intergroup relations, have been neglected so far both as a research and as a theoretical construct. Therefore, we present the results of scarce new research on relationships between different types of contacts among members of different groups, in group contact norms, and intergroup outcomes, in order to highlight and clarify various roles that ingroup contact norms may play in shaping complex dynamics of relationships between social groups. Finally, we underline unresolved issues and offer possible directions for future research.
Premda društvene norme imaju snažan utjecaj na stavove i ponašanja ljudi u različitim socijalnim situacijama, njihovu istraživačku i praktičnu upotrebu znatno ograničava nekonzistentan način
definiranja i mjerenja različitih vrsta normi. Nastojeći doći do zajedničke, sveobuhvatne definicije društvenih normi, u ovom radu opisujemo najvažnije konceptualizacije i vrste normi razvijene u okviru različitih teorijskih pristupa, te dajemo pregled relevantnih istraživanja normativnog utjecaja na individualna i međugrupna ponašanja. Ovaj se pregled, nadalje, posebno bavi unutargrupnim normama o
međugrupnom kontaktu, kao specifičnom vrstom normi koje opisuju i propisuju tipične i prihvatljive interakcije s članovima vanjskih grupa.
U tom pogledu ovaj pregled predstavlja važnu sistematizaciju jer su norme o kontaktu, unatoč tome što je njihova važnost davno prepoznata u regulaciji međugrupnih odnosa, do sada bile uglavnom zanemarene i kao istraživački konstrukt i kao teorijski koncept. Stoga prikazujemo rezultate malobrojnih novijih istraživanja međuodnosa različitih vrsta kontakta među pripadnicima različitih grupa, unutargrupnih normi o kontaktu te međugrupnih ishoda kako bi se istaknule i razjasnile različite uloge koje norme mogu imati u oblikovanju složene dinamike odnosa među grupama, te upućujemo na još neriješena pitanja i moguće smjernice za buduća istraživanja.
Aunque las normas sociales tienen un impacto muy fuerte en las actitudes y comportamiento de la gente en diferentes situaciones sociales, su uso investigativo y práctico está bastante limitado por el modo no consistente de definir y medir diferentes tipos de normas. Con el afán de llegar a una definición común y completa de las normas sociales, en este trabajo describimos las conceptualizaciones más importantes y tipos de normas desarrollados en el marco de diferentes enfoques teóricos. Además, ofrecemos la revisión de investigaciones relevantes sobre la influencia normativa en los comportamientos individuales e intergrupales. Luego, esta revisión trata con especial atención las normas intragrupales sobre el contacto intergrupal, como un
tipo específico de normas que describen y proscriben las interacciones típicas y aceptables con los miembros de grupos exteriores. En ese sentido esta revisión representa una sistematización importante porque las normas sobre el contacto no se han tomado mucho en cuenta hasta ahora, sea como constructo investigativo o concepto teórico, aunque su importancia fue reconocida hace mucho tiempo en la regulación de relaciones intergrupales. Por eso mostramos los resultados de pocas investigaciones recientes de interrelaciones de diferentes tipos de contacto entre los miembros de diferentes grupos, de normas intergrupales sobre el contacto y de resultados intergrupales para acentuar y aclarar diferentes papeles que estas normas pueden tener en la formación de dinámica compleja entre los grupos. Además, indicamos las cuestiones que están por resolver y posibles directrices para futuras investigaciones.

The Moral Nexus develops and defends a new interpretation of morality-namely, as a set of requirements that connect agents normatively to other persons in a nexus of moral relations. According to ...this relational interpretation, moral demands are directed to other individuals, who have claims that the agent comply with these demands. Interpersonal morality, so conceived, is the domain of what we owe to each other, insofar as we are each persons with equal moral standing.
The book offers an interpretative argument for the relational approach. Specifically, it highlights neglected advantages of this way of understanding the moral domain; explores important theoretical and practical presuppositions of relational moral duties; and considers the normative implications of understanding morality in relational terms.
The book features a novel defense of the relational approach to morality, which emphasizes the special significance that moral requirements have, both for agents who are deliberating about what to do and for those who stand to be affected by their actions. The book argues that relational moral requirements can be understood to link us to all individuals whose interests render them vulnerable to our agency, regardless of whether they stand in any prior relationship to us. It also offers fresh accounts of some of the moral phenomena that have seemed to resist treatment in relational terms, showing that the relational interpretation is a viable framework for understanding our specific moral obligations to other people.
The study outlines the status quo of international cooperation in competition law matters. This is done by examining, in chronological order, the various approaches of the many multi- and bi-lateral ...international agreements that have attempted to solve the problems of competition law (WTO, GATT, etc.). Subsequently, the focus of this thesis is on the analysis of bilateral trade agreements. Within the framework of this analysis, the potential of trade agreements for competition law cooperation is to be shown. For this reason, only those bilateral trade agreements are analyzed that deal with the topic of regulatory cooperation in competition law in specially provided competition chapters. In doing so, the different stages of cooperation will be analyzed along the different integration phases of any trade agreements. The highest form of trade agreement integration – customs unions – will be dealt with separately, using the EU as an example.
Akreditacija u skladu sa zahtjevima međunarodnog standarda HRN EN ISO / IEC 17025 (Opći zahtjevi za osposobljenost ispitnih i umjernih laboratorija) postala je praktična i široko prihvaćena metoda ...upravljanja kvalitetom i objektivni dokaz tehničke osposobljenosti, znanja i vještina u ispitnim i umjernim laboratorijima. Institut za medicinska istraživanja I medicinu rada (IMROH) akreditirao je 2010. godine svoj sustav upravljanja u skladu sa zahtjevima HRN EN ISO / IEC 17025 norme za sljedeća područja primjene: određivanje radioaktivnosti, ispitivanja kvalitete zraka te ispitivanja u području zaštite od ionizirajućega zračenja. Akreditacija je obuhvaćala tri laboratorija: Jedinicu za zaštitu od zračenja, Jedinicu za higijenu okoline i Jedinicu za dozimetriju zračenja i radiobiologiju. U skladu s pravilima Hrvatske akreditacijske agencije, u 2020. godini planira se druga reakreditacija Instituta. U radu je opisan sustav upravljanja kvalitetom u IMROH-u i iskustva stečena tijekom desetogodišnjeg razdoblja. Analizirane su nesukladnosti otkrivene tijekom redovitog rada, u internim auditima te u vanjskim auditima koje je provodila Hrvatska akreditacijska agencija, tj. nacionalno akreditacijsko tijelo u Hrvatskoj. Može se zaključiti da je akreditirani sustav upravljanja značajno poboljšao rad uključenih akreditiranih jedinica, a Institut je povećao vidljivost na tržištu i marketinšku prednost te posljedično poboljšao svoju tržišnu poziciju.
Cet article vise à connaitre les positionnements d'enseignants de cycle 3 de l'école primaire française concernant les rectifications orthographiques de 1990. Ces rectifications, en introduisant une ...deuxième forme orthographique tout aussi licite que l'orthographe traditionnelle mettent-elles à mal la norme sociale orthographique qui sera définie ici par cinq attributs majeurs : la régularité, la collectivité, la contrainte, la sanction et les valeurs ? Les personnes interrogées s'arrêteront-elles à l'examen du code linguistique pour apprécier ces nouveautés orthographiques ? Nous faisons l'hypothèse que la norme sociale sert toujours de repère pour juger ces rectifications et nuancer les adhésions des enseignants à celles-ci selon les dimensions du concept qu'ils privilégient.
