This article questions the discourses of researchers since the decades 2000–2010 who put forward the idea that the Web would be animated by a “participation” of the users to the digital world. But ...what does “participation” means exactly : isn’t it a simple illusion, a semantic ruse of the powerful to exploit more subtly the users ? Or, on the contrary, could this type of interpellation lead to a more democratic distribution of the ability to act towards agents that are a priori remote from the centres of power ? To participate supposes that the individual takes part in the situation in such a way that he can possibly modify the state of things by his contributive gestures. Does the rhetorical insistence of analysts to find the existence of this “participation” not tantamount to playing the game of the big companies of the Internet ? Today, the capture of traces opens up to a permanent commodification of human time and the monetization of attention.
Nuclear movements during meiotic prophase, driven by cytoskeleton forces, are a broadly conserved mechanism in opisthokonts and plants to promote pairing between homologous chromosomes. These forces ...are transmitted to the chromosomes by specific associations between telomeres and the nuclear envelope during meiotic prophase. Defective chromosome movements (CMs) harm pairing and recombination dynamics between homologues, thereby affecting faithful gametogenesis. For this reason, modelling the behaviour of CMs and their possible microvariations as a result of mutations or physico-chemical stress is important to understand this crucial stage of meiosis. Current developments in high-throughput imaging and image processing are yielding large CM datasets that are suitable for data mining approaches. To facilitate adoption of data mining pipelines, we present ChroMo, an interactive, unsupervised cloud application specifically designed for exploring CM datasets from live imaging. ChroMo contains a wide selection of algorithms and visualizations for time-series segmentation, motif discovery, and assessment of causality networks. Using ChroMo to analyse meiotic CMs in fission yeast, we found previously undiscovered features of CMs and causality relationships between chromosome morphology and trajectory. ChroMo will be a useful tool for understanding the behaviour of meiotic CMs in yeast and other model organisms.
Tourism information systems are becoming crucial tools to ensure access to tourism for all people, especially for those with special needs. The aim of this paper is to propose an innovative web ...platform to increase knowledge transfer among all stakeholders involved in accessible tourism. To achieve this aim, a content analysis of a sample of web platforms responsible for promoting accessible tourism was conducted. With the limitations of the existing platforms as a reference and using a triangulation of methods to identify the requirements that a web platform for accessible tourism should include, a new platform is presented. It is characterized by being innovative and by promoting the collaboration and sharing of information between all the actors involved in accessible tourism—access@tour by action. The analysis revealed that there is a lack of this type of platform: only 10 platforms promoting accessible tourism were identified. Moreover, these platforms are limited in scope. Therefore, new tools should be developed to increase the participation of people with special needs in tourism activities, especially people with disabilities.
The documentation of the architectural heritage requires the storage of large amounts of information that must be stored and processed in very different formats, since it comes from experts from ...different areas of knowledge. This heterogeneity of information makes communication difficult among professionals who participate in documentation work, such as restorers, architects, engineers, archaeologists or historians, with the transfer of information being one of the biggest problems to be solved, through the creation of a methodology that favors the diffusion and accessibility to the materials coming from the investigation. The aim of the study is to create a protocol or methodology, to create a graphic database that allows the inventory of the architectural heritage in Aragon. The solution implies the development of a geometric model that allows to include and relate information related to it. The format is a HBIM model capable of incorporating information on a stratified support, with visualization, documentation and management capabilities that allow a complete view of the building to be cataloged, incorporating useful information for its conservation, restoration, protection and dissemination, as well as interoperability between tools and other systems throughout the entire life cycle of the object. In this research, we will work with the virtual platform Petrobim, a tool composed of a database and a viewer, whose purpose is the management and query of information linked to a 3D model, throughout the entire cycle building life.
This book consolidates experiences from across Europe on the design, development, implementation and evolution of inter-organisational information infrastructures for healthcare. It provides insights ...with practical relevance for those involved or interested in the planning and implementation of such infrastructures and includes 11 empirical cases on the introduction of core infrastructural arrangements in different national settings: six cases investigate the use of e-prescriptions and five the public platforms for patient-oriented eHealth services. Both are linked to different types of aims. E-prescription initiatives are usually seen as opportunities to improve healthcare delivery by systematic change (controlling medication costs, improving patient safety and providing rich information for policy making and performance management). Public platforms for patient-oriented eHealth services are seen as opportunities for change and innovation, aiming to strengthen the patients’ role and facilitate a shift from provider-centered healthcare towards patient-centeredness. For both types of initiatives, there is a requirement to mix novelty with pre-existing infrastructural components. The cases are analysed by leading experts in health information systems through a common theoretical framework, exploring the role of the pre-existing sociotechnical basis, i.e. the installed base, and how it fundamentally impacts the evolution of information infrastructures. The book advances an “installed base sensitivity” in decision-making both at the policy/strategy level and at the concrete eHealth design level and shows how practitioners and policy-makers can address the complexity of infrastructures that facilitate information flows across organisational boundaries.
The aim of this study is to discuss how information about the development and use of bio-energy is forwarded and disseminated to general public via the Internet in China. Furthermore, this study also ...explores in what manner the information of renewable energy policies is presented. A research method used in this study is an application of content analysis. Altogether 19 energy-related web platforms were found by searching keywords, such as “energy net” or “renewable energy net” or “bio-energy net” on
www.Google.cn. A thorough analysis was conducted by focusing on one of them:
www.china5e.com. The news articles on
www.china5e.com were examined according to whether the use of bio-energy was articulated positively or negatively in the contents of articles. It was also considered whether the articles were imported from abroad. The results of this study indicated that in China there is a tendency on the Internet to disseminate primarily the positive information about bio-energy with a great emphasis on its benefits. In addition, the study shows that when analyzing the content of the news articles, biogas and liquid bio-fuels will be the main bio-energy development trends in China in the near future.
Desde hace poco más de dos décadas, el uso de las TIC se han convertido en un factor muy importante en el desarrollo de sociedades modernas con el objeto de mejorar su calidad de vida, con lo cual ...han surgido conceptos como el de ciudades inteligentes y ciudades digitales. En este sentido, sectores como el empresarial, social y gobierno han apostado por el uso de las TIC. Sin embargo, estos sectores en México y en el caso específico de la zona Metropolitana de Orizaba, no cuentan con las estrategias e infraestructura necesarias para un aprovechamiento real en el uso de las TIC. Con base a lo anterior, en este trabajo se presenta un modelo para integración de MiPyMES - Sociedad - Gobierno que pretende maximizar al uso de las TIC, disminuir la brecha digital y aumentar la competitividad de estos sectores, así como la mejora calidad de vida de la sociedad.
The research reveals the peculiarities of the Distance Learning (DL) development in the framework of border guards training in the European Union (EU) countries. Theoretical and practical concepts, ...modern stage and peculiarities of border guards’ DL development were substantiated in the article. The special attention was paid to possibilities of educational web platforms, which are widely utilized in the training of personnel of the border guard agencies, namely: Web Platform Virtual Aula of the FRONTEX Agency; E-Net Web Platform of the CEPOL (The European Police College); EU Coast Guard Functions Training Portal (CGFTP); ILIAS Learning Platform of the EU Mission EUBAM (EU Border Assistance Mission to Moldova and Ukraine); Connect & Learn platform of the UNHCR (The Office of the United Nations High Commissioner for Refugees); Global eLearning Program of the UNODC (United Nations Office on Drugs and Crime). The authors have also conducted the comparative analysis of DL courses of educational platforms with border guard components in the EU countries, which showed that the platform with the biggest number of border guard-oriented courses is Virtual Aula platform of FRONTEX Agency. Suggestions and proposals on DL development and prospective directions based on the experience gained during DL introduction into the system of the border guards’ training system supported by the survey results are given in the conclusion of this article in order to facilitate the improvement of border guards’ DL systems in the EU countries. The prospects of the border guards’ DL system development are based on 5 key factors: aligning all DL training courses to the Sectoral Qualification Framework and Common Core Curricular for border guarding: unification of the skills and knowledge of European border guards; enhanced use of the Internet and social media; introduction of common educational web-platforms; organizing specialized training for the specialists in DL use and management, and developing common eLearning tools and programs.
Even though technological development is rapidly increasing in supply chains, logistics performance in any kind of organizations remains strongly related to a set of human-based skills and ...competencies. The aim of this article is to expose the design process and implementation of a web platform to develop collective intelligence in logistics for Latin American SMEs. Based on the case study method, it exposes the structure and processes used when programming the web-based platform to develop collective intelligence in logistics. This article presents conclusions that expand the panorama to develop this type de tools in Latin America. Indeed, since the region lacks a satisfactory critical mass of “world class” logistic skills, the IT platforms can play an interesting role for developing a “spot market” of collective intelligence in logistics. This is a first step to improve the value of logistics knowledge in the region, but also to stimulate the movement of logistics knowledge flux beyond the companies’ bounds. Similarly, potential future research lines are presented.
Childhood obesity is now considered a worldwide problem. Nutrition Education (NE) has been identified as a key factor in preventing overweight and obesity in children. In recent years, there has been ...an increase in the interest in innovative ways to teach this knowledge to children, mainly through the use of the Internet.
Review and analyze the available evidence about programs focused on NE for children through the use of the Internet.
Three different ways were found to deliver NE over the Internet to children: platforms designed to communicate with other peers or professionals; platforms designed to provide NE through the contents included in the web tool; and platforms designed to provide NE through the contents included in the web tool and automated feedback. Most of these programs were effective in achieving the objectives established.
Although the use of Internet platforms to teach NE to children has been shown to be effective, the amount of evidence is still scarce. Some of the main advantages the Internet provides are: the opportunity to put the children in contact with education and health professionals; children can keep a record of the food consumed; and it is a more attractive and interesting way for children to learn NE, compared to traditional methods.
