Small Island Developing States (SIDS) share a common vulnerability to climate change. Adaptation to climate change and variability is urgently needed yet, while some is already occurring in SIDS, ...research on the nature and efficacy of adaptation across SIDS is fragmentary. In this article, we systematically review academic literature to identify where adaptation in SIDS is documented; what type of adaptation strategies are taken, and in response to which climate change impacts; and the extent to which this adaptation has been judged as successful. Our analysis indicates that much adaptation research is concentrated on the Pacific, on independent island states, and on core areas within SIDS. Research documents a wide array of adaptation strategies across SIDS, notably structural or physical and behavioral changes. Yet, evaluation of concrete adaptation interventions is lacking; it thus remains unclear to what extent documented adaptation effectively and sustainably reduces SIDS' vulnerability and increases their resilience.
The Green Climate Fund, donors, governments and non-governmental organisations, among others, are pouring vast amounts of financial and human capital into community-based adaptation across the ...developing world. The underlying premise is that the world’s majority—who have the minority of financial capital—are living on the margins and are the most vulnerable and at risk from climate change. Such a reality, coupled with a deficit understanding of the majority world, is resulting in significant implications for how the ‘adaptation industry’ (those that fund, design and implement projects) go about their work. Drawing on research evaluating 15 community-based adaptation projects in Vanuatu we found that despite genuine attempts, projects invariably fell short of success, longevity and sustainability. We argue that the indifferent, albeit variable, success of most projects is attributable to the construction of the geographical scale of ‘community-based’ and the deficit view flowing down to the ‘community’ through hubris policy, funding guidelines and individual implementers. Our findings show that ‘experts’ are working in Pacific communities, conducting assessments that involve asking what ‘community’ needs are, going away to design projects, coming back and implementing projects, which communities are inevitably challenged to sustain once funding has ceased. We postulate that these limitations stem from such a formation of adaptation work that pejoratively fails to see Pacific Islanders in situ as the best litmus test of their own agendas, needs, aspirations and futures and in the best position to make decisions for themselves about what and how they might become more resilient. We claim from a growing body of evidence and new frontiers in research that, rather than adaptation being ‘community-based’, it needs to be ‘locally led’, not limited to ‘communities’, and should take place across different entry points and incorporate, as appropriate, elements of autonomous/Indigenous peoples ownership.
As in the past, most Pacific Island people live today along island coasts and subsist largely on foods available both onshore and offshore. On at least two occasions in the 3500 years that Pacific ...Islands have been settled, sea level changes affected coastal bioproductivity to the extent that island societies were transformed in consequence. Over the past 200 years, sea level has been rising along most Pacific Island coasts causing loss of productive land through direct inundation (flooding), shoreline erosion and groundwater salinization. Responses have been largely uninformed, many unsuccessful. By the year 2100, sea level may be 1.2 m higher than today. Together with other climate‐linked changes and unsustainable human pressures on coastal zones, this will pose huge challenges for livelihoods. There is an urgent need for effective and sustainable adaptation of livelihoods to prepare for future sea level rise in the Pacific Islands region. There are also lessons to be learned from past failures, including the need for adaptive solutions that are environmentally and culturally appropriate, and those which appropriate decision makers are empowered to design and implement. Around the middle of the twenty‐first century, traditional coastal livelihoods are likely to be difficult to sustain, so people in the region will need alternative food production systems. Within the next 20–30 years, it is likely that many coastal settlements will need to be relocated, partly or wholly. There are advantages in anticipating these needs and planning for them sooner rather than later. In many ways, the historical and modern Pacific will end within the next few decades. There will be fundamental irreversible changes in island geography, settlement patterns, subsistence systems, societies and economic development, forced by sea level rise and other factors.
In the interests of improving engagement with Pacific Island communities to enable development of effective and sustainable adaptation strategies to climate change, we looked at how traditional oral ...narratives in rural/peripheral Fiji communities might be used to inform such strategies. Interviews were undertaken and observations made in 27 communities; because the custodians of traditional knowledge were targeted, most interviewees were 70-79 years old.
The view that oral traditions, particularly those referring to environmental history and the observations/precursors of environmental change, were endangered was widespread and regretted. Interviewees’ personal experiences of extreme events (natural disasters) were commonplace but no narratives of historical (unwitnessed by interviewees) events were found. In contrast, experiences of previous village relocations attributable (mainly) to environmental change were recorded in five communities while awareness of environmentally driven migration was more common. Questions about climate change elicited views dominated by religious/fatalist beliefs but included some more pragmatic ones; the confusion of climate change with climate variability, which is part of traditional knowledge, was widespread.
The erosion of traditional environmental knowledge in the survey communities over recent decades has been severe and is likely to continue apace, which will reduce community self-sufficiency and resilience. Ways of conserving such knowledge and incorporating it into adaptation planning for Pacific Island communities in rural/peripheral locations should be explored.
Pacific Island nations face similar challenges from climate change to those faced by other developing nations, yet these are exacerbated by the comparative smallness, remoteness, and archipelagic ...character of many of the islands. Proposed solutions to the effects of climate change in the Pacific Islands have often been uncritically imposed from elsewhere and have often proved unsuited to both their environmental and cultural contexts. Effective solutions to challenges of climate change in the Pacific Islands should acknowledge their unique environmental characteristics, particularly their high insularity (coastal length to land area) ratios, their topographic and geological diversity, and the raw materials available to support adaptation. It is important for policy makers to understand the cultural influences that have helped shape current environmental decision making, and the ways in which adaptations to climate change can be sustained. The efficacy of donor preferences for aid funding of policy development (top-down) rather than empowering community-level decision-makers (bottom-up) is questionable. Pacific Island governments are focused on economic growth, with little tangible investment in non-profit environmental sustainability. In the future they should take on ownership of the climate-change adaptation process to a greater degree than they do at present, with external assistance brought in only for special cases and for the trialling of novel solutions, rather than for routine adaptation. Globally, there should be less emphasis on sea-level rise as the principal challenge posed by climate change to Pacific Island nations and a better appreciation of the other challenges, particularly inundation and salinization of economically critical lowland, as well as coral-reef degradation.

This paper examines the introduction, transmission, and incidence of COVID-19 into Pacific SIDS.
Calculate the rate of transmission (the average number of new cases per day between the first recorded case and the most recent day) and connectivity (daily direct flights to the leading airport in each selected island group) using flight history and COVID-19 transmission data.
Correlational analyses show that connectivity is positively related with (a) first-case dates and (b) spread rate in Pacific SIDS.
Connectivity plays a central role in the spread of COVID-19 in Pacific SIDS. The continued entry of people was a significant factor for spread within countries. Efforts to prevent transmission by closing borders reduced transmission but also created significant economic hardship because many Pacific SIDS rely heavily on tourism and international exchange. The findings highlight the importance of exploring the possibility that the COVID-19 spread rate may be higher than official figures indicate, and present pathways to mitigate socio-economic impacts. The practical implications of the findings reveal the vulnerability of Pacific SIDS to pandemics and the key role of connectivity in the spread of COVID-19 in the Pacific region.
Stories belonging to Australian Aboriginal groups tell of a time when the former coastline of mainland Australia was inundated by rising sea level. Stories are presented from 21 locations from every ...part of this coastline. In most instances it is plausible to assume that these stories refer to events that occurred more than about 7000 years ago, the approximate time at which the sea level reached its present level around Australia. They therefore provide empirical corroboration of postglacial sea-level rise. For each of the 21 locations, the minimum water depth (below the present sea level) needed for the details of the particular group of local-area stories to be true is calculated. This is then compared with the sea-level envelope for Australia (Lewis et al., Quaternary Science Reviews 74, 2013), and maximum and minimum ages for the most recent time that these details could have been observed are calculated. This method of dating Aboriginal stories shows that they appear to have endured since 7250-13 070 cal years bp (5300-11 120 bc). The implications of this extraordinary longevity of oral traditions are discussed, including those aspects of Aboriginal culture that ensured effective transgenerational communication and the possibility that traditions of comparable antiquity may exist in similar cultures.

Water scarcity is a global challenge, yet existing responses are failing to cope with current shocks and stressors, including those attributable to climate change. In sub-Saharan Africa, the impacts ...of water scarcity threaten livelihoods and wellbeing across the continent and are driving a broad range of adaptive responses. This paper describes trends of water scarcity for Africa and outlines climate impacts on key water-related sectors on food systems, cities, livelihoods and wellbeing, conflict and security, economies, and ecosystems. It then uses systematic review methods, including the Global Adaptation Mapping Initiative, to analyse 240 articles and identify adaptation characteristics of planned and autonomous responses to water scarcity across Africa. The most common impact drivers responded to are drought and participation variability. The most frequently identified actors responding to water scarcity include individuals or households (32%), local government (15%) and national government (15%), while the most common types of response are behavioural and cultural (30%), technological and infrastructural (27%), ecosystem-based (25%) and institutional (18%). Most planned responses target low-income communities (31%), women (20%), and indigenous communities (13%), but very few studies target migrants, ethnic minorities or those living with disabilities. There is a lack of coordination of planned adaptation at scale across all relevant sectors and regions, and lack of legal and institutional frameworks for their operation. Most responses to water scarcity are coping and autonomous responses that showed only minor adjustments to business-as-usual water practices, suggesting limited adaptation depth. Maladaptation is associated with one or more dimension of responses in almost 20% of articles. Coordinating institutional responses, carefully planned technologies, planning for projected climate risks including extension of climate services and increased climate change literacy, and integrating indigenous knowledge will help to address identified challenges of water scarcity towards more adaptive responses across Africa.
