Postactivation potentiation (PAP) has been defined as the increase in twitch torque after a conditioning contraction. The present study aimed to investigate the effectiveness of hops as conditioning ...contractions to induce PAP and increase performance in subsequent maximal drop jumps. In addition, we wanted to test if and how PAP can contribute to increases in drop jump rebound height. Twelve participants performed 10 maximal two-legged hops as conditioning contractions. Twitch peak torques of triceps surae muscles were recorded before and after the conditioning hops. Then, subjects performed drop jumps with and without 10 conditioning hops before each drop jump. Recordings included ground reaction forces, ankle and knee angles and electromyographic activity in five leg muscles. In addition, efferent motoneuronal output during ground contact was estimated with V-wave stimulation. The analyses showed that after the conditioning hops, twitch peak torques of triceps surae muscles were 32% higher compared to baseline values (P < 0.01). Drop jumps performed after conditioning hops were significantly higher (12%, P < 0.05), but V-waves and EMG activity remained unchanged. The amount of PAP and the change in drop jump rebound height were positively correlated (r(2) = 0.26, P < 0.05). These results provide evidence for PAP in triceps surae muscles induced by a bout of hops and indicate that PAP can contribute to the observed performance enhancements in subsequent drop jumps. The lack of change in EMG activity and V-wave amplitude suggests that the underlying mechanisms are more likely intramuscular than neural in origin.
Under the umbrella of Capacity Building in Support of Security and Development (CBSD), the EU provides equipment and infrastructure to the armed forces of partner countries. The 2017 reform of the ...Instrument contributing to Stability and Peace (IcSP) to implement CBSD represents a remarkable integrative step at the interface of EU security and development policy. This article explains the IcSP reform through a neofunctionalist lens. It argues that the extension of the Commission's competences in EU security affairs can be explained by the interaction of functional and cultivated spillover pressures. Functional discrepancies between the CSDP framework and EU development policy created strong pressures for further integrative steps. Moreover, the Commission exerted strong pressures for adopting its proposal for implementing CBSD through the IcSP by drawing on a combination of strategic coalition-building, bargaining tactics and community framing. The case illustrates neofunctionalism's potential to explain external policy integration.

Purpose
Extensive evidence exists that regular physical exercise offers neuroplastic benefits to the brain. In this study, exercise-specific effects on motor cortex plasticity were compared between ...15 skilled and 15 endurance trained athletes and 8 controls.
Methods
Plasticity was tested with a paired associative stimulation (PAS) protocol. PAS is a non-invasive stimulation method developed to induce bidirectional changes in the excitability of the cortical projections to the target muscles. Motor cortex excitability was assessed by motor-evoked potentials (MEPs) in the task-relevant soleus muscle, elicited with transcranial magnetic stimulation, before and following PAS. To test for changes at the spinal level, soleus short latency stretch reflexes (SLSR) were elicited before and after PAS.
Results
PAS induced a significant (76 ± 83 %) increase in MEP amplitude in the skill group, without significant changes in the endurance (−7 ± 35 %) or control groups (21 ± 30 %). Baseline MEP/post MEP ratio was significantly different between the skill and endurance groups. SLSR remained unchanged after the PAS intervention.
Conclusion
The possible reason for differential motor cortex plasticity in skill and endurance groups is likely related to the different training-induced adaptations. The findings of the current study suggest that long-term skill training by skill group induced preferable adaptations in the task-related areas of the motor cortex because increased plasticity is known to enhance motor learning.
Long-lived isomeric states in 97Ag and 101−109In were investigated with the FRS Ion Catcher at GSI. In the isotope 97Ag, a long-lived (1/2−) isomeric state was discovered, and its excitation energy ...was determined to be 618(38) keV. This is simultaneously the first discovery of a nuclear isomeric state by multiple-reflection time-of-flight mass spectrometry. The measured excitation energies were compared to large-scale shell-model calculations, which indicated the importance of core excitation around 100Sn. Furthermore, advanced mean-field calculations for the 97Ag nucleus and relevant neighboring nuclei were performed, which have contributed to a better understanding of the repetitive appearance of certain isomeric structures in neighboring nuclei, and which have supported the discovery of the isomeric state in 97Ag in a global shell-evolution scheme.
In the past few years decision‐making processes and the normative underpinnings of EU external relations have become subject to intense debate in the European institutions, member states and the ...wider public. Previous research suggests that there is variation in the extent to which individual domains of EU external relations are politicized and contested. This special issue aims to theorize further and investigate empirically this, using the example of European development policy and its relations with other external policies. We introduce two new mechanisms that drive politicization dynamics. We argue that politicization can be diffused horizontally from one policy field to another, which we call horizontal politicization. We also investigate how the politicization of EU external policies in third countries occurs and influences politicization dynamics in the EU, which we call outside‐in politicization. The introduction to the special issue presents our theoretical approach and summarizes the key findings from the special issue.
Abstract
This article compares UN and EU mediation practice in the Kosovo-Serbia conflict. It proposes a conceptual framework to analyze mediation effectiveness and its conditions and applies it to ...the UN-led Kosovo Status Talks in Vienna (2006-2007) and the ongoing EU-facilitated dialogue between Belgrade and Pristina (since 2011). The EU's relatively high degree of effectiveness compared to the UN effort can be partly explained by the application of a strategy of manipulation, drawing on the EU's strong leverage vis-à-vis both sides; partly by pointing to the conflict context which has been more favorable to mediation since 2011. At the same time, the analysis reveals that EU mediation has not led to any changes concerning Serbia's stance toward the recognition of Kosovo's independence. The continuing non-resolution of the conflict demonstrates the limits of the EU's manipulative mediation approach and points to a substantial dilemma of EU mediation.
This article examines how the EU's effectiveness as a mediator in peace negotiations can be appropriately conceptualized and analysed. Mediator effectiveness is analysed along two dimensions: ...goal‐attainment and conflict settlement. Investigation of the conditions of mediator effectiveness is structured around four key sets of variables: mediator leverage, mediation strategy, coherence and the conflict's context. In our empirical analysis of EU mediation between Serbia and Kosovo (Belgrade–Pristina dialogue) we find that the medium degree of EU effectiveness (both in terms of goal‐attainment and conflict settlement) can be explained by its great leverage vis‐à‐vis the conflict parties due to their EU membership aspirations and its strategy of a mix of manipulation and formulation that draws on this leverage to move parties toward agreement through the use of positive incentives. A limited degree of EU coherence and spoiler problems in Northern Kosovo seem to have had a constraining influence on EU effectiveness.
Recent years have witnessed renewed efforts to advance integration in the EU's Common Security and Defence Policy (CSDP), including in the domain of military and civilian capability development. The ...adoption of a Civilian CSDP Compact (CCC) and the creation of a European Peace Facility (EPF) are prominent examples of recent steps taken towards further integration. Still, despite recent progress, CSDP reforms have often been slow to materialise, lag behind the reform ambitions of key EU foreign policy actors, and fail to address important shortcomings experienced by CSDP. This article addresses why this might be by exploring the evolution of CSDP crisis management through a failing forward approach, which charts the course of integration dynamics, identified by neofunctionalism and liberal intergovernmentalism, through time, revealing its cyclical nature. Our case studies of the EPF and the CCC demonstrate how the long-term integrative dynamics in EU military and civilian crisis management are marked by a cycle of crisis followed by incomplete institutional reforms, policy feedback, experiential learning and subsequent, yet again incomplete, efforts to remedy institutional shortcomings and policy failure.
