In the context of the ongoing epidemic, cities face significant challenges due to their high density, lack of public services, and inadequate health care resources, and the ‘15-minute city’ can ...provide a turnaround. This paper explores how ‘15-minute cities’ can help cities cope with the epidemic in terms of accessibility, crowd reduction, and public service provision. At the same time, the paper takes Beijing as an example, and through the creation of a ‘buffer zone’ and kernel density analysis of poi data, finds that the construction of ‘15-minute cities’ or ‘15-minute living circles’ in Beijing is lacking in the suburbs, where people need to enter the city centre to access public services and goods, leading to unnecessary congestion. This leads to unnecessary congestion and congestion. Finally, three types of ‘15-minute neighbourhoods’ are explored. Through analysis, this paper finds that larger, enclosable neighbourhoods are the most appropriate for Beijing’s future, particularly in the case of suburban expansion.
A complexidade das cidades envolve as estratégias e os serviços públicos transacionais municipais, envolvendo a tomada de decisões importantes relacionadas a estratégias da administração pública. O ...objetivo é analisar as estratégias da cidade e os serviços transacionais no contexto da cidade digital estratégica. A metodologia da pesquisa adotou um estudo de caso com abordagem qualitativa e protocolo de pesquisa com 6 variáveis. Os resultados auferidos foram que o foco dos serviços públicos transacionais e das estratégias da cidade estão concentrados na temática governo. Isso mostra que as demais temáticas da cidade precisam ainda evoluir no que tange aos serviços públicos e estratégias da cidade. A conclusão reitera que há estratégias e serviços transacionais municipais em Porto Velho no contexto da cidade digital estratégica, podendo auxiliar na qualidade de vida dos cidadãos.

In an unexpected circumstance, such as the COVID-19 pandemic, public service delivery cannot be suspended, but must be delivered online, relying on the available digital technology. Social media, ...specifically, have been widely used to reach a broader portion of the population. This article discusses the digital acceleration that governments and organizations are now facing. The focus is on Italian state museums, which have been pushed for years to adopt digital tools to increase participation. This article highlights three main dilemmas in service delivery: user engagement; planning and control; and costs. The three dilemmas show the social and organizational challenges connected to digital transformation, underlining the issues that organizations will have to face in the future and not just in an emergency such as COVID-19.
How should public sector institutions use digital technologies for service delivery in unexpected circumstances, such as the COVID-19 pandemic? Starting from the empirical setting of 100 Italian state museums, this article shows how digital technologies, and social media particularly, can be a powerful tool for public service delivery when an onsite service cannot be provided. The authors explain the benefits of online service delivery, for example broader audiences and new ways of interacting with users. They also highlight areas that need discussion and further research, for example whether online services should be provided with a fee or free and the trade-off between carefully planning a digital transformation and reacting promptly to catastrophic events.
El propósito de la investigación es evaluar empíricamente el efecto de la política y la gobernanza sobre la heterogeneidad en la provisión de servicios públicos locales en los municipios de México. ...Particularmente, nos interesa responder ¿Cuál es el efecto de la gobernanza local y el ambiente institucional sobre la provisión de servicios públicos locales en México? Un aspecto sobresaliente, respecto a otros trabajos, es la utilización de un modelo SAR que nos ayuda a medir la dependencia espacial de la variable dependiente. Hay una correlación espacial en la provisión de servicios públicos que condiciona la formación de clústeres municipales. También encontramos una relación positiva con la competencia política y la alternancia partidista. La magnitud del impacto depende de las configuraciones de las condiciones socioeconómicas de los municipios y las diferencias regionales capturadas en el coeficiente del rezago espacial de la variable dependiente.
This contribution compares personalisation strategies of public service media (PSM) and how these are reconciled with PSM’s core values, especially universality. To this end, it combines mapping of a ...sample of PSM with in-depth analysis of Flemish VRT and Norwegian NRK. The theoretical framework discusses universality in relationship to PSM’s historical remit and to contemporary personalisation through digital options like algorithms. Subsequently, strategies of the sampled PSM are analysed, using data from documents, an online survey and interviews. Results suggest that most PSM, including VRT and NRK, engage in implicit and explicit digital personalisation, yet vary in type of engagement and in views on how personalisation strengthens or threatens universality. It is argued that histories and the understanding of technology within specific institutions affect their personalisation approach. We argue that policies focus on news and information but that negotiating universality and personalisation, while dealing with issues like filter bubbles and privacy, extends to the entire range of PSM programmes and goals.
The main goal of the article is to review and analyze the pros and cons when public services are provided by different levels of government in EU countries. Methods such as analysis and synthesis, ...comparative method, mathematical and statistical are used for achieving the goal. The results will clarify the distribution of responsibilities for public services delivery in EU countries, which seek to fully cover the principle of subsidiarity stated in the European Charter of Local Self-Government. Transferring more powers will lead to new responsibilities to local government and it needs to be more effective, as larger municipalities would be able to fit in faster and better. The conclusions are related to the more efficient and effective distribution of public services between different levels of government.
