The Sandler team will assemble packages of loans or investments from such neighborhoods in the banks' markets. Sandler will then buy mortgage-backed securities or residential construction loans guaranteed by Fannie Mae, Freddie Mac, or the Government National Mortgage Association and pass them on to the banks, which will pay what Sandler called a "competitively priced" cost for the service.
