Although many studies of clientelism focus exclusively on vote buying, political machines often employ diverse portfolios of strategies. We provide a theoretical framework and formal model to explain ...how and why machines mix four clientelist strategies during elections: vote buying, turnout buying, abstention buying, and double persuasion. Machines tailor their portfolios to the political preferences and voting costs of the electorate. They also adapt their mix to at least five contextual factors: compulsory voting, ballot secrecy, political salience, machine support, and political polarization. Our analysis yields numerous insights, such as why the introduction of compulsory voting may increase vote buying, and why enhanced ballot secrecy may increase turnout buying and abstention buying. Evidence from various countries is consistent with our predictions and suggests the need for empirical studies to pay closer attention to the ways in which machines combine clientelist strategies.

This paper studies, theoretically and empirically, the role of overconfidence in political behavior Our model of overconfidence in beliefs predicts that overconfidence leads to ideological ...extremeness, increased voter turnout, and stronger partisan identification. The model also makes nuanced predictions about the patterns of ideology in society. These predictions are tested using unique data that measure the overconfidence and standard political characteristics of a nationwide sample of over 3,000 adults. Our numerous predictions find strong support in these data. In particular, we document that overconfidence is a substantively and statistically important predictor of ideological extremeness, voter turnout, and partisan identification.
This paper analyzes the effects on voting behavior of information disseminated over the Internet. We address endogeneity in Internet availability by exploiting regional and technological ...peculiarities of the preexisting voice telephony network that hindered the roll-out of fixed-line infrastructure for high-speed Internet. We find negative effects of Internet availability on voter turnout, which we relate to a crowding-out of TV consumption and increased entertainment consumption. We find no evidence that the Internet systematically benefits specific parties, suggesting ideological self-segregation in online information consumption. Robustness tests, including placebo estimations from the pre-Internet period, support a causal interpretation of our results.
Previous research claims that the number of parties affects the representation of social cleavages in voting behavior, election turnout, patterns of political conflict, and other party system ...effects. This article argues that research typically counts the quantity of parties and that often the more important property is the quality of party competition—the polarization of political parties within a party system. The author first discusses why polarization is important to study. Second, the author provides a new measurement of party system polarization based on voter perceptions of party positions in the Comparative Study of Electoral Systems, which includes more than 50 separate elections from established and developing democracies. Third, the author compares party polarization and party fractionalization as influences on cleavage-based and ideological voting and as predictors of turnout levels. The finding is that party polarization is empirically more important in explaining these outcomes.
We exploit a voting reform in France to estimate the causal effect of exit poll information on turnout and bandwagon voting. Before the change in legislation, individuals in some French overseas ...territories voted after the election result had already been made public via exit poll information from mainland France. We estimate that knowing the exit poll information decreases voter turnout by about 11 percentage points. Our study is the first clean empirical design outside of the laboratory to demonstrate the effect of such knowledge on voter turnout. Furthermore, we find that exit poll information significantly increases bandwagon voting; that is, voters who choose to turn out are more likely to vote for the expected winner.
Numerous get-out-the-vote (GOTV) interventions are successful in raising voter turnout. However, these increases may not be evenly distributed across the electorate and could potentially increase the ...differences between voters and nonvoters. By analyzing individual level-data, we reassess previous GOTV experiments to determine which interventions mobilize under-represented citizens versus those who regularly turn out. We develop a generalized and exportable test which indicates whether a particular intervention reduces or exacerbates disparities in political participation and apply it to 24 previous experimental interventions. On average, current mobilization strategies significantly widen disparities in participation by mobilizing high-propensity individuals more than the under-represented, low-propensity citizens. The results hold troubling implications for the study and improvement of political inequality, but the methodological procedures laid out in this study may assist the development and testing of future strategies which reverse this pattern.
The amount of scholarly attention directed at resolving the question why people turn out to cast a vote is vast. In a research field dominated by empirical studies – such as the one on voter turnout ...– an overview of where we stand and what we know is not superfluous. Therefore, the present paper reviews and assesses the empirical evidence brought forward through a meta-analysis of 83 aggregate-level studies. We thereby concentrate on the effect of socio-economic, political and institutional variables. The results argue for the introduction of a ‘core’ model of voter turnout – including, among other elements, population size and election closeness – that can be used as a starting point for extending our knowledge on why people vote.
Voter turnout theories based on rational self-interested behavior generally fail to predict significant turnout unless they account for the utility that citizens receive from performing their civic ...duty. We distinguish between two aspects of this type of utility, intrinsic satisfaction from behaving in accordance with a norm and extrinsic incentives to comply, and test the effects of priming intrinsic motives and applying varying degrees of extrinsic pressure. A large-scale field experiment involving several hundred thousand registered voters used a series of mailings to gauge these effects. Substantially higher turnout was observed among those who received mailings promising to publicize their turnout to their household or their neighbors. These findings demonstrate the profound importance of social pressure as an inducement to political participation.
Scholars typically understand vote buying as offering particularistic benefits in exchange for vote choices. This depiction of vote buying presents a puzzle: with the secret ballot, what prevents ...individuals from accepting rewards and then voting as they wish? An alternative explanation, which I term “turnout buying,” suggests why parties might offer rewards even if they cannot monitor vote choices. By rewarding unmobilized supporters for showing up at the polls, parties can activate their passive constituencies. Because turnout buying targets supporters, it only requires monitoring whether individuals vote. Much of what scholars interpret as vote buying may actually be turnout buying. Reward targeting helps to distinguish between these strategies. Whereas Stokes's vote-buying model predicts that parties target moderate opposers, a model of turnout buying predicts that they target strong supporters. Although the two strategies coexist, empirical tests suggest that Argentine survey data in Stokes 2005 are more consistent with turnout buying.
The fact that many citizens fail to vote is often cited to motivate others to vote. Psychological research on descriptive social norms suggests that emphasizing the opposite—that many do vote—would ...be a more effective message. In two get-out-the-vote field experiments, we find that messages emphasizing low expected turnout are less effective at motivating voters than messages emphasizing high expected turnout. The findings suggest that descriptive social norms affect vote intention only among citizens who vote infrequently or occasionally. Practically, the results suggest that voter mobilization efforts should emphasize high turnout, especially when targeting occasional and low rate of participation voters. More generally, our findings suggest that the common lamentation by the media and politicians regarding low participation may undermine turnout.
