Deutschland steht vor einer neuen Wohnungsfrage. Der anhaltende Boom am Immobilienmarkt spaltet die Gesellschaft in Gewinner*innen und Verlierer*innen. Auf der einen Seite haben die Preissteigerungen ...seit 2011 deutsche Immobilienbesitzer um etwa drei Billionen Euro reicher gemacht. Mehr als die Hälfte der Kapitalgewinne entfiel auf die reichsten zehn Prozent der Deutschen, aber auch Haushalte der oberen Mittelschicht (80. Perzentil) haben stark profitiert. Städtische Mieterhaushalte mit geringem Einkommen sind die großen Verlierer des Booms. In den Städten sind die Mieten im letzten Jahrzehnt dort am stärksten gewachsen, wo einkommensschwache Haushalte leben (»Gentrifizierung«). Obwohl steigende Mieten zeigen, dass das zu geringe Angebot von Wohnraum und nicht das niedrige Zinsumfeld den Boom am Immobilienmarkt treibt, versäumt es Deutschland weiterhin, die niedrigen Zinsen für zusätzliche Investitionen zu nutzen. Unsere Prognose des Wohnungsbedarfs bis 2030 lässt erwarten, dass das soziale Konfliktpotenzial der neuen Wohnungsfrage weiter zunehmen wird: Im Jahr 2030 werden knapp eine Million Wohnungen fehlen, davon allein 340.000 in den sieben größten Städten.

In colonial Brazil, the Quimbundo word mocambo referred to free African settlements, commonly known as quilombos. Since the early 20th century, though, while the original sense remained confined to a ...purely historical and linguistic context, sanitary and social representations of urban growth vested the term with a totally different meaning. Henceforth it started to appear, not only to experts and political authorities but to ordinary people in general, as a regional equivalent of “slums”. In an old colonial city of the Nordeste like Recife, where, after the abolition of slavery, mocambos used to connote decay, the modern sense of the word helped to legitimate technical discourses on city planning and the whole idea of a housing policy. Symbol of poverty and backwardness, however, the world of mocambos, from the 1920s on, also appealed to local sensibilities in search of elements of cultural identity. As one of the most characteristic features of vernacular architecture in Brazil, the mocambo became, for a regionalist perspective, the object of anthropological, sociological and artistic imagination. This article tries to examine these contemporary, conflicting acceptations of the word in order to understand how the city came to see and to name itself over the first half of the century.

This book focuses on housing in rural Britain. It specifically discusses the countrysides of England, Scotland and Wales. It focuses on what can broadly be described as the ‘rural housing question’. ...While there are many questions attached to rural housing question, this book aims to identify the ties that bind all the questions on rural housing. It aims to arrive at a defining question that elucidates why for decades the governments have struggled with yet failed to provide enough and adequate answers to the most basic questions of who and what the countryside is for. In addition to providing an overview of the current status of rural housing in Britain and the countrysides of Britain, this introductory chapter also outlines the discussions to be expected in the succeeding section. The first section (comprising Chapters 1 to 5) develops the arguments introduced in this chapter. It begins by expanding the initial analysis of how society in England, Scotland and Wales thinks about the countryside, which itself determines what and who the countryside is for. It builds an argument and tracks the evolving debate on the nature of the countryside in different parts of Britain, the modern relevance of the adjective ‘rural’ and the nature of the rural economy. The second section discusses the demographic questions such as population movement in the countryside, retirement, and the issues concerning second and holiday homes. The third section focuses on supply questions such as planning, land, and house-building. It also discusses the specific supply initiatives aimed at targeting affordable housing provision and meeting local needs. The fourth section discusses the ways in which the ‘fundamental block’ on rural development and rural housing question might be overcome. It places Britain within the European context and compares the country to the neighbouring European countries whose understanding and treatment of the countryside bears little or no resemblance to the British experience.
Questions about the supply of housing in Britain's countrysides have been the focus of this book. It discussed the quality, location and the connection of rural housing question with the state of ...rural economies and rural society. It has also discussed some of the key pressures on housing resources emanating from patterns of retirement, second home purchasing and migration patterns to and from rural areas. It has also discussed how the representations of the countryside find expression in attitudes towards development and in planning's treatment of different rural areas: what are society's expectations of rural land, who can use it, and for what purpose? This final chapter provides reflections on the answers to the rural housing question that emerged from the discussions of the previous chapters. It also offers broad conclusions that might be turned into a more detailed policy.
