Sistem Peradilan Tata Usaha Negara di Indonesia terus mengalami perkembangan seiring dengan kemajuan ilmu pengetahuan. Perkembangan ini dapat dibuktikan dari pengesahan UU No. 9 Tahun 2004 dan UU No. ...51 Tahun 2009 terkait perubahan UU No. 5 Tahun 1986 tentang Peradilan Tata Usaha Negara. Selain oleh undang-undang tersebut, perkembangan sistem Peradilan Tata Usaha Negara juga dipengaruhi oleh UU No. 30 Tahun 2014 tentang Administrasi Pemerintahan. Adapun salah satu perkembangan yang paling terlihat adalah adanya perluasan subjek dan objek dalam sengketa tata usaha negara. Pengertian Keputusan Administrasi Pemerintahan/Keputusan Tata Usaha Negara menurut UU No. 30 Tahun 2014 berbeda dengan pengertian menurut UU No. 5 Tahun 1986. Hal yang membedakan adalah dalam UU No. 5 Tahun 1986, keputusan harus bersifat konkrit, individual, dan final serta menimbulkan akibat hukum bagi orang atau badan hukum perdata. Sementara, menurut UU No. 30 Tahun 2014 hal tersebut tidak disyaratkan. Dengan adanya perluasan ini, maka kewenangan PTUN dalam mengadili suatu KTUN semakin meluas. Salah satu contoh penerapan dari perluasan objek sengketa ini adalah dengan adanya Putusan PTUN No. 35/G/2019/PTUN.SRG yang mengabulkan gugatan 6 mahasiswa kepada Direktur PKN STAN atas objek sengketa berupa surat keputusan yang menyatakan bahwa 6 mahasiswa ini tidak lulus dalam ujian. Majelis Hakim dalam amar putusannya memutuskan untuk mengabulkan gugatan Penggugat dengan pertimbangan bahwa Keputusan tersebut dibentuk tanpa memperhatikan Asas-asas Umum Pemerintahan Yang Baik yaitu asas kecermatan dan asas penyelenggaraan tertib penyelenggaraan negara.

The location of this research is the Ambon State Administrative Court, the Ambon City Government Legal Division, the Maluku Province Law and Human Rights Bureau and the Central Maluku District Government Law Department.Results of the Research: The results of the study indicate that the disobedience of State Administrative Officials in implementing decisions that already have permanent legal force because there are no regulations and or legal provisions regarding forced payment of money to be implemented if the State Administrative Officials do not implement decisions that already have permanent legal force, and there is no special agency or executive body
Polazište i okvir ovog rada je određenje zajedničkog cilj državne uprave, odnosno javne uprave (koja u širem smislu obuhvaća državnu upravu, lokalnu i područnu (regionalnu) samoupravu i javne ...službe), koje u najširem smislu imaju za cilj „zadovoljavanje općih interesa i javnih potreba“, pa tako i javnog interesa u području zaštite na radu . U ovome radu piše se o poslovima državne uprave, ustrojstvu državne uprave (pa i u 2023. godini), a posebno o Ministarstvu rada, mirovinskoga sustava, obitelji i socijalne politike (Uprava za rad i zaštitu na radu, istaknuto) i Državnom inspektoratu (područjima inspekcijskih poslova i „sektoru inspekcije rada“), kao i o uredbama o unutrašnjem ustroju tijela državne uprave. Izdvaja se dio sadržaja u radu koji se odnosi na kronološki (razvojni) prikaz tijela državne uprave (njihovo ustrojstvo i djelokrug kroz ministarstva, središnjih državnih ureda i državnih upravnih organizacija u području zaštite na radu od 1990. do 2023. godine). Ustav Republike Hrvatske i zakoni na snazi (kao i oni koji su važili od 1990. godine utvrđuju poslove državne uprave kao uvjetovanih cjelina: provedba državnih politika; neposredna provedba zakona i drugih propisa te izravno primjenjivih propisa Europske unije; inspekcijski nadzori; upravni nadzori; drugi upravni i stručni poslovi državne uprave. Za uspješno funkcioniranje tog sustava bitni su, pored drugih, ustrojstvo državne uprave. To se u ovom radu ističe prikazom ustrojstva nadležnosti tijela državne uprave Republike Hrvatske u području zaštite na radu.
The point and scope of this paper is to determine the common goal of the state administration, local and regional administrations and public services that work to ‘meet public interest and needs’, including occupational safety. Described in the paper are the state administration jobs, its organiza-tion (including in 2023), focusing in particular on the Ministry of Labour, Pension System, Family and Social Policy (Directorate for Labour and Safety at Work), and State Inspectorate, with special focus on the Labour Inspectorate, including the internal organization of the state administration bodies. A separate section addresses the chronology and development of the state administration bodies (their organization and scope through the ministries, central state offices and state administration organizations related to occupational safety from 1990 to 2023. The Constitution of the Republic of Croatia and the acts in force (as well as those valid from 1990 state the competencies of the state administration including the implementation of state policies, implementation of the law and other regulations and the directly implementable EU regulations, inspection, administrative supervision, and other administrative tasks of the state administration. If the system is to function successfully, the organization of the state administration, among other factors, is essential. The paper focuses on the organization of occupational safety under the authority of the various state administration bodies of the Republic of Croatia.
The formation of special institutions regulated by law has the same status as those regulated in constitution (constitutional importance). The purpose of this paper is to determine the urgency of the ...existence of a special state institution that has a constitutional importance in Indonesia's strictness system, in this case the state institutions are the National Human Rights Commission and the KPK. The writing method used is to use normative legal research. The results of the discussion illustrate that the emergence of a new state institution that is regulated by law, namely as a functional institution that handles a problem within their respective scope. The conclusion is that to overcome the complexity of problems that arise in society. The recommendation in this writing seeks to ensure that institutions which have the same degree as existing institutions are constituted to be included in the constitution in order to strengthen their position and authority.
In order to improve the areas of application of mechanisms for the formation and implementation of the state foreign trade policy in the conditions of martial law, the article reveals the essence of ...each of them and defines separate object-subject groups (export and import of raw materials, export and import of goods with high added value, export and import of services, foreign trade agreements and creation of free trade zones). For each of the groups, a set of methods is presented, which are proposed to be applied within the framework of implementing the mechanisms of state management of foreign trade activities. It is appropriate and justified to use in terms of: 1) the economic mechanism: export grants and subsidies, crediting on favorable conditions for exporters, tax holidays, creation of business incubators, export insurance, establishment of phytosanitary standards, licensing procedures for certain types of exports, reduction of customs tariffs for import, etc.; 2) legal mechanism: amendments to the legislation governing phytosanitary regulations, licensing and insurance procedures, creation and development of business incubators, compliance with intellectual property rights, elimination of administrative barriers to the export of services, conclusion of trade agreements with countries of various regions, which are developing and have competitive and comparative advantages compared to Ukraine; 3) organizational mechanism: structuring of relations between state authorities and local self-government in the sphere of distribution of responsibilities and powers; strengthening the participation and role of all levels of state foreign trade policy subjects; 4) information mechanism: implementation of information support for national export-oriented enterprises and importers.
The article identifies trends in the development mechanism of public administration of national security in Ukraine. The basis for identifying these trends is the current regulatory framework in the ...field of national security support, including institutional support. Among these trends, first of all, the following are outlined: transfer of an important part of security functions to the regional and local levels, as they are closest to the population, as well as aggregation of its interests; ensuring national resistance, resistance movement and territorial defence, etc.; introduction of the principle of voluntariness and publicity in the implementation of public management of national security (through the creation of voluntary fire brigades, voluntary formations of territorial defence), etc. At the same time, the article considers the impact of the international situation on the formation of national security, response to a set of threats and countermeasures, the use and potential use of armed and other forms of violence. In conclusion, it was stated that in the general context one of the priorities of the legal mechanism of public management of national security is to establish effective institutional cooperation in this area.

This study intends to identify and compare the thoughts of the writers of these treatises within the context of the world of Malay-Muslim Archipelago. This research was done by way of thematic analysis. Research outcome shows that these works, by and large, demostrate significant similarities more than their differences. Their differences are however not substantial, mainly due to their 17th century background.
This article discusses the problems of behavioral assessment of the success of building a career of a specialist in the state and municipal administration. The main approaches to building a ...successful career and professional realisation of an employee is analysed. Special attention is paid to the development of professional skills among the state and municipal employes. With the requirements of federal state standards in mind, the main areas of competence needed in today’s environment for building a successful career of a young specialist or manager in the state and municipal administration are determined. According to the results of the study, it has been concluded that in the modern system of higher education needs additional training programmes taking into account the designated competencies and criteria for assessing the success of young professionals in the state and municipal service.

Constitui problema de pesquisa a necessidade de uma noção consentânea do constitucionalismo digital, seus impactos na Administração Pública federal e as empreitadas que surgem de políticas específicas para transformação dos direitos sociais e serviços públicos no Brasil. Metodologicamente, emprega-se abordagem dedutiva, com técnicas de pesquisa bibliográfica e documental. Conclui-se que o constitucionalismo digital é corrente a tratar da aplicação de normas constitucionais tuteladoras de direitos fundamentais, inclusive acerca da garantia e acesso de direitos por mediação digital. Consequentemente, o constitucionalismo digital reverbera na Administração Pública federal, havendo incentivos de inovação pela eficiência, boa administração e adequação. Há, também, no plano infraconstitucional, inúmeros incentivos que afetam a atuação administrativa. Por último, configura-se como desafio da Administração federal a conformação do Governo Digital, que demanda políticas públicas e diálogo adequado para promoção do acesso à internet e dispositivos tecnológicos universais, inclusivos e igualitários – evitando a distinção entre cidadãos que estejam ou não conectados/digitalizados e garantindo àqueles que têm o maior acesso aos serviços públicos.
