This paper discusses the significance and potential consequences of illiberal politics for the Visegrád Group's (Czechia, Hungary, Poland, and Slovakia) role as a regional integration platform. ...Moreover, links between Europeanization and V4 geopolitical identity will be explored as part of investigating discursive framings of Central Europe's "illiberalism." I suggest that illiberal regionalism is a useful concept in that it problematizes political and popular narrations of East-West difference as competing projects of Europeanization. I will also argue that instead of a fundamental regional illiberalism what we find is an unstable, temporally limited and contingent constellation of political and social agendas. Illiberal regionalism can thus be read as strategic, aguably opportunistic, contestations of EU policies that reflect economic, political, and social uncertainties. Tensions involved in this regionalist shift are exemplified by "revolutionary" Hungarian and Polish national conservative agendas and their interaction with the more measured pragmatism of the Czech Republic and Slovakia. It is also clear that illiberal regionalism reflects the reciprocal and interdependent nature of the V4's political relations within the EU. Benefits of EU membership, such as leveraging and enhancing national status, continue to act as powerful counter-currents to more radical projects that would, for example, contest Euro-Atlantic alignments.
The Pacific decadal oscillation (PDO), the dominant year-round pattern of monthly North Pacific sea surface temperature (SST) variability, is an important target of ongoing research within ...themeteorological and climate dynamics communities and is central to the work of many geologists, ecologists, natural resource managers, and social scientists. Research over the last 15 years has led to an emerging consensus: the PDO is not a single phenomenon, but is instead the result of a combination of different physical processes, including both remote tropical forcing and local North Pacific atmosphere–ocean interactions, which operate on different time scales to drive similar PDO-like SST anomaly patterns. How these processes combine to generate the observed PDO evolution, including apparent regime shifts, is shown using simple autoregressive models of increasing spatial complexity. Simulations of recent climate in coupled GCMs are able to capture many aspects of the PDO, but do so based on a balance of processes often more independent of the tropics than is observed. Finally, it is suggested that the assessment of PDO-related regional climate impacts, reconstruction of PDO-related variability into the past with proxy records, and diagnosis of Pacific variability within coupled GCMs should all account for the effects of these different processes, which only partly represent the direct forcing of the atmosphere by North Pacific Ocean SSTs.
Scholarship on regulating global finance emphasizes the importance of national and bureaucratic interests, but less attention has been devoted to epistemic sources of regulatory conflict. We address ...this by analyzing the failure of regulators to agree tougher rules for large investment funds after the 2008 crisis. The article suggests this outcome was the result of epistemic contestation between prudential regulators and securities regulators, rooted in divergent interpretive “frames.” We show that US and EU prudential regulators pushed for entity‐based regulation of investment funds by escalating the issue to global standard‐setting bodies. But this was successfully resisted by securities regulators that exercised epistemic authority through recursive practices—appeals to expertise, jurisdictional claims, and alliance building—to defend their transaction‐based approach. The article demonstrates how an interpretivist perspective can provide new insights into inter‐agency conflict and regulatory disputes in other policy fields.
The objective of this review was to summarize the recent literature describing the current burden of disease due to herpesviruses in the antiviral and transplant era; describe mechanisms of action of ...antiviral agents and the development of resistance; summarize the literature of recent antiviral agents brought to market as well as agents under development; and to present literature on future strategies for herpesvirus therapeutics.
An extensive search of the medical literature related to antiherpesviral therapy was conducted to compose this narrative review. Literature searches were performed via PubMed and ultimately 137 articles were included as most relevant to the scope of this article.
Herpesviruses are a family of DNA viruses that are ubiquitous throughout human populations and share the feature of establishing lifelong infections in a latent phase with the potential of periodic reactivation. With the exception of herpes simplex virus, varicella zoster virus, and Epstein-Barr virus, which have a significant disease burden in individuals with normal immune function, the morbidity and mortality of the remaining viruses are primarily associated with the immunocompromised host. Over the last half-century, several agents have been tested in large randomized, placebo-controlled trials that have resulted in safe and effective antiviral agents for the treatment of many of these infections.
With increasing use of antiherpesviral agents for extended periods, particularly in immunocompromised hosts, the emergence of resistant viruses has necessitated the development of newer agents with novel targets and better side-effect profiles.
This article explains the relaunch of the European Union's (EU) economic reform agenda in 2010. After repeated delays during 2009, the European Commission scaled back its initial plan for a revived ...social dimension and instead proposed a strengthened governance architecture of economic surveillance. Using the multiple streams framework we argue that the new Europe 2020 strategy which emerged is a product of two overlapping policy windows which opened suddenly in the problem stream (the Greek sovereign debt crisis) and politics stream (shifting institutional dynamics). This created a window of opportunity for skilful policy entrepreneurs to 'couple' the three streams by reframing the existing Lisbon Strategy as the EU's exit strategy from the crisis. The article contributes to understanding policy change under conditions of ambiguity by demonstrating the causal significance of key temporal and ideational dynamics: the timing of policy windows; access to information signals; and the role of policy entrepreneurs.
Several studies have documented fish populations changing in response to long-term warming. Over the past decade, sea surface temperatures in the Gulf of Maine increased faster than 99% of the global ...ocean. The warming, which was related to a northward shift in the Gulf Stream and to changes in the Atlantic Multidecadal Oscillation and Pacific Decadal Oscillation, led to reduced recruitment and increased mortality in the region's Atlantic cod (Gadus morhua) stock. Failure to recognize the impact of warming on cod contributed to overfishing. Recovery of this fishery depends on sound management, but the size of the stock depends on future temperature conditions. The experience in the Gulf of Maine highlights the need to incorporate environmental factors into resource management.
