A qualitative case study design was employed, where in-depth interviews with stakeholders were held and document reviews conducted. Fourteen (n = 14) participants engaged in this study. Eight (n = 8) and six (n = 6) of the fourteen participants were from the public and private sector respectively. The thematic approach was used to analyse data, and ethical principles in the research process were upheld.
Findings revealed that although public-private partnerships are hailed for supplementing the government's efforts in the provision of health services, institutional arrangements for the smooth provision of these services are lacking. Several challenges encumber smooth provision of health services and these include inadequate resources, ineffective monitoring and evaluation, and insufficient consultations between partners.
Inadequate legal and policy framework, or ineffective implementation practices may influence challenges facing institutional arrangements for public-private partnerships. Therefore, strengthening of public-private partnerships is recommended to improve implementation mechanisms and practices such as adherence to partnership agreements and compliance to the policies, laws and regulations.
Integration of technology in schools rests on effective teacher education programmes that help teachers create new teaching and learning methods and adopt them for classroom use. Social learning ...processes play a key role in this, but there is a lack of understanding of their role in technology adoption and in evidencing them in teacher education programmes. Using the knowledge appropriation model, we propose a self-report questionnaire instrument to evidence knowledge creation and learning practices during training. With a sample of N = 109 in-service teachers participating in the Teacher Innovation Laboratory, a teacher professional development programme that is built around school−university co-creation partnerships, we demonstrate the instrument to be reliable and to differentiate between groups who completed different programmes. The instrument predicted intended adoption of technology-enhanced learning methods beyond individual level constructs, highlighting the important role that social practices play for the eventual adoption of technologies in the classroom.
PurposeThe purpose of this paper is to conduct a systematic literature review of studies addressing relational quality in public–private partnerships (PPPs). The ambition of this study is twofold: ...first, to present more clarity regarding the definition of the concept. Second, to develop a framework that explains the antecedents, characteristics and outcomes of relational quality in PPPs.Design/methodology/approachA systematic literature review of 99 academic articles, which were analyzed and coded on the definition, characteristics, antecedents and outcomes of relational quality.FindingsThe study shows that trust, communication, commitment, openness and reciprocity are considered core aspects of the concept. The analysis further identifies important antecedents (e.g. shared values, leadership) and outcomes (performance, innovation) of relational quality in PPPs. The findings result in the development of a framework on relational quality in PPPs to be used for further research.Research limitations/implicationsThe findings indicate that relational quality is valuable for the functioning of PPPs, but the current focus of this review excludes studies addressing relational quality in other types of collaboration and public–private exchange. The lessons from these research fields might further improve people’s understanding of relational quality.Practical implicationsPractitioners should pay attention to relational quality in long-term PPPs. Among others, (process) management activities might contribute to relational quality as it stimulates communication and openness.Originality/valueThe presented framework explaining antecedents, characteristics and outcomes of relational quality allows for more structured use of this concept in future research.
Providing quality special education services for culturally and linguistically diverse (CLD) students with or at risk of disabilities is a double bind, a larger systemic conundrum beyond individuals’ ...efforts. To create an inclusive, culturally responsive system of support beyond the fragmented division of roles and nonconcerted assemblage of practices and tools, there is a need to explore the possibility of boundary-crossing collaboration for CLD students with disabilities. The purpose of this systematic review is to synthesize the broader literature investigating K-12 school-based boundary-crossing collaborations among multiple stakeholders to address the unique academic, social-emotional, and behavioral needs of CLD students with or at risk of disabilities. Eight studies met the criteria for inclusion. Features of boundary crossers, problems of practice that boundary crossers collaboratively sought to address, emerging tensions in building partnership, facilitators of boundary-crossing communication and collaboration, learning experiences of boundary crossers, and learning outcomes of CLD students with or at risk of disabilities are reported and further discussed.
This paper examines public–private partnerships (PPPs) for development through the example of telecenters in two Indian states. How might a developmental state position itself with respect to civil ...society under a PPP model of service delivery? We find that each state’s political economy is reflected in its PPP strategy, but that in both states the emerging middle classes rather than the poor benefit most from ongoing telecenter projects. Outsourcing development services to private entities need not “privatize” the state but does alter the way in which citizens “see” the state. Service delivery through telecenters becomes a symbol of government efficiency and responsiveness.
This paper uses a numerical multi‐country and multi‐sector general equilibrium model with endogenous trade imbalance and trade cost to simulate the effects of the Comprehensive and Progressive ...Agreement for Trans‐Pacific Partnership (CPTPP) and its future member expansion. Simulation results show that most member countries will benefit from trade integration and that most non‐member countries will lose due to the exclusion effects of the regional trade agreement, but effects for specific countries differ. The entry of the US, China, India and the EU to the CPTPP will significantly increase member countries’ benefits, and their entry will decrease the losses of non‐member countries. The US withdrawal from the CPTPP has a negative effect on the US, which will increase as more countries join. The world as a whole will gain from the trade deal.
Over the last few decades, public–private partnerships (PPPs) have been increasingly used by governments to finance and manage complex operations in public investment, especially in the provision of ...transport infrastructure. Portugal has been in the forefront of the most active European countries in the market of PPPs, having adopted a specific legal framework and involving a large number of institutions in its PPP process. PPPs have had high costs for the State, with transparency issues leading to difficulties assessing performance and accountability. This paper attempts to relate those pitfalls of the Portuguese experience with PPPs with the regulatory framework that was adopted and changed along the decades, at the light of theory of regulation. It is a first step in further exploring the relationships between regulatory aspects and PPP performance in the Portuguese case. Several lessons can be learned from Portuguese experience to enhance the processes of successful implementation of PPPs. The paper addresses these elements and provides evidences on pitfalls that should be avoided.
Discourse regarding modern doctoral studies criticises the traditional notion of doctoral education as being too narrow to facilitate knowledge creation and transfer towards the knowledge economy. ...This study considered the pedagogical links to supervisory practices to enable transformative learning experiences. The study, grounded in the student-faculty partnership framework and transformative learning concepts, partnered five senior doctoral students with three faculty supervisors for more than a year to mentor junior research students through a variety of strategies. Through a qualitative exploratory research design, the data were collected using reflective journals and in-depth interviews with all participants to gain insight into the experience of this partnership. The findings indicated that the partnership provided an opportunity for students and partners to forge an identity, construct research knowledge in stimulating ways and engage in enactive and vicarious learning. Conversely, the challenges of this study included a lack of structure and power and credibility issues. The findings have important implications for doctoral supervision practices in that learning at the doctoral level is a social activity and supervisors play an important role in shaping such practices.

The global health system has significantly evolved over the last 30 years, particularly since the UN Millennium Declaration in 2000. The transformation in global healthcare partnerships has been most ...visible in the area of neglected tropical diseases, where technological innovation is directly linked to social change. Numerous strategic partnerships between different actors, including pharmaceutical companies, global and national health institutions and philanthropic organizations and disease specific foundations populate the landscape of neglected tropical diseases and yet, we know little on relational and structural aspects underpinning the partnerships. Our research uses a rich longitudinal case study – a tripartite public-private partnership formed between a global health organization, a major pharmaceutical company and a research university to develop a new drug for the treatment of malaria in Sub-Saharan Africa. Development of new drugs is central to attain social change in a poverty stricken region. We adopt a micro-foundational perspective in analyzing strategic choices made by the partnership's Product Development Team (PDT) and unravel the dynamic interplay between power–trust relationship in such strategic business partnerships.
