    Family is the core institution of a society, and economic recession and hardship affect both families and children. This article focuses on those impacts as well as the poverty risks among Finnish ... families. One interesting question is, "What is the relationship between the State and families of low socioeconomic status?" Child welfare clients most often come from those poorest socioeconomic groups of the population. We may ask, "Does the State intervene strongly in those families, and what kind of assessment framework isused by social workers in municipal child welfare?" The problems and solutions are discussed at the population and policy levels and in terms of child welfare social work in single cases of assessing problems in poor families. At the end of this article, we focus on the relationship between family and child policy and the assessment framework in social work with children and families. If family and child policy is built on the principle ofuniversalism and aims to support all families and children, assessment in child welfare may be easily built on an ecological framework. The residual model of policy may reflect risk-oriented and narrow models of assessment in child welfare practices. The low intervention threshold is not a problem in targeting poor families if social workers have the means to alleviate poverty in families and promote the rights of people in low socioeconomic situations. Finnish social workers need to allocate income support to clients who deserve it. At the same time, we need universal family and child policy that prevents poverty. We need strategies and means at many levels in order to influence thewell-being of families.
