German social policy has promoted family centers for the past decade, and in that period they have spread considerably. At first glance, this development suggests that contemporary social policy in ...Germany is implementing new services to support families directly. We question that. To support our critical perspective, we present some of the key results of a content analysis of political documents promoting family centers in the most populous German state of North Rhine-Westphalia. Our analysis shows that the spread of family centers in North Rhine-Westphalia is founded on particular assumptions about families, assumptions that create connections with various traditional fields of federal social policy in Germany. Drawing on Luhmann's theory of social systems and on new institutionalism, we conclude that the case of family centers in North Rhine-Westphalia shows how the "new" idea of family centers does not contradict but conform to pre-existing, long-established institutional structures social services in Germany. In the broader historical context of German social policy, therefore, the case of North Rhine-Westphalia illustrates how family centers should not be interpreted as family services per se.
During the last 30 years, the governments of many Western countries have repeatedly called for an end to welfare. While the virtue of this goal and the means of achieving it continue to be debated in ...politics, much of contemporary social science research assumes that, in fact, the end of the welfare state has already occurred. The authors of this volume hope to contribute to a clearer understanding of how, where and to what extent welfare state settings really have changed since the 1980s. Their work examines questions of change and continuity while exploring various welfare practices in the Western world.
There are currently 65.6 million people who have become refugees worldwide. (UNHCR 2017) Many of these people try to make it to so-called Western welfare states. The latest peak of 2.0 million new ...asylum claims in 2016 confirms this trend: By the end of 2016, “with 722,400 such claims, Germany was the world’s largest recipient of new individual applications, followed by the United States of America (262,000), Italy (123,000), and Turkey (78,600).” (UNHCR 2017). As a specifically categorized subgroup of young people who have been forcefully displaced as a result of persecution, conflict, violence, and human rights violations, and who fled without any legal guardian to assumedly safe(r) countries, so-called “Unaccompanied Minors (UAM)” symbolize this general development of flight and migration like few others. In 2015-2016, 300,000 young people became registered as UAM. (Unicef 2017, p. 6) This was neither a sudden development, nor was it unforeseen by those experts who had investigated the phenomenon for years and pointed at it to alert politicians and (social service) administrators across Europe and the world. Instead, the number of UAM increased rapidly and constantly during the last eight years, until the total number of asylum applicants considered to be UAM rose to approximately twenty times the original number in 2008.
ZusammenfassungIm Anschluss an eigene objektivierungskritische Arbeiten sowie bisher vorliegende narrative Analysen zu Grand Theories der Sozialen Arbeit nehmen wir im vorliegenden Beitrag eine ...narrationsanalytisch inspirierte Perspektive ein. Am Beispiel der Theorie der Unterstützung zur Lebensbewältigung untersuchen wir eine prominente Großtheorie der Sozialen Arbeit auf ihre narrative Struktur hin. Wir beschränken uns dafür auf die Eingangssequenzen eines bedeutenden Textes aus dem Gesamtkorpus der Theorie. Deutlich wird, dass die Theorie mithilfe komplexer Verschränkungen von Metonymien und Synekdochen und eines vorwiegend mechanistischen Argumentationsmodus die narrative Struktur einer maximal eindeutigen Geschichte voller Zwang, Notwendigkeit und struktureller Eindeutigkeit aufweist. Dabei geht es der Theorie vor allem um eine maximale Orientierung für die Soziale Arbeit, wie sie sich begreifen sollte, um zu erkennen, was und wie sie eigentlich ist. Die zentrale Plausibilisierungsstrategie beruht auf dem Argument faktischer Eindeutigkeit historisch entstandener und dauerhaft fortwirkender Strukturen und sich daraus ergebender Notwendigkeiten und Möglichkeitsspielräume. Im Ergebnis entsteht eine Comedy Sozialer Arbeit, in deren Mittelpunkt die Soziale Arbeit als ein sozial unumgänglicher und der Funktion nach durchweg pädagogischer Sachverhalt steht. Daneben finden sich Elemente aus Märchenerzählungen, welche den Eindruck einer zu tradierenden Familiengeschichte entstehen lassen.

Abstract
Conducting a survey with refugee populations involves particular challenges. Among these challenges, sampling, implementation and survey translation are crucial. This becomes even more ...obvious when trying to access hard-to-survey subgroups of a larger refugee population. This paper demonstrates possible ways of addressing sampling, implementation and translation problems and some of the associated pitfalls based on the example of a quantitative survey intended for refugee parents in the state of Lower Saxony/Germany. First, we argue that based on the need to collect representative data, adjusting the target population may be one way to respond to the lack of a sampling frame for the original target population. Second, we reason that under unforeseen circumstances, such as an ongoing pandemic, ad-hoc changes may be needed in implementation strategies, and we shed light on some disadvantages of self-administered web-based surveys in refugee studies. Third, we claim that surveys involving linguistically and culturally diverse refugee populations benefit to large extent from using a modified variant of the team translation approach (TRAPD). In our conclusion, we critically reflect on adaptable strategies for ensuring well-defined samples, a reasoned implementation and translation practice that meet the challenges of representing a distinct refugee population’s diversity.
In Germany the issue of unaccompanied minors (UAM) has attracted increasing attention during recent years: politics, the media, professionals and researchers have all tried to react to the phenomenon ...adequately and “find solutions” to assumed problems. However, this paper reviews different aspects in regard to unaccompanied minors in Germany from a socio-pedagogical perspective. Firstly, insights into statistical data are given that reveal how heterogeneous the group of young people arriving and living in Germany is, despite the fact that they are all labelled the same (as UAM). Secondly, the changing legal and political framework for UAM reception in Germany is outlined and discussed. Thirdly, there is a focus on clearance practices and care arrangements for which the child and youth care system takes the main responsibility. Since the body of German research on this topic is far from being satisfactory, the conclusion points out the main gaps and challenges for future research.
To this date, there is a lack of data on the absolute number of people who became refugees in 2017. There are reasons to assume, though, that the global situation regarding flight and migration has ...not changed significantly since we published Part I of this special issue on “Unaccompanied Minors in Europe” in the fall of 2017. However, there seem to be new trends with regard to refugees seeking asylum in the EU, generally, and concerning those young people who arrive and live in Europe under the label of being an unaccompanied minor (UAM). This applies to various constituents. For example, the refugee routes currently seem to be changing; the number of young people coming to Europe seems to be declining, policies are becoming more restrictive while at the same time formally putting forward the best interest of the child and, alongside this, the challenges for professionals dealing with UAM are obviously changing.
