The use of water quality indices (WQIs) as a tool to evaluate the status of water quality in rivers has been introduced since the 1960s. The WQI transforms selected water quality parameters into a ...dimensionless number so that changes in river water quality at any particular location and time could be presented in a simple and easily understandable manner. Although many WQIs have been developed, there is no worldwide accepted method for implementing the steps used for developing a WQI. Thus, there is a continuing interest to develop accurate WQIs that suit a local or regional area. This paper aimed to provide significant contribution to the development of future river WQIs through a review of 30 existing WQIs based on the four steps needed to develop a WQI. These steps are the selection of parameters, the generation of sub-indices, the generation of parameter weights and the aggregation process to compute the final index value. From the 30 reviewed WQIs, 7 were identified as most important based on their wider use and they were discussed in detail. It was observed that a major factor that influences wider use of a WQI is the support provided by the government and authorities to implement a WQI as the main tool to evaluate the status of rivers. Since there is a lot of subjectivity and uncertainty involved in the steps for developing and applying a WQI, it is recommended that the opinion of local water quality experts is taken, especially in the first three steps (through techniques like Delphi method). It was also observed that uncertainty and sensitivity analysis was rarely undertaken to reduce uncertainty, and hence such an analysis is recommended for future studies.
In the past few decades, there have been extensive efforts on measuring sustainability. One example is the development of assessment tools based on sustainability indicators. Several individuals and ...organisations have suggested various indices for assessing sustainability. This paper focuses on the review of water sustainability assessment using the indicator-based approach. It discusses major definitions of sustainable development that have been proposed and more specific concepts of sustainability based on sustainability principles and criteria. It then proceeds with the review of existing definitions, principles and guidelines on sustainable water resource management. The paper then explores elements of indicator-based water sustainability assessment. These elements include the selection of components and indicators, obtaining sub-index values, weighting schemes for components and indicators, aggregation of components and indicators, robustness analysis of the index, and interpretation of the final index value. These six elements are explored considering four existing water sustainability indices and two other sustainability indices that are thought to be useful for the development and use of water sustainability indices.
The review presented in this paper on indicator-based water sustainability assessment can provide significant inputs to water stakeholders worldwide for using existing indices, for customising existing indices for their applications, and for developing new water sustainability indices. These indices can provide information on current conditions of water resources, including identifying all factors contributing to the improvement of water resources. This information can be used to communicate the current status of existing water resources to the wider community. Also, the water sustainability indices can be used to assist decision makers to prioritise issues, challenges and programmes related to water resource management.

This paper presents a novel approach to incorporate the non-stationarities characterised in the GCM outputs, into the Predictor-Predictand Relationships (PPRs) in statistical downscaling models. In ...this approach, a series of 42 PPRs based on multi-linear regression (MLR) technique were determined for each calendar month using a 20-year moving window moved at a 1-year time step on the predictor data obtained from the NCEP/NCAR reanalysis data archive and observations of precipitation at 3 stations located in Victoria, Australia, for the period 1950-2010. Then the relationships between the constants and coefficients in the PPRs and the statistics of reanalysis data of predictors were determined for the period 1950-2010, for each calendar month. Thereafter, using these relationships with the statistics of the past data of HadCM3 GCM pertaining to the predictors, new PPRs were derived for the periods 1950-69, 1970-89 and 1990-99 for each station. This process yielded a non-stationary downscaling model consisting of a PPR per calendar month for each of the above three periods for each station. The non-stationarities in the climate are characterised by the long-term changes in the statistics of the climate variables and above process enabled relating the non-stationarities in the climate to the PPRs. These new PPRs were then used with the past data of HadCM3, to reproduce the observed precipitation. It was found that the non-stationary MLR based downscaling model was able to produce more accurate simulations of observed precipitation more often than conventional stationary downscaling models developed with MLR and Genetic Programming (GP).

This article is the second of a series of two articles. In the first article, two models were developed with National Centers for Environmental Prediction/National Center for Atmospheric ...Research (NCEP/NCAR) reanalysis and HadCM3 outputs, for statistically downscaling these outputs to monthly precipitation at a site in north‐western Victoria, Australia. In that study, it was seen that the downscaling model developed with NCEP/NCAR reanalysis outputs performs much better than the model developed with HadCM3 outputs. Furthermore, it was found that there is large bias in HadCM3 outputs which needs to be corrected. In this article, the downscaling model developed with NCEP/NCAR reanalysis outputs was used to downscale HadCM3 20th century climate experiment outputs to monthly precipitation over the period 1950–1999. In all four seasons, the precipitation downscaled with HadCM3 20th century outputs, displayed a large scatter and the majority of precipitation was overestimated. The precipitation downscaled with HadCM3 outputs was bias‐corrected against the observed precipitation pertaining to the period 1950–1999, using three techniques: (1) equidistant quantile mapping (EDQM), (2) monthly bias‐correction (MBC) and (3) nested bias‐correction (NBC). Although all these bias‐correction techniques were able to adequately correct the statistics of downscaled precipitation, the magnitude of the scatter of precipitation remained almost the same. Considering the performances and its ability to correct the cumulative distribution of precipitation, EDQM was selected for the bias‐correction of future precipitation projections. HadCM3 outputs for the A2 and B1 greenhouse gas scenarios were introduced to the downscaling model and the downscaled precipitation for the period 2000–2099 was bias‐corrected with the EDQM technique. Both A2 and B1 scenarios indicated a rise in the average of future precipitation in winter and a drop in it in summer and spring. These scenarios showed an increase in the maximum monthly precipitation in all seasons and an increase in percentage of months with zero precipitation in summer, autumn and spring.

This article is the first of two companion articles providing details of the development of two separate models for statistically downscaling monthly precipitation. The first model was ...developed with National Centers for Environmental Prediction/National Center for Atmospheric Research (NCEP/NCAR) reanalysis outputs and the second model was built using the outputs of Hadley Centre Coupled Model version 3 GCM (HadCM3). Both models were based on the multi‐linear regression (MLR) technique and were built for a precipitation station located in Victoria, Australia. Probable predictors were selected based on the past literature and hydrology. Potential predictors were selected for each calendar month separately from the NCEP/NCAR reanalysis data, considering the correlations that they maintained with observed precipitation. Based on the strength of the correlations, these potential predictors were introduced to the downscaling model until its performance in validation, in terms of Nash–Sutcliffe Efficiency (NSE), was maximized. In this manner, for each calendar month, the final sets of potential predictors and the best downscaling models with NCEP/NCAR reanalysis data were identified. The HadCM3 20th century climate experiment data corresponding to these final sets of potential predictors were used to calibrate and validate the second model. In calibration and validation, the model developed with NCEP/NCAR reanalysis data displayed NSEs of 0.74 and 0.70, respectively. The model built with HadCM3 outputs showed NSEs of 0.44 and 0.17 during the calibration and validation periods, respectively. Both models tended to under‐predict high precipitation values and over‐predict near‐zero precipitation values, during both calibration and validation. However, this prediction characteristic was more pronounced by the model developed with HadCM3 outputs. A graphical comparison of observed precipitation, the precipitation reproduced by the two downscaling models and the raw precipitation output of HadCM3, showed that there is large bias in the precipitation output of HadCM3. This indicated the need of a bias‐correction, which is detailed in the second companion article.

Yield plays a central role in the processes, practices, management and operation of urban water supply systems. Improved accuracy of the yield estimate is important and can be obtained by improving knowledge of important variables. Yield is typically estimated via computational simulation using the entire sequence of available historic climate data. Sensitivity analysis provides a framework and many techniques that can identify important variables in a computational model. Using the Morris method, this paper investigates the importance of input variables used in the estimation of yield of urban water supply systems. The Barwon urban water supply system in Australia is used as the case study. Using a number of climate scenarios of various lengths, sensitivity analysis showed that the security criteria of the Barwon system was the most important to the yield estimate. The upper restriction rule curve also showed notable importance. Significantly the results showed that the use of a single climate sequence for estimating yield would produce misrepresentative results for another climate scenario.
This study investigated the impacts of climate change on the urban heat island (UHI) and the number of very hot (maximum temperature >35°C) and very cold days (minimum temperature <5°C) in the ...central business district (CBD) of Melbourne city in Australia. A station located in Laverton (less urbanised area), which is 17 km southwest of Melbourne CBD, was selected as the reference station for the computation of UHI intensity in Melbourne CBD. Using daily minimum/maximum temperatures at the two stations, nocturnal/diurnal UHI intensities in Melbourne CBD were computed for the period 1952–2010. It was found that in Melbourne CBD, nocturnal UHI intensities show a clear rising trend over the period 1952–2010 unlike the diurnal UHI intensities. For the analysis of nocturnal UHI intensities in Melbourne CBD, under changing climate, for each calendar month statistical models based on the gene expression programming (GEP) technique were developed for downscaling general‐circulation model (GCM) outputs to monthly average minimum temperature at Melbourne CBD and Laverton. Using the outputs of HadCM3, GFDL2.0 and ECHAM5 pertaining to the A2 greenhouse gas emission scenario on the downscaling models, projections of monthly average minimum temperature were produced for the two stations over the period 2000–2099. In each season, at both stations, the ensemble average of monthly minimum temperature gradually increased over the period 2000–2099. The ensemble‐average UHI intensity in Melbourne CBD projected into the future was higher for all seasons in comparison to that of period 1952–1971. Downscaling models based on the GEP technique were developed for each calendar month for projecting the number of very hot days in November–March and very cold days in May–September in Melbourne CBD. It was found that, in the future, summer weather will spread to early autumn, and winter weather will move to early spring, in Melbourne CBD.
PTEN is a tumour suppressor with phosphatase activity in vitro against both lipids and proteins and other potential non-enzymatic mechanisms of action. Although the importance of PTEN's lipid ...phosphatase activity in regulating the PI3K signalling pathway is recognized, the significance of PTEN's other mechanisms of action is currently unclear. In this study, we describe the systematic identification of a PTEN mutant, PTEN Y138L, with activity against lipid, but not soluble substrates. Using this mutant, we provide evidence for the interfacial activation of PTEN against lipid substrates. We also show that when re-expressed at physiological levels in PTEN null U87MG glioblastoma cells, the protein phosphatase activity of PTEN is not required to regulate cellular PtdInsP(3) levels or the downstream protein kinase Akt/PKB. Finally, in three-dimensional Matrigel cultures of U87MG cells similarly re-expressing PTEN mutants, both the protein and lipid phosphatase activities were required to inhibit invasion, but either activity alone significantly inhibited proliferation, albeit only weakly for the protein phosphatase activity. Our data provide a novel tool to address the significance of PTEN's separable lipid and protein phosphatase activities and suggest that both activities suppress proliferation and together suppress invasion.
