The article analyses the impact of Eastern Partnership initiatives on the Europeanization processes in Ukraine. Particular attention is paid to the external Europeanization and the Europeanization ad ...personam in context of bilateral relations between the European Union and Ukrainian authorities. In order to follow the implications of the external Europeanization from the perspective of institutional dimension, the paper underlines the essence of Eastern Partnership instruments and initiatives aimed at the enhancement of cooperation among the partner states and at the engagement of civil society actors into the policy-making process. Furthermore, the accent is put on the issue of Eastern Partnership and European integration in political discourse of Ukrainian presidents. The comparative analysis of presidential rhetorical strategies gives opportunity to study the evolution of ad personam dimension of the Europeanization process in Ukraine and analyse the connection between rhetorical messages and future format of EU-Ukraine cooperation
Cet article explore le rôle des organisations de la société civile (OSC) en Roumanie, en Serbie et au Monténégro et vise a évaluer si leurs activités sont conformes a la conditionnalité de l'UE. Les ...recherches sur l'européanisation et les activités des OSC se concentrent généralement sur la maniere dont l'Union européenne façonne les stratégies des groupes organisés, renforce leur capacité a exercer une pression sur les autorités et déclenche leur efficacité a influencer l'élaboration des politiques. Par conséquent, trois concepts principaux seront explorés : l'européanisation, la société civile et la durabilité des OSC. Les objectifs de l'article sont les suivants : dans un premier temps, fournir le cadre conceptuel, puis, dans un second temps, présenter le développement de la société civile en Roumanie avant l'adhésion a l'UE. La deuxieme partie de l'article est centrée sur une analyse des environnements dans lesquels les OSC operent (en Serbie, au Monténégro et en Roumanie) et essayera de proposer quelques améliorations au sein de différents secteurs de la société civile. La principale question de recherche, sur laquelle cette analyse est fondée, est de savoir si la Roumanie peut offrir ou non des exemples a suivre pour le Monténégro et la Serbie ou, en d'autres termes, si elle représente un modele qui pourrait etre transféré aux pays des Balkans occidentaux.
This article combines postcolonial and feminist geography approaches to make sense of refugees’ everyday lives in Europe. The article weaves ‘global’ accounts on migration and ‘local’ negotiations of ...inclusion and exclusion into one story: how young refugees, within urban spaces of arrival, challenge and reformulate European orders of belonging and citizenship. Departing from works that conceptualise arrival within the urban fabric, it suggests a postcolonial lens to young refugees’ intimate and embodied processes of emplacement. My explorations are based on field research conducted in the East German city of Leipzig. This local urban context provides unique insights into how migration-related phenomena are negotiated in a very particular European region in which postsocialist and postcolonial histories of migration intersect. Based on qualitative interviews and ethnographic observations, the article interprets the young peoples’ articulations as ways of ‘speaking back’ to and countering the violent and hierarchical segmentation of the (post)colonial world. In creating alternative spaces of belonging, citizenship and encounter, they decentre Europe from below.
This paper aims to analyze the Europeanization of Albanian public administration in light of opening negotiations. The main research question is whether and to what extent Albanian public ...administration can approximate domestic legislation and ensure effective implementation. The core methodology in this paper is the traditional legal doctrine, which is based on analyses and interpretations of the EU acquis and Albanian legislation with a specific focus on reforming public administration. A reference to secondary sources in the Europeanization of public administration enriches the study. The paper argues that Albania has improved the legal framework for public administration in compliance with the EU acquis. However, it fails to ensure the proper implementation due to the following challenges: i) politicized bureaucracy, ii) the lack of capacity, iii) lack of public consultation with stakeholders, and iv) the inability to put in sound planning mechanisms and to carry out a realistic assessment. The paper concludes that Albania must establish a professional public administration with sufficient knowledge of EU acquis and adequately qualified staff to harmonize the domestic legal system and ensure proper implementation.
The generation of the competence education idea in Ukraine based on the EU benchmarks is studied. It is underlined that the transformation of the national education into the competence base is a ...component of the European integration of Ukraine. The authors made conclusion that the Ukrainian education has gone from proclaiming the idea of the competence education, its conceptual justification to implementation. The research results evidence that the support of the competence idea at the level of educational policy is the most successful in Ukraine. At the same time, at the implementation level the competence idea meets a number of challenges due to the novelty of a clear correlation between strategic, didactic and methodological levels. The authors conclude that the problem of the formation of key competences, firstly of transversal or cross-curricular ones, remains underdeveloped; the aspects of crosscurricular links and integration of the education content requires further development; the level of assessing younger students in competencies is even more underdeveloped. On the other hand, the authors generalise that common globalization challenges, powerful integration processes in Europe, Europeanization affecting the European countries outside the EU borders contribute greatly to the synchronization of the education in Ukraine with EU standards.
