  • Development of online budget transparency index of Slovenian municipalities [Elektronski vir]

    The first evaluation of online local budget transparency in Slovenia was done in 2016, and in 2017 followed the second one. Online local budget transparency (OLBT) refers to the ease and extent of ... citizens' access to information about the local budgets on Slovenian local governments' webpages. The evaluated two years index was analysed according to municipalities' size (number of inhabitants) and region. We find that OLBT in Slovenia is low despite the fact that different legislation determine that four documents about budget should be published. Low index is partly caused by late confirmation of final budget reports, partly because the midyear reports are in most cases just announced as an agenda of the municipality council meeting. According to methodology the main problem is the so called citizen budget, which was not considered in Slovenia in any recommendations to municipalities till the first results in 2016. The index for 2016 was evaluated at 3.49 and 3.54 in 2017. This issue is only one of several in Slovenian local government, which are too small and unable to fulfil all necessary obligation determined by the law. Despite central government control, the local governments' transparency, accountability, etc. are still in hand of local governments' leadership or citizens' participation/satisfaction. Partly this issue will be connected to presented results of evaluated index.
