    In Slovenia drug supply and demand are great and present a serious public health problem. The introduction of record keeping of drug users treatment hasstarted already in the year 1991 in spite of ... insuffiiciency developed epidemiologic infrastructure. This triggered numerous ethis questionas on the domain of terminological definition of notions such as are: use, misuse and dependency, and resulting several conflicting value systems, such as conflictsbetween the rights of individual drug user and the needs of community. With the considering of tradoĐitional research guidelines it was not possible to avoid all ethic problems in the epidemiologic following-up of the drug users treatment. Ethical questions often emerge as a result of several conflicting value systems of different participants in the project. Inthe future, the answers to ethical dilemmas on the domain of record keeping of the drug users treatment will be formed with the help to laws and practice of that legislation sphere on which the follow-up is performed. In connection with the existing punishment policy on the drug domain it is important that the potential possitive results of epidemiologic follow-up and research considerably exceed certain risks connescted with the possible identification of individual drug users seeking help.
