Although expenditures to combat drug trafficking have nearly doubled, the war against drug dealers is not being won. The drug problem and possible solutions are discussed.

Indem sie zunächst den Sprachgebrauch analysiert, sucht sie auf 'konzeptionelle Unstimmigkeiten hinzuweisen, die sich in den verstreuten Definitionsteilen finden'. Ihre These lautet, dass 'der (...) Vorstellung von Massenrausch eine schiefe Vorstellung dessen zugrunde liegt, was ein Gefühl ist'. Gefühle, 'eine qualitativ strukturierte Ganzheit aus Wahrnehmung, Imagination und leiblicher Betroffenheit', besäßen Intentionalität und Rationalität. Sie könnten nicht nur fruchtbar in Denken und Handeln eingehen, sondern dieses geradezu erst ermöglichen, bzw. zur Handlungsmotivation beitragen. Schließlich könne man mit Gefühlen wertend wahrnehmen; sie repräsentierten damit eine andere Art von Information als Kognitionen. Damit sei gerade kein 'Persönlichkeitsverfall' verbunden, sondern eher das Gegenteil: Gefühle bildeten ein wesentliches Element unserer Erfassung der Welt. Weber-Guskar gelangt zu dem Urteil: 'Die Idee von 'Rausch' als einem wesentlich emotionalen, und dabei Persönlichkeitsgrenzen auflösenden Zustand, der mit irrationalen Handlungen einhergeht, scheint mir keine schlüssige Idee zu sein'. Sie fragt, ob das Rauschkonzept nicht nur eine Rhetorik sei, 'die von bestimmten Menschen zu bestimmten Zwecken genutzt wurde'. Indem sie aus einer bestimmten philosophischen Perspektive Kritik übt, unterstreicht die Autorin implizit, wie wichtig die interdisziplinäre Arbeit ist. Zu ihrer Perspektive könnten andere Disziplinen - etwa die Psychophysiologie - gewiss weitere Gesichtspunkte beitragen.' (Textauszug)

This paper develops a model to explain state‐level opiate regulation in 1912. The personal choice of whether to engage in mainstream or deviant activity is determined by consumption technology and ...market prices, and voting determines the legality of deviant behavior. Voting outcomes depend on population characteristics including diversity, tolerance, visibility of deviance, and the distribution of consumption efficiencies. A logit equation whose dependent variable is the presence of a state opiate prescription law is estimated. Results broadly support the collective choice model and disconfirm the role of interest groups, particularly physicians, in determining prescription regulation.
Cilj je rada bio provjeriti klasifikaciju ispitanika u grupe s obzirom na različite obrasce suočavanja s akademskim stresom, a potom usporediti dobivene grupe prema nekim obilježjima (školski uspjeh, ...samopoštovanje i anksioznost, način provođenja slobodnog vremena i konzumacija nekih opojnih sredstava).
U ispitivanju je sudjelovalo 270 učenika (75 muških i 192 ženskih ispitanika) srednjih škola, prosječne dobi 17.19 godina. Učenici su klasificirani u četiri grupe ovisno o načinu suočavanja s akademskim stresom.
Prva grupa obuhvaća učenike koji su najviše skloni zaboravljanju kao načinu suočavanja sa stresom. Oni najviše konzumiraju alkohol, iako je razlika značajna samo u odnosu na grupu Problem i podrška, a loša je ocjena za njih manje stresna nego za većinu učenika. Učenici iz druge grupe u stresnoj su situaciji usmjereni na
rješavanje problema i traženje socijalne podrške. Oni imaju najviše samopoštovanje, najmanje konzumiraju alkohol i lake droge, a više slobodnog vremena posvećuju aktivnostima vezanim uz kulturu ili druženju s braćom i sestrama. Treća grupa obuhvaća učenike koji malo koriste bilo koju strategiju suočavanja sa stresom. Njima loša ocjena nije jako stresna, nemaju visoku anksioznost i imaju dosta visoko samopoštovanje. U slobodno se vrijeme najviše bave sportom, najmanje izlaze i malo vremena posvećuju kulturi. Za učenike u četvrtoj grupi, koji najviše koriste emocijama usmjereno suočavanje i traže podršku, dobivanje je loše ocjene najviše stresno. Imaju najvišu anksioznost i najmanje samopoštovanje, najviše konzumiraju lake droge i dosta puše. U slobodno vrijeme više izlaze od ostalih učenika.

Zlouporaba droga opasna je za zdravlje i život, kako na radnome mjestu tako i u široj zajednici. U razvijenim zemljama naglašava se sve više potreba za provjerom uzimanja droga pojedinaca; uobičajena ...je provjera prilikom prijave za različita radna mjesta kao i periodička kontrola u određenim zanimanjima. Budući da su posljedica u slučaju svakog pozitivnog nalaza teške i dalekosežne, postoji potreba za razvojem ujednačenih i međunarodno priznatih metoda za identifikaciju zlouporabe droga. Opisan je odabir bioloških uzoraka za analizu najčešće rabljenih droga, glavne karakteristike tih droga te preporučene analitlčke tehnike za njihovo određivanje. Istaknuta je važnost osiguranja kvalitete laboratorija u kojem se analiziraju droge u biološkim uzorcima.
Although applications of cost-benefit analysis (CBA) to the problem of drug policy are few in number and relatively primitive, they illustrate both the potential and limitations of CBA to produce ...critical insights that might improve drug policy making. But even the ideal CBA of drug policy could never produce a definitive conclusion about the desirability of drug legalization. Another tool of economics, analysis of price elasticity of demand, holds the potential to generate understanding of the likely effects of policy changes in the monetary and psychological prices associated with policy reforms.
