Co-creation has received a growing attention in the public sector as a tool for mobilizing resources, spurring public innovation, and enhancing democratic legitimacy. Reaping the fruits of ...co-creation largely depends on the attempts made by local leaders to facilitate effective collaboration, overcome emerging problems and obstacles, and cope with the emerging dilemmas and paradoxes. There is limited knowledge about how this is done in practice. Hence, public administration researchers must team up with local leaders of co-creation to jointly test different ways of improving the processes and results of co-creation processes. This endeavour calls for an interactive research strategy where researchers and practitioners work together to conduct design experiments aimed at improving the design of a process by iteratively diagnosing problems and obstacles that prevent goal achievement, seeking to remove the hindrances through targeted interventions, and finally measuring the impact of the interventions vis-à-vis the stated goals. This article serves the dual purpose of producing new context-dependent insights into how leaders of co-creation can tackle emerging problems and obstacles and evaluating the use of design experiments in the field of public administration. It analyses and compares six design experiments conducted in relation to local cases of co-creation that are studied using mixed methods. The main finding is that: (1) the problems emerging in co-creation processes are for the most part manageable; (2) the leadership interventions are relatively undemanding; and (3) the positive impact of most of the interventions finds support in the extant research literature.

The public administration of the administrative-territorial units has as its foundation / theme the decentralization of public services - the functional form of decentralization which, together with ...the territorial form, represents the essential particularity of the local public administration within the framework conferred by the provisions of the Romanian Constitution in force. In this context, decentralization is perceived, considered or understood as a transfer of administrative and financial competence from the level of central public administration to the level of local public administration or to the private sector. The decentralization of public services is usually addressed in its interconnection and interdependence with their deconcentration / deconcentration and with the principle of local autonomy previously addressed. It should be noted, from the beginning, that the legal literature / the specialized doctrine and the law, the normative acts / texts in general, operate with concepts and concepts with content and unitary meaning to guarantee their correct application, respectively for the proper perception by those who read them. address. The lawmaker / creator of the law is permanently concerned with establishing as accurately as possible the content and meaning of the concepts with which they operate in order to eliminate / avoid other interpretations from those empowered to operationalize / implement them in the economic-social practice. The rigorous clarification of concepts is all the more necessary when the legislator wishes to give new content, wider or narrower, to the classic / ordinary meaning, which is why in many normative acts it is explained, in different norms / provisions or provisions or in the an appendix, the meaning which, in the given field, its issuer wishes to confer on the concepts it uses.
Purpose
The purpose of this paper is to ascertain the extent to which knowledge management (KM), customer satisfaction (CS) and organizational image (OI) discriminate quality-certified municipalities ...from non-certified ones (ISO 9001).
Design/methodology/approach
An empirical study was carried out involving 81 Portuguese municipalities (40 certified, 41 non-certified), paired in a random sampling procedure. The Knowledge Management Questionnaire (n=1,372 municipality employees), the Customer Satisfaction Questionnaire and the Organizational Image Questionnaire (n=3,096 residents) were applied. Multiple discriminant analysis was performed.
Findings
The results indicate that certified and non-certified municipalities are distinct based on a function that considers KM (competitive orientation and formal KM practices), CS (intangible and tangible factors) and OI (favorable image).
Research limitations/implications
The findings need further validation in other countries. However, the results highlight the importance of quality certification for both employees and residents.
Practical implications
The results encourage local public administration organizations to introduce and maintain quality certification.
Originality/value
This research is the only one, to the authors’ knowledge, that simultaneously explores organizational processes of KM, CS and OI in local public administration. The sampling procedure and the information from diverse data sources are unique contributions. The conclusions may aid practitioners and scholars in understanding these organizational phenomena in the context of quality-certified and quality non-certified municipalities.
