With aging of the population, the search for alternative models of care adapted to older people with dependency is necessary. In this setting, foster families (1-3 older people per family) could be ...an alternative to nursing homes, residential care facilities, or community- and home-based care.
The KArukera Study of Ageing in Foster Families is a prospective cohort study designed to investigate the care pathways of older people with dependency in foster care over a year. The 1-year hospitalization rate (main objective), cost of hospitalization, incidence of mortality, prevalence of geriatric syndromes, and quality of life of residents will be assessed. Quality of life and burnout of their respective foster caregivers will also be studied.
This study cohort will include 250 older people living in foster families in Guadeloupe (French West Indies), as well as their respective foster caregivers. Both older people and caregivers will be interviewed concurrently on site at three time points: (1) at baseline, (2) at 6 months, and (3) at 12 months. For older people, we will collect anthropometric measures, cognitive impairment, depressive and anxiety symptoms, functional abilities, physical frailty, information on general health status, quality of life, and care pathways (hospitalization, mortality, and medical and paramedical consultations). We will also assess the quality of life and burnout symptoms of family caregivers at each follow-up. A phone update of vital status (alive or death) and care pathways of residents will be carried out at 3 and 9 months after the baseline examination.
Recruitment opened in September 2020 and ended in May 2021, with 109 older people recruited and 56 respective foster caregivers. The 1-year follow-up was ended in June 2022. Data analyses are ongoing and the first results are expected to be published in May 2023.
Foster families are a potentially innovative way to accommodate dependent older people. This study could help define the clinical profile of older people adapted to foster families in the transition from frailty to dependency. The effectiveness of foster families, in terms of hospitalizations and mortality, will be compared with other models of care, particularly nursing homes. In this setting, a twin study carried out in nursing homes in Guadeloupe with similar aims and outcomes will be conducted. Beyond mortality and morbidity, the numerous outcomes will allow us to assess the evolution of geriatric syndromes over time.

Cross-border placement of children is addressed by the 1996 Hague Child Protection Convention, which is binding on the United Kingdom, and in EU law. The detailed procedures are governed by the ...domestic law of each country involved. However, it was not until 2018 that proceedings for placement of children in foster care by foreign authorities were introduced to Polish law. The fact that cross-border placements have become increasingly common has contributed significantly to the enactment of the new law. The available official data indicate that the British and German authorities are the most inclined to place children with Polish citizenship in foster care in their homeland. Although the regulations introduced in 2018 concern the basic rights of children, they have not yet been presented in detail to the involved parties abroad, including British local and central authorities, judges and social workers. Their familiarity with the relevant provisions of Polish law can undoubtedly contribute to speeding up the proceedings and ensuring that their outcome is harmonious with the best interests of the child.
The relationship between foster children and their foster carers comes with many risks and may be very stressful both for parents and children. We developed an intervention (foster family ...intervention FFI) to tackle these risks. The intervention focuses on foster children below the age of 5 years. The objective was to investigate the effects of FFI on the interactions between foster parents and foster children. A randomized control trial was carried out with a sample of 123 preschool aged children (mean age 18.8 months; 51% boys) and their foster carers. A pretest was carried out 6 to 8 weeks after placement and a posttest one half year later. Interactions were videotaped and coded using the Emotional Availability Scales (EAS). Foster carers were asked to fill in the Dutch version of the Parenting Stress Index. Morning and evening samples of children's salivary cortisol were taken. In the posttest, significantly positive effects were found on the following EAS subscales: Sensitivity, Structuring, Nonintrusiveness, and Responsiveness. We found no significant differences on stress levels of foster carers and children (Nijmeegse Ouderlijke Stress Index domains and salivary cortisol). This study shows that the FFI has a significant positive effect on parenting skills as measured with EAS and on Responsiveness of the foster child. Findings are discussed in terms of impact and significance relating to methodology and design of the study and to clinical relevance.
Research Framework: Every year in Quebec, thousands of children are supported by the Child Welfare Program following the endangerment of their safety or development. Within the foster care system, ...foster families welcome these children for varying periods of time and thus expose themselves to their departure. These foster parents who do not wish to adopt the children outright can’t be legally recognized as parents. Objectives: This article is an inductive qualitative research that aims to explore the affective and psychological aspects of the foster parenting experience. Methodology: Non-directive interviews were conducted with 10 parents from regular foster families. Each participant was met twice. An analysis was conducted on the verbatim transcripts and different categories were developed. The categories gleaned from this analysis are presented through an integrative model. Results: Selflessness is predominant trait in the participants’ life trajectory. These people find themselves in a complex position of being both a parent and a non-parent to the children they foster. They express the difficulty of establishing a meaningful relationship with these children who may leave at any moment. They also discuss other important challenges regarding their relationship with the institution. Our results are discussed using the tightrope walker as an analogy for these parents in the integrative category as well as the concept of the desire to foster. Conclusions: Our results identify the characteristics that led couples to foster vulnerable children and they describe the complexity inherent to the position of being a foster parent. The results also shed light on the precariousness of a relationship that oscillates between the desire to foster and the desire for a child. Contributions: The present study contributes to a better understanding of the affective and psychological aspects of the foster parenting experience in Quebec. The necessity of specific support for foster parents is also raised.
L’étude documente le réseau familial de 12 jeunes adultes qui, au cours de leur enfance, ont fait l’objet d’une mesure de placement en famille d’accueil jusqu’à leur majorité. L’objectif est de ...décrire la composition de leur réseau familial, de cerner l’importance des liens familiaux d’origine et d’accueil ainsi que d’identifier ce qui a pu faciliter ou entraver le maintien de ces liens. Tous ont participé à une entrevue individuelle semi-dirigée au cours de laquelle ils ont été invités à construire deux génogrammes : l’un représentant leur famille lors de la période de placement et l’autre leur famille actuelle. Les résultats suggèrent que les représentations familiales sont diversifiées et spécifiques au vécu de chaque participant. Si la complémentarité des liens entre les familles d’accueil et d’origine existe pour quelques participants, la tendance est davantage orientée vers l’exclusivité des liens. Enfin, même si la qualité du lien est un prérequis essentiel pour assurer un placement positif, elle ne garantit pas le maintien du lien après la fin des services.
Cadre de la recherche : Au Québec, la Loi sur la protection de la jeunesse encourage le maintien des contacts entre les enfants placés en famille d’accueil et leurs parents biologiques. Or, il ...n’existe pas de consensus empirique quant aux conséquences de ces contacts sur les enfants placés. Objectifs : Notre étude vise à examiner les liens entre la sensibilité du parent d’accueil et les réactions des enfants à la suite de ces contacts, en considérant trois facteurs potentiellement confondants soit la sécurité d’attachement, l’âge au moment du premier placement et la fréquence des contacts. Méthodologie : Il s’agit d’une étude quantitative réalisée auprès de 51 enfants placés âgés de 12 à 45 mois. Une entrevue individuelle auprès du parent biologique nous permet de documenter la fréquence des contacts réalisés auprès de l’enfant. Les réactions de l’enfant, à la suite des contacts, sont rapportées par le parent d’accueil. La sensibilité parentale et la sécurité d’attachement sont observées lors d’une visite au domicile du parent d’accueil. Résultats : La plupart des enfants affichent au moins une réaction négative à la suite des contacts. Les réactions négatives rapportées sont associées significativement à l’insensibilité du parent d’accueil. Conclusions : Notre étude suggère que la sensibilité du parent d’accueil peut être un facteur favorable à de meilleures transitions à la suite des contacts. Contribution : Cet article contribue à la réflexion sur la tenue des contacts suivant une mesure de placement et sur les réactions manifestées par les enfants à la suite de ces contacts.

Parmi ...les sujets qui ont choisi de les accueillir, les familles d’accueil régulières reçoivent les enfants pour une durée de temps variable et s’exposent ainsi à leur départ. Ils ne souhaitent pas d’emblée les adopter ou ne peuvent pas accéder à une reconnaissance légale d’un statut parental. Objectifs : Cette recherche qualitative inductive vise à explorer les aspects affectifs et psychiques du vécu et de l’expérience des parents d’accueil. Méthodologie : Des entretiens non directifs ont été effectués auprès de dix parents de familles d’accueil régulières québécoises. Chaque participant a été rencontré à deux reprises. Une analyse par catégories conceptualisantes a été appliquée à l’ensemble des transcriptions d’entretien. L’articulation des catégories est présentée dans un modèle intégrateur. Résultats : Les participants présentent des trajectoires de vie dans lesquelles prédomine le don de soi. Ils se trouvent dans une position complexe de parent et de non-parent face aux enfants qu’ils accueillent. De plus, ils soulignent la difficulté d’établir un lien de proximité avec des enfants qui peuvent partir à tout moment. Différents défis relatifs à la relation avec l’institution sont également soulevés. Les résultats sont discutés à partir de la catégorie intégratrice des parents funambules, ainsi que du concept de désir d’accueil. Conclusions : Les résultats mettent à jour des caractéristiques ayant mené des couples vers l’accueil d’enfants en difficulté et décrivent la complexité de la position de parent d’accueil. Ils soulèvent également une certaine précarité inhérente à cette position qui résulte notamment d’une oscillation entre désir d’accueil et désir d’enfant, d’où l’appellation de parent funambule. Contributions : La présente étude permet de contribuer aux connaissances concernant les aspects affectifs et psychiques de l’expérience des parents d’accueil québécois. Elle soulève la nécessité de penser un accompagnement spécifique à ces enjeux.
There is little research on the interpersonal relationships between child welfare workers and foster parents’ own children (FPOC). This qualitative study asked young adult children of foster parents ...(twenty to thirty-three years) to participate in an open-ended interview and also bring a ‘show-and-tell’ object to share their experiences of fostering to the present date. There were fifteen FPOC who consented to participate. Data analysis on the emerging themes around the relationships between FPOC and child welfare workers was conducted through a constructivist grounded theory approach. The results indicate that FPOC perceive strengths, but also struggles in creating and maintaining relationships with child welfare workers. The relational and embodied experiences of fostering are discussed alongside how child welfare practitioners can help positively strengthen their interpersonal relationships with FPOC by specifically setting time and space aside for them and by deeply listen to their fostering experiences.
This paper provides a glimpse into young people's experiences and understandings of everyday life during their initial stages of placement in various types of foster families. The way family ...interactions strengthen or weaken the social bond between foster youth and foster family is focused upon. In this study the young people in
kinship foster families reported the strongest social bonds to their foster families and the adolescents in
traditional foster families the weakest. This is in line with previous research. However, youth in
network foster families with whom they were not so close prior to placement also reported rather strong social bonds to the foster family, which is not well known. Including network foster families in the study sheds light on the importance of adolescents' active involvement and agency in choosing their foster family. Examples of family interactions which seem to be crucial in strengthening social bonds, also in traditional foster families, are e.g. fair treatment by other family members, mutual family activities, negotiating to find solutions, and, which is not so well known, humorous joking and laughing together.

Cadre de la recherche: L’article interroge la construction, la protection et le renforcement des frontières de l’intimité dans les familles d’accueil en Russie en fonction des modalités de placement ...et des modes de suppléance familiale. Objectifs L’objectif est d’analyser ces processus comme résultats de la communication entre trois systèmes fonctionnels au sens de Niklas Luhmann : la famille d’accueil, les acteurs institutionnels et la famille biologique. Au cœur de cette communication est le sens donné à la pratique du placement par les différents acteurs ainsi que par des injonctions récentes au sein des politiques sociales de protection de l’enfance menant à une professionnalisation de cette activité et à une plus grande responsabilisation de la famille biologique. Méthodologie: Pour ce faire, l’auteure analyse les récits de quatre mères d’accueil récoltés lors du terrain de la première année de sa thèse doctorale. Ces quatre cas sont particulièrement intéressants du point de vue de l’engagement des acteurs dans l’activité des organisations de la société civile ainsi que de l’accueil temporaire et de l’activité de tutorat. Résultats: L’article explore les tendances à renforcer, protéger et délimiter les frontières de l’intimité qui varient selon les modalités de placement et les types de suppléance. Ces derniers dépendent du lieu de socialisation des candidats au rôle des parents d’accueil, leurs attentes quant à cette activité ainsi que des profils des enfants disponibles/désirés. Conclusions: Les cas analysés nous permettent d’étudier l’électivité des liens de parenté et nous illustrent le concept de la famille relationnelle, tel que définit par de Singly, en tant que liens librement consentis et non pas (seulement) définis statutairement. Contribution: Cet article contribue à la sociologie de l’enfance et de la famille.
