The purpose of this work is to prepare proposals to improve the effectiveness of state strategic planning by increasing the level of validity of the planned and forecast calculations. In modern ...conditions, the main important directions for ensuring the further development of domestic strategic planning are target management and production regulation. In this work, the following issues have been resolved: 1) As a result of the analysis of methodological approaches to strategic planning in the USSR and Russia, the initial methodological premises were identified and the most expedient area of using the above mechanisms of its development was substantiated; 2) Based on the study and scientific generalization of domestic and foreign research in the field of long-term planning, methodological and methodological foundations for creating its regulatory framework have been developed, including principles, procedures, composition and structure; 3) Proposals have been substantiated for the creation in the Russian Federation of a special ministry - strategic development.
Serious problems which occurred in setting the strategic planning system and the difficulties in the implementation of national projects and in the achievement of national goals, make us think how ...effective the functioning of the “vertical” of public power in the Russian Federation is, and in particular, how closely its state and municipal components interact. In this context a lot of scientific papers appeared which carried the idea that due to a number of reasons, both of legal and economic nature, there is still no sufficient close interaction of state and municipal administrative bodies. The paper shows that the absence of such clear interaction leads to inadequate efficiency in the use of target and project methods of solving key problems, appearing in the regions of the country and in particular, municipalities. The article analyses the reasons for such a situation, which are connected with the gaps in legislative regulation, especially in part, which is connected with the positioning of local public self-government in the “vertical of executive power”, specifying their powers, their economic basis, as well as the regulation frames and control by government authorities. The purpose of the article is to identify the new principles and mechanisms of interaction of the state and local public self-government, which at present must be written into fundamental laws of this direction of government policy. The novelty of this task is determined by the fact that almost for the first time the range of issues is analyzed on a “crossing” of such novelties as amendments to the Constitution of the Russian Federation, transfer to the system of strategic planning and an increased emphasis on the strengthening of civil society foundations in local self-government.
Managers face a critical issue in deciding when to employ a predictive planning approach versus a more adaptive and flexible strategic approach. We suggest that determining which approach is ideal ...for a given context hangs on the extent to which uncertainty is, or might be, mitigable within that context. To date, however, the mitigability of uncertainty has not been adequately distilled. Here, we take on this issue, distinguishing mitigable ignorance of pertinent but knowable information (i.e., "epistemic uncertainty") from immitigable indeterminacy (i.e., "aleatory uncertainty"). We review the current state of the debate on the existence of free will, because the acceptance or rejection of conscious agents as a true first cause has fundamental implications. A critical examination of the arguments for and against the free will hypothesis land us on the side of voluntarism, which implies immitigable indeterminacy (but not complete unpredictability) wherever conscious actors are involved. Accepting the existence of immitigable or aleatory uncertainty, then, we revisit the determination of strategic logics and produce important theoretical nuance and key boundary conditions in the normative choice between predictive and nonpredictive strategies.

This study reports the first application of in silico methods to assess the toxicity of 4-chloromethcathinone (4-CMC), a novel psychoactive substance (NPS). Employing advanced toxicology in silico ...tools, it was possible to predict crucial aspects of the toxicological profile of 4-CMC, including acute toxicity (LDsub.50), genotoxicity, cardiotoxicity, and its potential for endocrine disruption. The obtained results indicate significant acute toxicity with species-specific variability, moderate genotoxic potential suggesting the risk of DNA damage, and a notable cardiotoxicity risk associated with hERG channel inhibition. Endocrine disruption assessment revealed a low probability of 4-CMC interacting with estrogen receptor alpha (ER-α), suggesting minimal estrogenic activity. These insights, derived from in silico studies, are critical in advancing the understanding of 4-CMC properties in forensic and clinical toxicology. These initial toxicological findings provide a foundation for future research and aid in the formulation of risk assessment and management strategies in the context of the use and abuse of NPSs.
Atualmente, um dos principais objetivos das organizações é alcançar melhorias no desempenho organizacional. Ao mesmo tempo, elas estão inseridas em um contexto de incertezas e complexidade que exige ...flexibilidade frente às exigências e às transformações do ambiente. Nesse contexto, a elaboração de um planejamento estratégico adequado às características e pretensões da organização é essencial. O BSC é uma metodologia que auxilia na formulação do planejamento e na definição de objetivos estratégicos para as organizações, sejam elas do setor privado ou público. Assim, este estudo busca fazer uso dessa metodologia para desenvolver propostas de objetivos para o departamento de tecnologia da informação e comunicação da Prefeitura de Parauapebas. Para tanto, fez-se uso de pesquisa documental, observação participante e reuniões presenciais com a aplicação da técnica de brainstorming, buscando reunir informações que proporcionassem a elaboração desses objetivos. Por fim, pôde-se perceber que o BSC é um instrumento capaz de auxiliar o departamento em estudo no desenvolvimento de um planejamento estratégico eficiente, proporcionando uma visão sistêmica da organização e a visualização da estratégia por meio das relações de causa-efeito entre os objetivos propostos, demonstrados por meio do mapa estratégico.
