The paper discusses the decisions on the reform of the CAP from June 2003. The decisions focus on the decoupling of the direct payments to farmers from production. This will reduce production ...incentives and thereby improve the allocation of resources. However, payments to farmers will hardly be reduced in total but rather partly be redirected towards rural development policies, environmental policies and animal health measures. Since a consistent rationale for permanent payments to farmers is missing, payments should be stopped completely. The increase of financial support for rural development is the wrong way, since most measures, again, are interventions in favour of farmers.

In a rather broad perspective the agricultural sectoral and related objectives are analyzed for their consistency and ...compatability with higher ranking societal objectives. The policiesÂ’ allocational and distributional consequences are assessed in a qualitative manner by comparing them with a hypothetical first-best policy. The analysis focusses on the distortions in land allocation between agriculture, forestry and environmental purposes as well as on distributional consequences, taking into account the envisaged eastern enlargement. Among the consequences are excessive budget outlays and high economic rents for landowners, who are increasingly no active farmers themselves. Finally, problems of implementing a liberal CAP reform are discussed.

Die europäische Agrarpolitik führt zu schwerwiegenden Effizienzverlusten und hat Verteilungswirkungen, die gesamtwirtschaftlich kaum zu rechtfertigen sind. Anlaß für neuerliche Reformvorschläge der ...Kommission sind aber nicht diese Mängel der heutigen Politik, sondern die geplante EU-Erweiterung und daraus resultierende finanzielle Belastungen sowie 1999 anstehende WTO-Verhandlungen über eine weitere Handelsliberalisierung. Die im Rahmen der Agenda 2000 unterbreiteten Reformvorschläge sehen bei einigen Produkten zwar weitere administrative Preissenkungen vor; diese sollen aber, wie schon nach der Reform von 1992, durch steigende flächen- oder tierbezogene direkte Transfers kompensiert werden, wenn auch nicht in voller Höhe. Insgesamt sollen diese Direktzahlungen weiter ausgeweitet werden, obwohl eine stichhaltige ökonomische Begründung fehlt und z.B. in Deutschland schon 1995/96 die staatlichen Zahlungen an die Landwirtschaft etwa doppelt so hoch waren wie deren am Markt erwirtschaftete Einkommen. Anders als von politischer Seite behauptet, kommen die enormen Haushaltstransfers und die zusätzlichen Verbrauchertransfers, die eine Folge erhöhter Preise sind, nur zum geringeren Teil den wirtschaftenden Landwirten zugute. Abgesehen davon, daß als Folge der komplizierten und z.T. widersprüchlichen Anreize ein erheblicher Teil als Sickerverlust oder durch Betrug verlorengehen dürfte, führt der überwiegende Teil der von Landwirten empfangenen Transfers nur zu einer Erhöhung der Einkommen von Bodeneigentümern. Berücksichtigt man, daß in Deutschland mehr als die Hälfte der Fläche als Pachtland bewirtschaftet wird — mit deutlich steigender Tendenz — und daß der ganz überwiegende Teil der verpachteten Fläche Personen außerhalb der Landwirtschaft gehört, so wird die Fragwürdigkeit der gesamten Transferzahlungen deutlich. Da die hohen direkten Transferzahlungen inzwischen auch politisch Anstoß erregen, wird in der Agenda 2000 deren generelle Bindung an Umweltleistungen von Landwirten vorgeschlagen. Damit werden aber zwei völlig unterschiedliche Tatbestände vermischt: das Kompensationsziel und die Reduzierung von Umweltproblemen. Zwar wird nicht bezweifelt, daß punktuell ein Bedarf an weniger (intensiver) Landbewirtschaftung besteht, die dann gezielt honoriert werden kann; großenteils sind entsprechende Konflikte aber gerade eine Folge des Agrarschutzes. Der Abbau des Preisschutzes und die Begründung von Transferzahlungen mit daraus resultierenden positiven Umweltleistungen ist nicht gerechtfertigt und führt wiederum nur zur Erhöhung der Bodenrenten, also leistungsloser Einkommen. Sachgerecht wäre es, auch im Hinblick auf EU-Erweiterung und WTO-Verhandlungen, sowohl den Preisschutz als auch die Kompensationszahlungen vollständig abzubauen, da eine ökonomische Begründung wie z.B. Marktversagen fehlt. Würde man dabei einen Anpassungszeitraum von 5-7 Jahren zubilligen, so wäre auch dem Anspruch von Unternehmern auf Vertrauensschutz Genüge getan. Dies gilt zumindest dann, wenn man Parallelen zu anderen Sektoren zieht, in denen sich der Strukturwandel gravierend beschleunigt hat.
World commodity prices increased in 1996 on aggregate by 7 percent. However, taking yearly averages, this was the result of heterogeneous developments: increasing oil prices, which have a dominant ...weight, and falling prices for industrial raw materials and food and beverages. Forecasts for 1997 and 1998 point in the opposite direction: oil prices are expected to fall slightly whereas industrial raw material prices are likely to increase, a process which already began at the end of 1996 and will level off through 1998. Prices for food and beverages will decline slightly after a pronounced increase during the first months of 1997.
