  • Razvoj modela podataka 3D katastra nepokretnosti : doktorska disertacija
    Višnjevac, Nenad
The real estate cadastre in the Republic of Serbia is based on 2D cadastral maps and procedures that do not support unequivocal registration and visualization of complex 3D property situations and ... complex objects, especially in urban areas. The aim of this doctoral dissertation is to research how the difficulties of 3D complex situations registration in Serbia can be overcome. The study is based on the assumption that the registration and visualization of 3D complex situations can be successfully modeled and implemented by using modern GIS technologies, technologies for visualizing and storing 3D data. The initial assumption also considers that it is possible to develop an optimal 3D cadastre data model for Serbia. This model would provide overcoming difficulties in the registration of 3D situations. Based on the analysis of previous international research, international standards, review of the current cadastral practice in Serbia, laws, and other legal acts, the concept of 3D real estate cadastre for Serbia is proposed. The proposed concept of 3D cadastre includes the use of existing cadastral data and procedures to make the transition simple and economically justified as possible. Based on the suggested 3D cadastre concept for Serbia, a conceptual and logical data model has been developed. In the course of the data modeling process, international standards, experience, and practice were considered. Within the case study, the proposed 3D real estate cadastre data model was tested based on data from the current cadastre system and data (technical documentation) currently provided by surveying agencies. Data defined by the proposed data model were created (including 3D geometry of buildings and building units), stored into MongoDB (NoSQL database) and visualized by using Cesium JavaScript library. Various data queries were also presented within case studies.
