This work investigates the 'Janus face' of international relations, refracted through the prism of the duality of Jan Christian Smuts, as it manifested in his contribution to the League of Nations ...and his struggle against the emerging peace treaty. A predominant characteristic of international relations is its requirement to face two different ways at the same time - its Janus face. States profess their adherence to lofty ideals for humanity alongside the pursuit of their own immediate self-interest. This phenomenon in the behaviour of states has been referred to as the distance between vision and reality, and the gap between rhetoric and reality. International relations is, and is likely to remain, suspended between these two extremes: on the one hand, the pursuit of utopian ideals for the world, and, on the other, a defence of narrow self-interest, often prompted by the dictates of the realpolitik of the moment. How, then, are the values that underlie the founding of the first cornerstone of the current international order -- the League of Nations -- to be understood? An under-explored case study in understanding the complex framework of international relations is that of the visionary and controversial South African, Jan Christian Smuts (1870-1950). On the one hand, Smuts was one of the principal authors of the Covenant of the League of Nations, and the person directly responsible for the recognition of human rights as a founding value of the Charter of the United Nations. The article reinstates an understanding of cartography far beyond that of a strictly geographical discipline, primarily concerned with the depiction of space in various aspects of societies. Using ...the example of several manuscript maps preserved in Polish documents left over from the Paris Conference, depicting the area of the Finnish state that was being established, the author illustrates the role of the map as a tool helping to shape the political entities of European societies and bringing to light various premises related to their threats or security, but also indicating development opportunities for these new state organisms. The author’s subject is Finland, aspiring to be a state at the beginning of the twentieth century, seeking alliances and the support of closer and further neighbours. By discussing surviving (and lost) maps, the author adds to the knowledge of the involvement of Polish diplomats in Paris in Finnish affairs.

Although the centenary of the 1919–1920 Paris Peace Conference reignited interest in this pivotal post-war event, the perspective of East Central European geographical sciences remains little ...investigated. In 1918 and 1919, rather unexpectedly, geography turned out to be a confidante of the knowledge that shaped the future of the world, and it was geographers from new states that emerged in the Eastern and South-Eastern part of the continent that largely contributed to this development. The article assesses the limits of their impact while it also characterises the tensions between their understanding of ‘science’ and their nationalism.

Das vorliegende Buch ist eine politische Biographie des Begründers der modernen Ukraine Symon V. Petljura. Dieser spielte eine wichtige Rolle in der nationalen Bewegung der Ukraine vor dem Ersten ...Weltkrieg. Nach der Revolution 1917 im Russländischen Reich wurde er ein zentraler Akteur der Autonomie- und Staatsbildungsversuche der Ukrainer. Als Sozialdemokrat trug er wesentlich zum Sturz des 1918 von den Deutschen in Kiew eingesetzten Hetmans Pavlo Skoropads'kyj bei und setzte sich mit weiteren Revolutionären Anfang 1919 an die Spitze der Ukrainischen Volksrepublik (UNR). Als deren Oberster Otaman bzw. Präsident wurde er rasch zum anerkannten Führer, der im Russischen Bürgerkrieg die Autonomie und später die Unabhängigkeit der Ukraine gegen den Widerstand der Bolschewiki, Polens, der weißgardistischen russischen Generäle, der Staaten Westeuropas und der USA erkämpfen wollte. Er wurde 1926 im Pariser Exil von einem gedungenen bolschewistischen Attentäter ermordet. Diese Biographie stellt einen Versuch dar, Petljuras Ideen nationaler Unabhängigkeit sowie die Gründe seines Scheiterns zu erklären.
The military and political outcome of World War I, and the deliberations of the Paris Peace Conference, offered a real chance for the rebirth of Polish statehood. A key issue was the justification of ...Poland’s future territorial shape, in which ethnic issues played a significant role alongside historical, economic and strategic criteria.
The aim of this paper is to show and discuss selected archival nationality maps, often of an expert nature, produced by Polish scholars for the purpose of negotiating the territorial extent of Poland during the Paris Peace Conference. To what extent were they an attempt at an objective representation of the national reality of the Polish territory, and to what a subjective perception and experience of space by the authors of the maps? What were the aims and ideas of their creators, what did they want to achieve? To what extent did the political reality of the time determine their behaviour?

In diesem Band werden Dmowskis wichtigste Werke zum ersten Mal in deutscher Übersetzung präsentiert und kommentiert.
Die von Dmowski 1897 begründete „Nationaldemokratische Partei” hatte großen Einfluss auf die Gestaltung der politischen Landschaft Polens nach 1918. Ihr Gedankengut wirkte auch nach dem Zweiten Weltkrieg weiter und hat seit 1989 einen neuen Aufschwung erfahren, der sich in den letzten Jahren verstärkt hat. Die Textauswahl umfasst u.a. Dmowskis ideologisches Hauptwerk, die „Gedanken eines modernen Polen” von 1903 sowie „Deutschland, Russland und die polnische Frage” von 1908, in dem Dmowski seine geopolitische Konzeption entfaltete. Von den Schriften aus der Zeit nach dem Ende des 1. Weltkriegs verdeutlicht der Text „Kirche, Nation und Staat” sein Verhältnis zur Rolle der katholischen Kirche in der polnischen Nation. Erhellend für Dmowskis Blick auf Deutschland, aber auch seinen Antisemitismus, ist der Essay „Der Hitlerismus als nationale Bewegung“ (1932). Die Quellentexte werden mit Erläuterungen versehen und dem Band wird eine ausführliche Einleitung vorangestellt.
