Este artículo analiza la normatividad colombiana relacionada con regulación del tránsito y seguridad vial, para el periodo 1990-2017. Para lo cual, se realizó una investigación documental para el ...periodo de observación que, posteriormente, se ordenaron en una matriz que contenía tema del documento, año de publicación y emisor. Se utilizó la técnica de análisis de contenido identificando políticas promocionales o correctivas y sus elementos de seguridad activa y pasiva. Los resultados evidencian que el 65% de las normas emitidas durante el periodo son de carácter correctivo, integrando mayores elementos de seguridad activa. La normativa de tipo promocional es menos con frecuente, regularmente orientada a políticas de desarrollo, de administración y de regulación de la conducta. El patrón de construcción de normas para dar respuesta a la seguridad vial se orienta a reducir la accidentalidad vial como fin último, dejando de lado la comprensión de la seguridad vial como fenómeno dinámico y complejo.

The theory assumes the appearance of a significant factor in the assessment of the state of safety in transport processes. The presented concept allows you to predict the state of road safety.
