State capacity is a core concept in political science research, and it is widely recognized that state institutions exert considerable influence on outcomes such as economic development, civil ...conflict, democratic consolidation, and international security. Yet researchers across these fields of inquiry face common problems involved in conceptualizing and measuring state capacity. In this article, we examine these conceptual issues, identify three core dimensions of state capacity, and develop the expectation that they are mutually supporting and interlinked. We then use Bayesian latent variable analysis to estimate state capacity at the conjunction of indicators related to these dimensions. We find strong interrelationships between the three dimensions and produce a new, general-purpose measure of state capacity with demonstrated validity for use in a wide range of empirical inquiries. It is hoped that this project will provide effective guidance and tools for researchers studying the causes and consequences of state capacity.

As this issue goes to print, the global security order faces a series of challenges. The territorial defeat of ISIS raises questions about the future size and scope of that organisation and emerging ...trends in combating and resolving transnational jihadist movements. ISIS’ reverses on the battlefield will conversely accelerate the erosion of the tenuous coalition that defeated it, and alliance dynamics may again influence the ongoing war in the Levant. Nuclear proliferation remains at the forefront of global attention, with the promise of new negotiations with North Korea and the challenge of new efforts to revise the Iran nuclear deal. This issue’s articles examine a range of concerns in the emerging security environment in 2018.
This research analyzes the implications of the fourth industrial revolution on international security. It considers the impacts of the technologies as a whole drawing on the multidimensional ...perspective of security, the expansive perspective of security and the disruptive innovation framework. We found that new technologies increase current capabilities and create new ones for traditional and non-traditional actors. Therefore, international security expands horizontally by deepening the threat of the digital sphere in the security dimensions, and vertically by transforming the capabilities of international system actors.
Over the past decade, significant global attention has been paid to the issue of ‘widespread and systematic’ sexual and gender-based violence (SGBV). To contribute to the prevention of SGBV, ...researchers have examined the relationship between the presence of armed conflict and the causes of SGBV. Much of this causal literature has focused on the individual and group perpetrator dynamics that fuel SGBV. However, we argue that research needs to lay bare the roots of SGBV in normalized and systemic gender discrimination. This article brings back structural gender inequality as a causal explanation for SGBV. In order to better understand and prevent SGBV, we propose a critical knowledge base that identifies causal patterns of gendered violence by building on existing indicators of gender discrimination.
This book is an open access book. Many scholars have wondered if a non-Western theory of international politics founded on different premises, be it from Asia or from the “Global South,” could ...release international relations from the grip of a Western, “Westphalian” model. This book argues that a Buddhist approach to international relations could provide a genuine alternative. Because of its distinctive philosophical positions and its unique understanding of reality, human nature and political behavior, a Buddhist theory of IR offers a way out of this dilemma, a means for transcending the Westphalian predicament. The author explains this Buddhist IR model, beginning with its philosophical foundations up through its ideas about politics, economics and statecraft.
What role did North Atlantic Treaty Organization (NATO) and the coalition (International Security Assistance Force—ISAF) it led play in the failure of the West in Afghanistan? This essay argues that ...the ISAF intelligence community’s inability to come to grips with the complex operational environment in Afghanistan contributed to the problem. Using three concepts from the complexity literature, requisite variety, learning, and enactment, I analyze critical flaws in NATO’s approach. ISAF’s weak cross-cultural competence, its inconsistent relationships with international civilian organizations, and its absence of double- and triple-loop learning are identified as key drivers of NATO’s weak intelligence performance.
Abstract
The Belt and Road Initiative (BRI) has been regarded by international society as a major policy tool in China's geo-economic strategy. Under this policy platform, Beijing has pledged to ...invest billions of dollars in the infrastructure and industrial sectors across Eurasia and in the Indo-Pacific nations. It is widely believed that such huge amount of investment will inevitably generate significant geostrategic repercussions in these regions. In response to the BRI, the United States and other powers have come up with a ‘free and open Indo-Pacific’ strategy. This article attempts to address the following question: what impact is the BRI likely to have on the security ties between China and the other major players in the Indo-Pacific? The author finds that the BRI may significantly transform China's international security policy and the expansion of Beijing's security influence may further intensify the security competition between China and other major powers in the Indo-Pacific region. The article also proposes a new analytical angle for the study of geo-economics that unpacks the role of economic activities and processes in generating geopolitical intentions and catalysing geopolitical competition.
