The article overviews Mussolini's early steps in foreign policy as efforts to balance revisionist claims with pragmatical bilateral agreements. The relationship with France in the 1930s is analyzed within the frame of multilateral agreements as Patto a Quattro and of Pierre Laval's visit to Rome in 1935, including the "misunderstandings" about the green light given to Italy's expansion in Ethiopia. 1936 is seen as a turning point as the closer and closer friendship with Berlin marks the abandonment of balance of power for a more ambitious role in the Mediterranean, while the very end of fascist foreign policy takes place on June 10, 1940.
