Public-private partnerships (PPPs) have become popular tools to deliver infrastructure and public services around the world. As an innovative public procurement approach, PPPs have drawn considerable ...attention from academic circles. In order to enhance our knowledge of PPPs, the authors conducted a systematic literature review of articles published in international journals of the Public Administration (PA) discipline. Four main topics in this discipline are identified by means of social network analysis, including PPP concept, risk sharing amongst PPP participants, the drivers of PPP adoption, and PPP performance. Seven propositions about the four topics are summarized. Directions for future research are also considered.
The present study investigates the effect of public‐private partnership investment in energy and technological innovation on consumption‐based carbon emissions for China from 1990Q1‐2017Q2. This ...study employs generalized least square (GLS) based unit root test, Maki cointegration test, fully modified ordinary least square (FMOLS), dynamic ordinary least square (DOLS), canonical cointegration regression (CCR) and frequency domain causality test. The finding of this study shows that (a) the cointegrating relationship among public‐private partnership investment in energy, technological innovation, renewable energy consumption, exports, imports, and consumption‐based carbon emissions is proved; (b) exports, renewable energy consumption and technological innovation are helpful to lower consumption‐based carbon emissions; (c) both public‐private partnership investment in energy, GDP and imports leads to increased consumption‐based carbon emissions; (d) in the long term, public‐private partnership investment and technological innovation cause consumption‐based carbon emissions in China. This study recommends technological innovation for the cleaner production process and public‐private partnership investment in renewable energy.
Public–private partnership (PPP) has been applied more and more widely for the past two decades. Questions still remain as to how to cultivate a facilitating institutional environment for developing ...PPP projects success. This paper examines such a question, focusing on the institutional analysis of the Chinese context. A theoretical framework of PPP governance is first developed, identifying the logics and interactions of the differentiating levels in the PPP system. Then, the institutional framework of China is presented with regard to its cultural, legal, and administrative characteristics, as the embeddedness of PPP development. Thereafter, the evolution of Chinese institutions with particular regard to PPP is analyzed. Findings show that changes in the institutional arrangements have to go in tandem with introduction of PPP, and performance of PPP is closely related with its institutional environment. Suggestions are put forward to enhance China’s institutional arrangements for healthy PPP promotion, and the implications for governments and investors in other countries are described.

Initiatives to redesign cities so that they are smarter and more sustainable are increasing worldwide. A smart city can be understood as a community in which citizens, business firms, knowledge ...institutions, and municipal agencies collaborate with one another to achieve systems integration and efficiency, citizen engagement, and a continually improving quality of life. This article presents an organizational framework for such collaboration and employs it to analyze Smart Aarhus, the smart-city initiative of Aarhus, Denmark. Based on the experiences of Smart Aarhus to date, it offers a set of lessons that can benefit the designers, leaders, and policymakers of other smart-city initiatives.
A significant number of literatures have concentrated on diverse issues related to Public–Private Partnership (PPP) both in China and abroad. However, there is no systematic analysis on the PPP ...research progress and status in Chinese journals, which is worth investigating because China is one of the largest PPP markets globally. In addition, there are many PPP publications in international journals based on the context of China. A comparative study is still missing between the PPP publications in Chinese journals and international journals. This paper hence aims to conduct a critical review of PPP publications from selected first tier Chinese journals and international journals. Based on a three-stage literature review research framework, 615 and 70 high quality research papers on PPP topics were selected from Chinese and international journals in the last decade between 2005 and 2014, respectively. Main research methods, research topics and research findings were then identified through content analysis and statistical analysis methods. It is found that in these two journals the frequently adopted research methods are case study, literature review, modeling, questionnaire survey and comparison; and the popular research topics include PPP models and their application, risk management, financing and economic issues, legal and procurement issues, government regulation and guarantee. Comparison analysis results show that in terms of order of popularity, there are more similarities in the research topics than research methods in Chinese and international journals. The outcomes of this paper contribute to the PPP body of knowledge through summarizing PPP research in Chinese journals and international journals in the context of China. In addition, the findings are valuable for Chinese researchers to embark future research on PPP. This paper also breaks the language barrier and enriches western researchers a better understanding of the research status of PPP in the context of China.

Governments around the world, but especially in Europe, have increasingly used private sector involvement in developing, financing and providing public health infrastructure and service delivery ...through public–private partnerships (PPPs). Reasons for this uptake are manifold ranging from rising expenditures for refurbishing, maintaining and operating public assets, and increasing constraints on government budgets stifle, seeking innovation through private sector acumen and aiming for better risk management. Although PPPs have attracted practitioner and academic interest over the last two decades, there has been no attempt to integrate the general and health management literature to provide a holistic view of PPPs in healthcare delivery. This study analyzes over 1400 publications from a wide range of disciplines over a 20-year time period. We find that despite the scale and significance of the phenomenon, there is relatively limited conceptualization and in-depth empirical investigation. Based on bibliographic and content analyses, we synthesize formerly dispersed research perspectives into a comprehensive multi-dimensional framework of public-private partnerships. In so doing, we provide new directions for further research and practice.

As part of a comprehensive research into PPP implementation, a two-round Delphi survey was conducted with experienced practitioners to identify the preference of risk allocation in China’s PPP ...projects. The results show that the public sector would take sole responsibility for the risk “Expropriation and nationalization”, and take the majority of responsibility for 12 other risks related to government or government officials and their actions. Fourteen risks which neither the public nor private sector may be able to deal with them alone are preferred to be shared equally. The private sector would take the majority of responsibility for 10 risks that are at the project level. Interestingly, no risk fell into the category that should be solely allocated to the private sector. Further analysis of the reasons behind these allocation preferences was then conducted. Recommendations on commercial principles and contract terms between the public authorities and private consortia are also made.
Hybrid organizations combine institutional logics in their efforts to generate innovative solutions to complex problems. They face unintended consequences of that institutional complexity, however, ...which may impede their efforts. Past scholars have emphasized conflicting external demands, and competing internal claims on organizational identity. Data from an in-depth field study of the public-private Cambridge Energy Alliance suggest another consequence: paradoxes of performing (Smith & Lewis, 2011) that generate ambiguity about whether certain organizational outcomes represent success or failure. This article develops a process model of navigating such paradoxes: in sensemaking about paradoxical outcomes, actors grapple with definition of success and can transform the organizational logic. The result can be oscillation among logics, or novel synthesis between them when outside perspectives enable a clearer view of the paradox. Hybrid organizations' capacity for innovation depends in part on the results of this change process.
Municipal solid waste (MSW) is regarded as a renewable energy source. In China, the sharp increase of MSW has precipitated the rapid growth of waste-to-energy (WTE) incineration plants. Private ...capital has been getting into the WTE incineration industry through the public–private partnership (PPP) arrangement. Due to the large construction cost and the long concession period commonly associated with this arrangement, a number of failures have emerged in PPP WTE incineration projects. The aim of this paper is to investigate the key risks of PPP WTE incineration projects in China and study the strategies for managing these risks by drawing experience and learning lessons from these projects. First, we analyzed the MSW management practices, relevant legislations and policies, and the development of PPP WTE incineration projects in China. Second, we identified ten key risks through interviews, surveys and visits to some selected projects, and provided detailed analysis of these risks. Lastly, we developed response strategies for these risks from the perspectives of both public and private sectors.

A call for an increased use of standard contracts in public-private partnerships (PPPs) for infrastructure development is noticeable in practice. These contracts are expected to simplify and improve ...procurement by creating opportunities for learning, lower transaction costs, and better competition. This paper delineates standard contracts in PPP as a new venue for research and unfolds their potential impact. Here lies an important challenge since the benefits of standardization are not as straightforward as they look at first sight, particularly when taking into account the tension between the powerful, control-oriented role of contracting authorities and the need for contingent, informal contracting.
