    Both the European banking regulator EBA, as well as the U.S. Federal Reserve, are primarily responsible for the stability and security of the banking system. A very important factor in the stability ... of the banking system is an adequate level of bank capitalization. During the financial crisis both regulators made several stress tests to identify the banks' capital adequacy, and on the basis of these results they have taken various measures. During the crisis a great number of these measures have had the tendency towards improved regulation, particularly the determination of minimum capital reserve and requirements for adequate recapitalization, which would increase the volume of bank lending.
