  • Anchoring "citizenship" in more than just language?

    In the public discussion about citizenship education programs many discussantsdefend the idea that those programs 'should be anchored in some sort of common ground of a society'. The idea causes a ... series of questions to emerge, like: What sort of common ground concept are we talking about? In whatway could a common ground concept be included in citizenship education programs? In the paper we argue that the two questions are not only extremely complex but perhaps even impossible to be given clear answers. Besides, there are other questions: What precisely does the metaphor of 'anchoring' stand for? However, one thing is clear, anchoring means founding the citizenship education project in something pupils and teachers can take as their starting point as they already have access to it. Some argue that values should become the common ground for citizenship education. Yet it is hard to prove that there are common values functioning as social glue, i.e. as 'substance' that keeps society together. We rather argue in favour of a procedural understanding of 'common ground of society'. Different variations of such an understanding are presented and analysed.
