EU regulatory initiatives on technology-related topics has spiked over the past few years. On the basis of its Priorities Programme 2019-2024, while creating “Europe fit for the Digital Age”, the EU ...Commission has been busy releasing new texts aimed at regulating a number of technology topics, including, among others, data uses, online platforms, cybersecurity, or artificial intelligence. This paper identifies three basic phenomena common to all, or most, EU new technology-relevant regulatory initiatives, namely (a) “act-ification”, (b) “GDPR mimesis”, and (c) “regulatory brutality”. These phenomena divulge new-found confidence on the part of the EU technology legislator, who has by now asserted for itself the right to form policy options and create new rules in the field for all of Europe. These three phenomena serve as indicators or early signs of a new European technology law-making paradigm that by now seems ready to emerge.
This book examines the potential role of European Union law in combating poverty and social exclusion in the European Union. Anti-poverty strategies have been part of the European Union agenda for ...decades. Most saliently, over a decade ago, the EU’s Member States pledged to lift 20 million people out of poverty. In spite of this commitment, the EU did not even meet a quarter of this target, and over 113 million people still were at risk of poverty and social exclusion by the end of 2020. This book addresses the incongruence between a quite developed EU policy strategy and a well-embedded legal objective on the one hand, and the lack of direct legal action on the other. Analysing the role of social policy instruments, fundamental rights, and the constitutional framework of the European Union, it makes a detailed case for a contribution of EU law to the policy objective of combating poverty and social exclusion. Drawing on work in law, politics, social policy and economics, this book will interest scholars and policymakers in the areas of EU law, labour and social security, human rights, political science and social and public policy.
Low-carbon societies will need to store vast amounts of electricity to balance intermittent generation from wind and solar energy, for example, through frequency regulation. Here, we derive an ...analytical solution to the decision-making problem of storage operators who sell frequency regulation power to grid operators and trade electricity on day-ahead markets. Mathematically, we treat future frequency deviation trajectories as functional uncertainties in a receding horizon robust optimization problem. We constrain the expected terminal state-of-charge to be equal to some target to allow storage operators to make good decisions not only for the present but also the future. Thanks to this constraint, the amount of electricity traded on day-ahead markets is an implicit function of the regulation power sold to grid operators. The implicit function quantifies the amount of power that needs to be purchased to cover the expected energy loss that results from providing frequency regulation. We show how the marginal cost associated with the expected energy loss decreases with roundtrip efficiency and increases with frequency deviation dispersion. We find that the profits from frequency regulation over the lifetime of energy-constrained storage devices are roughly inversely proportional to the length of time for which regulation power must be committed.
