  • Financial equalisation and effectiveness of local expenditure

    In most countries local authorities provide certain services for which they can levy tax, etc. There exist, however, public services that the state assigns local government. The state, therefore, ... must provide municipalities with sufficient funding for their implementation. Such funding the state ussually provides through grants or so-called financial equalisation. Althoughthe purpose of financial equalisation is clear there exist various models for its calculation. Models differ from each other with respect to criteria or indicators the government users for calculating the so-called suitable expenditure. The choice of indicators, however, on the other hand, influences local expenditure and effectiveness of providing services at local level.
