Zakon o knjižničarstvu (2001) je razvoj storitev splošnih knjižnic usmeril v organiziranje dejavnosti za vseživljenjsko izobraževanje, k spodbujanju bralne kulture in v organizacijo kulturnih ...prireditev. Zlasti manjše knjižnice si v svojih lokalnih okoljih prizadevajo postati informacijsko-izobraževalna središča in hkrati prostori druženja. Članek predstavlja dejavnosti, s katerimi poskuša Knjižnica Cirila Kosmača Tolmin zadovoljiti intelektualne in kulturne potrebe svojih odraslih uporabnikov. Primer manjše knjižnice dokazuje, da se kulturno poslanstvo in izobraževalna funkcija neposredno povezujeta ter prepletata s socialno vlogo, ki jo ima knjižnica v življenju posameznika in lokalne skupnosti.
