    Human rights are high on the agenda in several public education systems in liberal and democratic states. However, public education systems face many demands and specific challenges related to the ... implementation of basic human rights. These challenges and demands in a specific way define the democratic nature of a public education system as one of the most important modern institutions which significantly contributes to the formation of the common citizenship identity. This introductory article presents an overview of the debate about human rights, inclusion and it's relevance to educational policy.
