Between 1949 and 1955, the State Department pushed for an international fisheries policy grounded in maximum sustainable yield (MSY). The concept is based on a confidence that scientists can predict, ...theoretically, the largest catch that can be taken from a species' stock over an indefinite period. And while it was modified in 1996 with passage of the Sustained Fisheries Act, MSY is still at the heart of modern American fisheries management. As fish populations continue to crash, however, it is clear that MSY is itself not sustainable. Indeed, the concept has been widely criticized by scientists for ignoring several key factors in fisheries management and has led to the devastating collapse of many fisheries.Carmel Finley reveals that the fallibility of MSY lies at its very inception—as a tool of government rather than science. The foundational doctrine of MSY emerged at a time when the US government was using science to promote and transfer Western knowledge and technology, and to ensure that American ships and planes would have free passage through the world's seas and skies. Finley charts the history of US fisheries science using MSY as her focus, and in particular its application to halibut, tuna, and salmon fisheries. Fish populations the world over are threatened, and All the Fish in the Sea helps to sound warnings of the effect of any management policies divested from science itself.
Bottom trawling accounts for almost one quarter of global fish landings but may also have significant and unwanted impacts on seabed habitats and biota. Management measures and voluntary industry ...actions can reduce these impacts, helping to meet sustainability objectives for fisheries, conservation and environmental management. These include changes in gear design and operation of trawls, spatial controls, impact quotas and effort controls. We review nine different measures and actions and use published studies and a simple conceptual model to evaluate and compare their performance. The risks and benefits of these management measures depend on the extent to which the fishery is already achieving management objectives for target stocks and the characteristics of the management system that is already in place. We offer guidance on identifying best practices for trawl‐fisheries management and show that best practices and their likelihood of reducing trawling impacts depend on local, national and regional management objectives and priorities, societal values and resources for implementation. There is no universal best practice, and multiple management measures and industry actions are required to meet sustainability objectives and improve trade‐offs between food production and environmental protection.
Numerous international legal regimes now seek to address the global depletion of fish stocks, and increasingly their activities overlap. The relevant laws were developed at different times by ...different groups of states. They are motivated by divergent economic approaches, influenced by disparate non-state actors, and implemented by separate institutions such as the World Trade Organization and the United Nations Food and Agriculture Organization. Margaret Young shows how these and other factors affect the interaction between regimes. Her empirical and doctrinal analysis moves beyond the discussion of conflicting norms that has dominated the fragmentation debate. Case-studies include the negotiation of new rules on fisheries subsidies, the restriction of trade in endangered marine species and the adjudication of fisheries import bans. She explores how regimes should interact, in fisheries governance and beyond, to offer insights into the practice and legitimacy of regime interaction in international law.
Models of human dimensions of fisheries are important to understanding and predicting how fishing industries respond to changes in marine ecosystems and management institutions. Advances in ...computation have made it possible to construct agent‐based models (ABMs)—which explicitly describe the behaviour of individual people, firms or vessels in order to understand and predict their aggregate behaviours. ABMs are widely used for both academic and applied purposes in many settings including finance, urban planning and the military, but are not yet mainstream in fisheries science and management, despite a growing literature. ABMs are well suited to understanding emergent consequences of fisher interactions, heterogeneity and bounded rationality, especially in complex ecological, social and institutional contexts. For these reasons, we argue that ABMs of human behaviour can contribute significantly to human dimensions of fisheries in three areas: (a) understanding interactions between multiple management institutions; (b) incorporating cognitive and behavioural sciences into fisheries science and practice; and (c) understanding and projecting the social consequences of management institutions. We provide simple examples illustrating the potential for ABMs in each of these areas, using conceptual (“toy”) versions of the POSEIDON model. We argue that salient strategic advances in these areas could pave the way for increased tactical use of ABMs in fishery management settings. We review common ABM development and application challenges, with the aim of providing guidance to beginning ABM developers and users studying human dimensions of fisheries.
The status of federally managed fisheries in the United States is well monitored, but the condition of other marine fisheries, whether state‐managed, territory‐managed or unmanaged, is less ...understood and often unknown. We used expert surveys to characterize the management systems of non‐federally managed fisheries in US coastal marine states and overseas territories. For 311 fisheries, we estimated an overall Fisheries Management Index (FMI) and a qualitative stock status score. These measures were positively correlated, and while a wide range of research, management, enforcement and socioeconomic criteria were partially met (FMI ≥ 0.5) for 66% of fisheries, stock status was considered as partially acceptable (score ≥ 0.5) for only 45% of fisheries and acceptable (score = 1) for only 16% of fisheries. Higher FMI was typically observed in fisheries with greater commercial landed weight, value, or greater recreational catches. Fisheries from continental states had higher FMI than those from overseas territories. Invertebrates and diadromous fish species had higher FMI on average compared to those of marine fishes. Extrapolating results for surveyed fisheries to nearly 2000 non‐federally managed US fisheries while stratifying by state and importance designation (based on commercial, recreational, cultural or ecological importance), we estimate a mean overall FMI of 0.48, and estimate that only 19% of fisheries have a reliable estimate of stock status available; both measures are lower than similar estimates for federally managed fisheries. Funding or capacity constraints and information or data limitations were identified as common challenges faced by state agencies in managing fisheries under their jurisdiction.

The ecosystem‐based fisheries management (EBFM) framework has a solid theoretical justification and has been embraced in principle by many regions; yet, systematic implementation remains a challenge. ...In regions with strong governance, single‐species stock assessment and management has been successful in ending overfishing and maintaining stocks near levels that produce maximum catches. However, considering species in isolation and recognizing a limited set of management objectives leads to systemic inefficiencies, incentivizes waste and generates unintended consequences. To avoid undesirable outcomes, human values and needs must be positioned at the forefront of management, system‐level objectives must be identified, and management actions must be systematically evaluated to ensure they are contributing to those larger objectives. Such processes, when implemented transparently, will lead to reduced conflict and improved stakeholder support for governance and should greatly facilitate long‐term management. We argue here that, regardless of the management framework adopted, we inherently manage at the ecosystem level—albeit sometimes “blindly”—and that increased attention to ecosystem objectives and trade‐offs will improve management outcomes.
Data from 4,713 fisheries worldwide, representing 78% of global reported fish catch, are analyzed to estimate the status, trends, and benefits of alternative approaches to recovering depleted ...fisheries. For each fishery, we estimate current biological status and forecast the impacts of contrasting management regimes on catch, profit, and biomass of fish in the sea. We estimate unique recovery targets and trajectories for each fishery, calculate the year-by-year effects of alternative recovery approaches, and model how alternative institutional reforms affect recovery outcomes. Current status is highly heterogeneous—the median fishery is in poor health (overfished,with further overfishing occurring), although 32% of fisheries are in good biological, although not necessarily economic, condition. Our business-as-usual scenario projects further divergence and continued collapse for many of the world’s fisheries. Applying sound management reforms to global fisheries in our dataset could generate annual increases exceeding 16 million metric tons (MMT) in catch, $53 billion in profit, and 619 MMT in biomass relative to business as usual. We also find that, with appropriate reforms, recovery can happen quickly, with the median fishery taking under 10 y to reach recovery targets. Our results show that commonsense reforms to fishery management would dramatically improve overall fish abundance while increasing food security and profits.
