    The role of a country in development has always been important with less fluctuation in thought and economic policy. The 1960-1970s were well marked by the global strategies of planning and growth driven by the public sector. The unfortunate experiences of these centralized policies in a number of countries have resulted in the 1980s to a "backlash" and the withdrawal of the public sector. We drew the policies of the "Washington Consensus" with the establishment of structural adjustment programs, economic liberalization and promotion of market activities. The disappointing results of the latter approach has given to the agenda the role of public institutions in the development process. This revival, however, differs for the state of perspective planner for the postwar years. At the heart of the analysis is the idea that institutions and change are major phenomena of economic development, especially with the fact that the quality of public institutions is closely associated with the performance of the market economy.
