    Jun. 28--Gov. Ernie Fletcher's administration may have violated a state regulation that requires it to notify the Personnel Board when it changes the way it fills jobs. State regulations require the Personnel Cabinet to notify the Personnel Board whenever it makes such changes, and the cabinet has failed to do so, Mark Sipek, the board's executive director, said yesterday. Today, the Personnel Board will send a letter to Personnel Secretary Erwin Roberts, a Fletcher appointee, asking for more information about the apparent lapse, Sipek said. The disclosure regulation is meant to help the board fulfill its watchdog rule by keeping it informed, he said.
