    European Union today faces not only the problem of how to prevent offences in Europe but also how to prevent offences against Europe in particularly EU budget frauds. The need to prosecute ... perpetrators of fraud affecting the financial interests of the European Communities more effectively has led the Commission to propose establishing a European Public Prosecutor with responsibility in this field. This proposal was preceded by detailed preparatory work. For almost ten years now, at the request of the European Parliament and the Commission, groups of experts in criminal law from the Member States have been working on the subject of the criminal-law protection of the Community's financial interests. The result of their work was a proposal for a set of rules for the criminal-law protection of the Community'sfinancial interests, the well-known "Corpus Juris". They were basedon a vast comparative study of national systems of criminal law which concluded that the project was feasible. Corpus Juris presents a truly supranational option, creating a single legal area and European Public Prosecution Service. The European Public Prosecutor would be an independent judicial authority empowered to conduct investigations and prosecutions anywhere in Europe into offences against the Community's financial interests, such as fraud and corruption. He would handle prosecutions in the national courts. Trial and judgement would be in the hands of the national courts. European Public Prosecutor would provide an interface between the Community and the national judicial authorities.
